Intent do use wealth, power or resources to take advantage of, manipulate, or hurt others for their own gain. I think that just about sums it up as universally as possible. At least mostly.

The sorts of things I'd get in trouble for going into to much detail on. What I can say is that, in general, I do a lot of internal peacekeeping and investigation of entities of significant power in the IA.
