Actually, that's precisely my experience with Naruto RPs. I remember one person in the last one I joined told me they didn't want to make a character in a village because said village didn't interest them. And of course there's the old cliche of everyone having a hard on for good ol' Konoha....

But I digress. If you feel Kiri suits your character best, that makes sense to me. Just a little hard for me to guess that from a CS that has neither a personality or a history yet.

As on any other....."day" in this world, Angarato Elendil was busy talking as though there was someone right beside him, ruminating upon the nature of this place. Why? Because he saw it as his purpose to question the fabric of the universe. He was supposed to be a wizard, after all. Learning about and manipulating the world around him was essentially in his job description. Well, perhaps there was some details about a certain "real person", but Angar knew which one both of them preferred to focus upon. Indeed, this world was a far more entertaining prospect to both of them as well. There was naturally a great deal of mystery behind it, as well as a great deal of potential. The real world was something some people at least believed they understood significantly. However, none could yet claim to truly know what this dream scape was. And Angar intended to be one who could.

"....if one could even preform such a ritual here. I don't even know where one would begin to search for an.....ah!" Angar had ascended to the balcony of his tower, as he often did as he rambled alone. But this time, he observed that there had been a change in the nearby areas yet again. "Always worth investigation, even if it's fairly mundane for this place....." Eventually, the wizard would make his way out of his tower and out into the world. "Might find nothing of note. But no matter. Naught to do but to wonder and to wander....." He felt it paid to take his time choosing a location to investigate. Some seemed far more interesting than others, whether they would lead to something of true importance or not. At the very least, picking the right location would mean he might enjoy the experience.

Personality: Ondo is, at heart, a cynic and a survivalist. He doesn't really buy into stuff like friendship and patriotism and all that. He's mainly out for himself, though he doesn't swan about acting like a complete jackass. Usually he'll just tell people what they want to hear, and act nice enough to avoid getting on their bad side. But from time to time, his inner cynic comes out in a comment or two.

History/Background: In the wake of the First Shinobi World War, Ondo's parents found themselves at odds with one another. Both had fought for Uzushiogakure, but due to the hardship of it's people, they both developed two different opinions on what should be done. His father believed they should commit themselves fully to the prosperity of the nation so that it could recover, even if it meant continuing the fight. His mother argued that the war had been nothing but a reflection of the failure of the state, and that the people should become resistant to future attempts to start wars, which would allow the country to recover gradually. They never truly fell apart for their disagreements, but they would argue bitterly on and off, at least once a year as far as Ondo could remember. However, as Ondo gradually matured, he decided he could care less about his parent's focus on politics and the nation. He focused himself on studying at the academy, and pretended to be a perfectly normal little boy. His real intention was to distance himself from their squabbles and climb through the ranks to the point where he could enjoy a comfortable life and forget about all this nonsense about the country and doing one's duty. He certainly managed to make his way through the academy, and now only hopes he doesn't have to get caught up in anything too bothersome during his Genin days.

Tools:
Ondo's weapon of choice is a guitar with an axe blade built into it. Not the fastest of weapons, but it cuts very nicely. He also makes use of the guitar for a number of techniques. He also carries an assortment of the most typical ninja tools.
Chakra Nature: Not sure if it counts, but most of his techniques are sound based
