Republic of Texas, Houston.

Houston was a hot and hostile place to live. The large masses of people who made up its inhabitants were by and large used to this fact. The large destroyed skyscrapers in the city, once a source of pride for the city, now were a sign of shame for the elite of the city. Afterall why had they not been replaced, or at least repaired? In the grand scheme of things it did not matter and for the majority of the citizens of Houston it did matter as those buildings did not provide food, shelter or water for them or their families.

Most people of the city would do as they did every day. Make the long trek to their work station. Whether this meant going to the workshops, farms and ranches, or setting up their stands in the various markets in the town. Much of the signs of independence were still there from before Houston was absorbed into the Republic. Chief among these were the merchant guilds who ran the area before. They had misgivings about the new way Houston was ran and made it known to the central government. All their protests did however was bring the wrath of the Rangers unto the city.

As happens most days when the rangers came through the town the garrison came out to meet them. The 3,000 strong force stationed there by the Republics high command was only partially recruited from the people of the city, with most troops coming from Austin and San-Antonio. This measure did not go unnoticed by the locals. However despite protests from the elite classes the majority of the city did not mind this as the troops provided a sense of security and order, a thing lacking in the mercenary troops the ruling classes from before had employed.

Republic of Texas, Austin.

Austin during the winter months, or what passes for winter given that 90 degree weather is as cold as it gets in the area, is a vibrant place as befitting its stature as capital of the republic. Most power both political and military is centered in city and almost all new recruits undergo training in the nearby city of Fort Hood. In addition military high-command makes the city’s former business district their home, concerting many of the old buildings there into more militarized versions of their previous selves.

Signs of the conflicts the republic has taken part in are common around the city in the form of statues. The Ghoul Uprisings, the Brotherhood War, The Raider invasion and many others are immortalized in plaques on the bronze and copper of the figures that stare at the residents. The garrison troops guard the government buildings that the statues are close to and are often a part of. In the city at 0600 hours the city's loudspeakers ring with the national anthem and patriotic messages continue for the rest of the day until curfew at 2200 hours.

When the time comes the towns people go to work in the various occupations with minimal delay. The factory and workshops in town begin to give off clouds of smoke signalling their continued operation. At the edges of town farmers plow their fields needed to feed the country and to provide for the exports that bring the nation wealth.

Republic of Texas, San-Antonio

Shots rang out. The town's last ghouls had been found the week before and after their short and just trial had been found guilty of treason. The reason: being ghoul. Afterall any ghoul who resides in the republic must be a terrorist and traitor, it is in their nature of course. The town went on with their day after this as the excitement had run its course. The productivity of the town was lower than that of Houston due to its lower population but the people were eager to reaffirm their loyalty to the republic.

The outskirts of the town had been the target of many raids by the remains of the Brotherhood of Steel due to its relative vulnerability compared to Austin and Houston. But the towns guard and the national army had recently put an end to the raids which brought a smile to many townsfolk.

However the towns law enforcement had been decimated and would have to be replaced. The years of raids had harmed the town and only the presence of national troops and what remains of the town guard kept order. Many expected the texas rangers to brought in which would bring order, but the martial law that would follow was not something that would be liked by the locals. Regardless of their protests however they would be reminded of the standards the republic expected of major cities in the republic.

Republic of Texas, Beaumont

In the city there was an unusually large gathering of troops. 3,000 infantry and 500 rangers is far beyond what is expected for this small town. However preparations for invasions rarely are quiet, especially when it’s for a conquest of a nation as large as the Orleans Empire with its 240,000 people and large amounts of territory.

However there was an additional danger to the invasion plans. In the city the troops were gathering in a cult, much like those found in the pre-war period, was found. This while not the main concern of the troops gathering was something to take note of. In addition there was much resistance expected when the invasion actually began and lots of ground to cover before the Marines and Guard units reached Orleans itself as without support from land based forces the amphibious assault will be outnumbered by several times over.

