Penn is exactly five feet tall, making her pretty short in comparison to those around her. There are even times when fellow Turks tease her about her height, or call her "Short-Stack", to get a reaction.

Hair Color
Penn has natural ombre hair, as it goes from silvery white at the roots, a light pinkish purple down the middle, and then to a soft icy blue at the ends. As her hair grows out, it slowly changes color, resulting in the gradient ombre. Her hair is often curly, stopping at her bottom and she keeps her front bangs instead of parting it to the side.
Eye Color
Penn's natural eye color is blue, but she does need to wear either glasses or contacts in order to see properly. The contacts make her eyes significantly lighter, while she wears baby blue framed square glasses when outside of battle.
Written Description
Pendulum is a petite young girl, standing at five feet exactly and weighing about one hundred pounds give or take. She has curly ombre hair that's usually left out when not on missions and blue eyes that change color depending on if she's wearing contacts or glasses. Her skin is surprisingly smooth and silky, void of any knicks or battle scars. Her casual wears often consists of a knee length short sleeved periwinkle dress with white flats, and a black shoal with a bow in the front.
When on duty, Penn wears the standard Turk uniform, a navy blue suit with dark low heels and her hair tied into a high ponytail with a dark band. Her pendulums are often hidden in her sleeves.

Personality
When first meeting Pendulum, she seems to have a cold, aloof personality based off of her appearance. She appears to have a distant attitude around everyone except for those she's seen on a day to day basis...that is until you get close enough to actually talk to her.
The true Penn is a very crude, violent, arrogant, and aggressive person. Having an attitude reminiscent of a teenage delinquent, Penn tends to come off as very anti-heroic, if not downright evil. This problematic behavior goes all the way back to her early childhood days and having to cope with being mostly deaf in both ears. Uncomfortably brutal at times, Penn smiles eerily when finding herself in the middle of a battle. Her personality reflects her fighting style when alone: mercilessly assaulting the opponent with pendulums and having no regard for anything other than the enemies around her. Despite this, she's quite talented in fighting, using her pendulums in various ways besides attacking. She's also very intelligent, being capable of strategic planning and investigating, to the point that some even consider her a prodigy among Turks.
While not the most mentally stable fighter, despite having the image of one, she knows who her enemies and allies are. Cold to her allies, but colder to her enemies. She's also very rude and foul-mouthed, which makes her hard to approach; with the help of other Turks, her aggressive outbursts become less aggressive. With that in mind, Penn knows when to be mature, although is still quite aloof and unsociable, showing disinterest in hanging out with her fellow allies, even when she wants to.
Due to the constant praise of her abilities, Pendulum has a superiority complex and wants to be first and the best at everything. She doesn't like when people look down on her, as if they were superior; thus, it diminishes her already short fuse. Because of this complex, she's implied to be anti-social; she seems not to care for much people.
Penn is also immensely prideful, as she hates the idea of others either helping her or her having to rely on others to assist her in battle. Because of her pride, Penn refuses to work together with others claiming she can do whatever she's assigned on her own. However, she will repay those who help her. She likes napping, drinking tea, and anything cute. She dislikes loud sounds, the smell of oil, and cheese, and has the habit of talking to herself,
watching her pendulum absently, and she easily becomes distressed and even cries randomly due to bottled up emotions leaking out. This also leads to uncontrollable shaking from time to time.

Background
Pendulum remembers only small parts of her past, back when she was still Fubuki Weiss. She remembered that she was one of the many people that lived in Midgar's slums as an orphan; except she was a little different. Instead of banding together with others to survive, she was all alone. For one, her appearance shied away those that tried to approach her. She always had a hard time seeing, and was never able to understand those around her, never obtaining the human interaction that most needed to remain sane. Fubuki remembers being bullied, even those in the slums beating her down, forcing her to steal food, and spitting at her when she 'ignored' them...all of it was forever etched into her mind resulting in the occasional trembling fits she has to this day.
Fortunately, their efforts gave hope to Fubuki, as one day during her 'errands', stood face to face with an open book next to one of the merchants' booths. She knew she was only suppose to get necessities, but she couldn't possibly pass this up. So she stole the book and took it back to the slums, her eyes squinting just see the pictures displayed in the book.
This book lead to Fubuki's interest in the Delacriox Family. She didn't know what they did exactly, but their symbol, followed by the picture of a woman praying to the wings of a bird were etched into the girl's mind, giving her hope. She often drew these symbols in the dirt and picked up forgotten bird feathers to pray on them at night. It was the only thing that kept her believing that everything would be alright.
She had no idea how long she had been doing such things, but before she knew it, her wish had come true. She remembered military men walking through the slums, picking up every person they thought they could use (for what? Penn could only assume for the Genome experiments now thinking back on it), Fubuki being one of them. She could only watch in awe, remembering how hard she prayed and how many times she drew the symbol, only to see it etched onto the shield of the girls walking within the troops. Before she could even express her gratitude for giving her hope, the girl was whisked away.

Weapon
Pendulum's primary weapon is, if you couldn't guess, is dual pendulums. She usually has the ends of the pendulums wrapped around her finger or wrist to use them more freely. It has extreme range (3.5 m), being useful in mostly mid and long range attacks. She usually alternates between three different types of pendulums (using two at the same time), each one holding materia within it.

Limit Break
When pushed to the edge, Pendulum unleashes her Limit Break, Frozen Hell. The move first begins with Penn uncontrollably shaking, her eyes roll to he back of her head, and her head tilting back as if looking up at the sky. She opens her mouth, only to release a bloody curdling scream. Pendulum chains made of ice shoot out of her body, causing her to scream louder in pain. Chains shoot out in all directions, prevent enemies (and even some allies) from escaping; if they're unlucky they might get impaled by said chains. Once the chains connect to a hard surface, the area around Penn (exactly .5 miles to 1 mile depending on mood) erupts in a flurry of frozen icicles, growing as tall as 20 feet. This lasts for 35 seconds. After her Limit Break, she is sometimes left unconscious being held up by the chains, or screaming in pain for the same reason.
