@Bishop God made humans a long long long time ago, it is possible that he made humans flawed because he wanted to, but that doesn't mean he will be 100% satisfied with his creation, it is entirely possible that god could've changed his mind later on when he saw what atrocities mankind could do.
Think of it this way, you're god and you're making the universe and you get the best idea ever, you make humans, but flawed because of whatever reason he had, originally you think it's a good idea, then you see humans killing each other over the smallest of things, then you watch as they invent new and cruel ways to treat each other, all of a sudden that silly little pet project is raping and killing eachother over race, religion or whatever stupid reason they have.
Now all of a sudden it makes sense sending in the angels.
God is omnipotent you are right about that, and he is all powerful, but god can change over the span of billions of years. you are right though, God does care, but that doesn't mean he didn't leave room for improvement.

@Bishop maybe god believes that humanity is a mistake and regrets their creation, and sees the angel's work as "improving" them.

William flew right into a guardsmen, crushing his ribs beneath his shield like a twig then spun to the right to face another foe, The second guardsmen lifted his gun to shoot at him but William was faster, with a smack of his sword he swatted the man's gun away to a nearby corner. I think I won this battle, nice try though! William laughed as he hit the man with the blunt side of his sword, causing him to go unconscious.
He quickly stopped to handcuff the two guardsmen, William had stuck to his word, throughout the fight he had only killed a single soul.
Then he turned back to see Rama slaughter a unarmed man and he felt fire go through his veins, Do you have no honor?! he yelled at Rama while marching up to him I can understand killing for self-defense but that man had posed no threat!, Don't waste lives, we're here to take prisoners and you've done anything but that! He yelled and pushed Rama.

ugh someone post, the suspense is killing me
Everything was slient. Vivian's eyes were set on the ceiling of the rocky cavern, The divine voices in her head would've told her to make a funny one liner, but the voices were oddly silent, instead of the usual happiness she felt another, water appeared around her eyes, she rubbed the water out of her eyes only to have it appear again, dripping down her face. Are these tears? her thoughts quizzed.
she wanted to think happy things, she wished the divine voices would come back and tell her to suck it up and smile, but instead she only thought of the bad jokes of her dead friends constantly made. The voices of her parents obnoxious laugh laughing, the hideous sound of a violin that she was forced to practice with. And she realized how beautiful they sounded, and that she'd never hear it again.
She looked up, she had to move on, lying on the ground wallowing in self-pity would give her nothing but watery eyes, She looked up and saw Greg mouthing something along the lines of being ok, I'm alive, there's that She told Greg. @Silvir

@The Jest It's neither shocking nor incomprehensible, you speak like having my opinion is stupid and I'm stupid for having it, but I'm pretty certain if you were to ask random people if they wanted to live in this world, most of them would say yes.
Wants and Desires still control us, technically you could say that feelings, goals, motivations are all just illusions of the mind. if we'd fix the world, people would be enslaved to their own ambitions or desires, now all of a sudden those angel's aren't the one's guiding your actions its you're ambitions and motivations, sometimes those ambitions can be really bad, like having a drug addiction. there are some good ones but in the angel's world, all of our fake motivations and ambitions only lead to one thing. Happiness.