Yet it was nothing that the troops could not handle with enough courage, weapons and information from local collaborators and recon assets.

Government:The Republic of Texas is an Autocracy ruled by the “President” who ,while elected, rules for life. (S)He is assisted in this governance by the regional governors who lead their respective cities. There are 7 governors with each one having roughly the same administrative powers. The military is largely based in the capital of Fort Hood but maintains multiple company sized units in each major settlement. All governors are elected by the people but are able to be replaced by the president at anytime. In addition in times of war the military is given veto powers over the regional governments and is answerable only to the president. The regional governors appoint their own cabinet which handles day to day operations, but if needed the president has the obligation to replace those cabinets with one of their choosing.

Military:The Presidential Guard Battalion (Unofficial designation: Delta Corps): Consists of the best trained and experienced of the entire Texan Army. They report only to the President of Texas and are only deployed in the most dire of circumstances. The unit was formed after the war with the Texan Brotherhood of Steel from veterans of the battle hardened units of the army. After the units formation the troops were the main force in the crushing of the ghoul rebellion as they were the most often sent in when the fighting in urban centers was rough. The total strength of the regiment is authorized at 500 troops in 5 companies of 100 each.Three of these companies are armed largely with salvaged AER-9 laser rifles, Pulse and Plasma Grenades and Machetes. There is a heavy weapons/support company which utilizes LMGs, Grenade Rifles (Both 40mm and 25mm variants) and a limited number of Vindicator miniguns and missile launchers. Finally there is a marksmen company armed with M1 Garands (Scoped), .308 Sniper Rifles and what Anti-Material and Gauss rifles the army has in its arsenal. Every guardsman is also equipped with 12.7 pistols,combat knives, medical equipment, reinforced advanced combat armor, and authorization to give orders to all non-guard military personnel regardless of rank (within reason).
Texas Rangers:These are 1,100 men and women divided into 11 teams of 100 each. Given advanced training these troops are further trained in survival,recon, and guerilla warfare tactics by the veterans of previous wars and skirmishes.the troops are given 5.556x45mm marksmen carbines, P90 SMGs, Machetes and .357 revolvers as their weapons of choice but are authorized to use other weapons as needed.They also use recon armor. As suiting their recon roles they also are given horses for faster movement. In addition they are currently responsible for hunting down the ghouls and other dissidents that may have survived other actions against them.
Texan Infantry Battalions (Unofficial designation:Ground Pounders): Given better training than the conscript forces these troops form the majority of the offensive and hard hitting response forces of the Republic. They armed with pre-war combat armor as standard issue with helmets. In addition they utilize FN-FAL battle rifles, .44 Revolvers, and fragmentation grenades. They are formed in 6 battalions of 500 troops per battalion.
Texan Marine Corps (Unofficial designation:Devil Dogs): One step down from the Presidential Guard in terms of training and experience these troops are nonetheless very dangerous in combat.Given Marine combat armor ,helmets and rebreathers. These troops are armed with special waterproof versions of the R91 Assault Rifles, Plastic explosives, Machetes, and .45 Semiautomatic pistols. These men and women are formed into one company of 100 Marines.
National Guard Battalions(Unofficial designation:Texan Guards): The Bulk of the military might of the Republic of Texas and the most seen most regard these men and women as the face of the government to the people. They number 15,500 in 31 standard Battalions of 500 each. Armed with AR-15 Service rifles,9mm handguns, combat knives, and balls of steel they perform most combat roles that fighters from outside the republic would baulk at. Their armor is not as protective as other troops being at best basic combat armor and at worst double breasted trench coats. The training for these troops, while better than that of raiders and ghoul rabble, is rudimentary at best and is by no means extensive. Despite this morale among the conscripts is high due to large amounts of propaganda and permission to consume the copious amounts of liquor produced by the breweries in San-Antonio and Austin.
ROT Navy: The Republican Navy consists of 2 5th Rates (500 crew), 5 6th rates (750 crew) and 30 brigs (750 crew in total)

[b]History:[/box]When the bombs fell in 2077 the alarms sounded. Unlike other areas who treated it as just another false alarm and did not go to shelter the military in fort hood managed to get most of the people meant for the shelters underneath fort hood into the bunkers before the bombs fell. After 90 years of living underground the people walked out of their shelters. They saw a largely desolate landscape that for better or for worse was to be their home. The base had by that point been partially taken over by raiders who were killed in the times that followed. After the war with the raiders had ended the survivors of the conflict realized the need to protect what was theirs.

