A smile crept upon Neon's face. This, was so far his favourite. He'd just sprayed a dark midnight purple cage with a bright rainbow bird inside. It'd taken him about half an hour, and he was afraid he'd get caught a few times, but it had been worth it. He hung off the side of the building, watching the sunset. He took in a deep breath, and his smile grew wider. He was enjoying his freedom, even if he could still feel the pain on his back.
After a few minutes of enjoying life, he packed up and began to quickly climb down. Once hitting the top of the roof of a lower building, he looked back up at his artwork. The bird glowed under the dark and alarming cage. He stared at it for a moment, blankly, before suddenly remembering: tonight was the night. It was the night that the letter, he'd been given a week or so ago, had told him.
Securing his backpack, he began to run before the wheels popped out of the bottom of his skates; thus giving him a head start. He occasionally jumped from rooftop to rooftop, searching for the warehouse he was supposed to go to. He hoped he wasn't too late. Oh boy, what if he never found it? What if the meeting was already done? What if- Oh wait, no. There it was. In the darkness of the night that had quickly risen, he could see the Ratpack symbol.
He hopped/climbed down, before cautiously pushing open the door. "Hi?" his voice said, and he hated how feminine he sounded. He looked around at the others, hoping he wasn't the youngest. Some of the others intimidated him. But he'd learned not to judge based on first appearance, so he quickly shut down his own thoughts.
Like shown above. When out and about, doing his spray painting, he likes to wear black clothes with neon on top (along with his neon mask).
Personality
Bubbly - Like expected from such bright colours, Neon is very cheerful and happy most of the time. Comedic - He likes to hide his pain and distract others from theirs with witty comments and terrible puns. Kind - "Be kind, for everyone is fighting a battle with know nothing about" is a quote that Neon follows. He goes out of his way to be generous and giving to those in need.
Bio
Grey was more fortunate than most people. After all, he wasn't born in the slums. But do not underestimate him, for life higher up doesn't always necessarily mean "better". Up until age five, his life was alright. His mother taught him on her own, and he was pretty smart for such a small child. But when his mother died when he was seven, his life completely flipped.
His father turned on him, lashing out at him. He was called things along the line of "a freak" and "a he-she-it". His father believed that Grey didn't even deserve to have his own room, and needed to be punished. He was moved to live under the staircase, and was put to labor from dusk 'til long after dawn. And his father seemed cruel, and never forgiving. If Grey was too slow, slept in, spoke out, or any other thing that his father did not approve of, he was given hits.
Through all of this, Grey found a way out. An escape. Usually when he was working, he could see some of the buildings that had been tagged. This often got him hit, for stopping to stare slowed him down. Sometimes, on nights when he was supposed to be asleep, he would sneak out into the city to tag his own buildings. Whenever he did this, he found such joy and happiness that he didn't know he had left.
One night, when he had snuck out and was skating back home, someone skated past him and hit his chest. Grey fell to the ground, and found that he had been given a letter with the Ratpack symbol. Opening the black envelope and reading its contents, he knew at once what he must do.
He did not go home that night, and has never been back since.
Art style
The best part of his art, is that you can see it crystal clear at night against the blank canvas of the white metropolis. He loves to put teeny tiny "drawing" of a piece of bismuth somewhere in everyone of his paintings. It's a little daring of him to do so, since he shares the same last name with the metal.
Extra
Grey had never had time for hobbies, but he can (like most if not all other taggers can) climb buildings with ease. He loves to make small drawings on walls in the slum sectors as well. His favourite time for tagging is when he tagged his father's penthouse with the words "They GREYed out our lives."
Gear
They aren't really special, other than the fact that they can go pretty fast and jump longer. Just your standard Gear skates.

Had to go to bed, but I thought I'd post what I've gotten so far (and have worked on for an hour or so)!
Edit: Sorry for the double post, although it's OOC so idk if it matters or not.
This looks interesting but I wanted to know how fast is Rowan? I'm assuming their reflexes is good, but to be able to take out even a dozen guards in two seconds is a bit more than pretty quick. Is it bullet timer lvl?
They're pretty fast, but because they're so fast multitasking (aka paying attention to multiple different things) will throw them off.
For bullet timer lvl, it's almost that fast but not exactly. As fast as perhaps a dagger being thrown.
