Powers -Cryokinesis,
Augmented strength and reaction time. Martial training in various swords and hand to hand combat.
Weaknesses - Her Cryokinesis has no off switch, her body is naturally at the freezing point.In addition the air around her chills to match her, making a mist forewarn of her approach.
Her augments are surgical implants and changes to her chemical composition.. Her physical strength while impressive comes at the cost of her endurance. She can only do a few swings of her blade at her full strength, after that she has to cool down.
In addition the cost of her increased reaction time, her brain literally heats up. She has little trouble keeping it in check, but as she becomes scared or angry she begins to have headaches and in several cases she 'burns out' and faints.
Personality - Cold. Distant.

As supers where becoming more common and the universe was ever expanding. Some men decided to throw out their moral compass and in the name of science find mans limits.Thus the Condemned project was began. The subject was created from the genetic material of a Speedster and one that possessed super strength. Needles to say they had not expected for a Ice wielding infant. As she matured, they began teaching her what they deemed important for mental development leaving out human history and the concepts of creation and identity. Unique to this subject they did all of this through a complex digital display that made up the right side of her holding area. She had no physical contact with any life aside from what had been gone over in the reading material.
At the second cycle the subject was forced into life or death combat scenarios against other subjects. This was to force her natural ability to develope drastically faster using survival as the catalyst. It was only after 15 success that they moved on to the next stage of the project. She was drugged, and they put things all throughout her body to push her past the limitations evolution had put on her. The pain she dealt with would have driven a lesser individual to suicide, not that she had any means to do so. The benefits where seen almost instantly in the next combat test where the subject killed her adversary in 14 seconds.
The next file seems to have skipped and entire sections of the project. However a page in red catches your eye, they introduced her into a environment with non-hostiles, the idea that humans meant her no harm had not occurred to her, as she killed or injured each one of them. The event seemed to be a step in the wrong direction for the project, notes of her growing aggression and rebellion have numerous mentions of the cost to the project.A strange highlight is how subject showed promise with bladed weapons, simply because she seemed to favor using shards of ice to cut through the protective suits of staff.
*Another gap in the logs the amount of time in between seems to be drastic, and it seems the next ones simply go over the mental institutions she has been in and out of. Underneath it all is a sealed black file. Of course you reach for it but the file seems ice over.....You look up into the darkness of the room, a pair of glowing white eyes offer a suggestion that you should probably leave.*

I would agree with the emp, but also tie in processing issues where there is a delay between the information she recieves and when the server recieves it, also signal strength could limit her abilites. Particularly with your character who only has suppressed emotions, you could have her struggle with her morality compass versus the extremes of law and "Justice".
All angels could be tied too a central control network, that limits their effective combat strength based on the assesment of the situation.
Oh and how angels have political programming aswell, certain backers or officals show up in their eyes as a literal grey void.
Another idea is Angels have regulations that force them to prioritise key mission objectives no matter how they "feel" and can cause a mental shut down where the central hub assumes direct control. (this would work with a hacker subplot. And also renegade angels who are free of the system. In addition this idea would allow for factions within your own rp where the regulating of angels is a violation of human rights blahblahblah getting to into ideas that are not even going to be green lit XD)