Unfortunately the population was far too small and was lacking in food. As a result groups were sent out to scout out locations suitable for agriculture with predictable results. Eventually however a large herding community had been found in the nearby town of copperas cove. After intense negotiations ties were established where the hood troops would protect the herders in exchange for food. In the years that followed the population would grow and the survivors would incorporate more and more towns including San-Antonio and Austin forming the Republic of Texas.

In the year 2219 a brotherhood expedition would find its way to Fort Hood intending to set up shop in the area. Expecting no issues in doing so they moved on the base. They however realized that it would more problematic when they came under intense artillery fire from howitzers in the base. Of course by the time that happened they had taken massive losses but nothing that they could not recover from eventually and they pressed on into the base. The welcoming party for them consisted of several hundred militia who had been preparing for their arrival. The brotherhood forces caused massive losses among the militia and destroyed the howitzers but were killed to the last man.

After the arrival of a seemingly superior military force an idea began to form in the minds of the leadership of the republic. The time for democracy had come to an end as despite the victory many losses, more than needed, were taken in doing so. As a result a more authoritarian form of government was beginning to emerge. This was a largely popular move as most did not see the need for a democratic government anymore but among the ghoul population, those who lived during the dictatorship that America had become during the great war, this was majorly unpopular. So when the referendum on the new government was passed the ghouls killed the politicians responsible for the new autocracy.

Having seen their wishes shot by the ghouls the humans retaliated. Mass anti-ghoul riots broke out in all major cities killing thousands of ghouls. The ghouls in a lapse of wisdom called for government intervention. The government intervened, but not on the ghouls side. Sending in hundreds of troops to channel the rioters into more organized fashions and attacking the ghouls themselves killing most of them. As of today most ghouls know the Republic as a no go area.

After the ghoul rebellions a new issue arose to the south-east of the country. The Houston commonwealth had rose in power and threatened to destroy that which the ROT had built. So in an attempt to stop the brewing devastating war diplomats from both sides met in Austin to discuss terms of peace. Despite a few tense moments when it looked like the talks would end an agreement was reached, and the treaty of Treaty of Texan unification was signed. The treaty merged the two governments into one and turned the previously war torn regions between the two into land where traders and people could move through without fear of harassment by raiders or soldiers.

Character Backstory:Born in Austin a few decades after the unification of the ROT and the Houston Commonwealth to a family of military officers in the ROT army. In her youth she (As many Texan youth do) served in the Texan Army.

Due to her family’s ties she was granted an officer commission when she enlisted. As an officer she was treated far better than the enlisted personnel. Her career was by and large typical for that of an officer Engaging both Brotherhood and Raider forces in combat, emerging jaded by her experiences.

Once her period of service was over her family had pulled strings to put her into politics in Austin, a fact that she hated. Openly however she went along with it making ties and connections with Army and Ranger high command. These ties were very useful when in the year 2279 the sitting president died. In the years that followed her (and her backers in the military) managed to get her elected as President for life in the Republic of Texas.

The year is now 2283 and the politics surrounding her election is tense. The merchant classes in Houston have been raising concerns that her being elected was in fact a falsehood and not valid. Most people outside the rich Houston upper crust don’t believe the rumors however it still a concern for the President and her mostly former military cabinet which advises her. The Rangers is currently being used as secret police force and there are concerns that democracy is being abolished more than expected by the population.

What happens next is likely to either make or break the Military-Merchant political struggle and the president has backed the Army to the hilt.
