He is also extremely tall and muscular compared to most Sangheili.

Personality: Arbiter is a brutal and ruthless commander. Despite being a Sangheili, he showed an uncharacteristic disregard for Sangheili traditional values such as honor. He has proved himself to be fanatically loyal to the Hierarchs, and carried out his task to eradicate humanity with fervent zeal and efficiency as a means to secure his place in the Great Journey. He is also unusually violent and quick to anger. He is found of expressing his cruel and dominating behavior. He takes great pleasure in demonstrating his physical superiority over others.
Bio: He served the Ministry of Preservation, quelling internal dissent within the Covenant for most of his military career. He eventually became responsible for quelling rebellions and heretic pirates. Twenty years before the outbreak of the Human-Convenant War he led a coup to take over his clan. He failed and was sentenced to life in prison. He was locked up in a maximum-security penitentiary. Though most that came to live here were most likely killed during mandatory exercise time, if not killed then the medical bay killed those too sick or injured to continue on. Shortly after the outbreak of the Human-Convenant War he was approached by the Prophets to conduct the war of extermination against humanity and uncover Forerunner artifacts as the Arbiter. He was not selected just for his combat record alone; the Covenant leaders believed that he, as the new Arbiter, would not ask politically inconvenient questions. His appointment as an Arbiter led to a group of Sangheili splitting from the Convenant. His first task as Arbiter was to end the heretic rebellion.

Don't know, I figured since those two are just his call them weapons even though they are probably going to see little combat and mainly be used as transport

Unknown yet, But whoever he/she is they look badass

My thoughts have come to some idea's though:
Chiefs new armor as he is due an upgrade as his armor (as of halo 4) was still Mark VI that he got in halo 2 which is out of date by now.
or a New playable character in campaign (going back to halo 2 campaign/ODST Switching characters depending on mission)

either way if its not John they will play a very big part of the story seen as they are the center focus of the image

I could be all wrong, but as a life long halo fan what i said is plausible

If you look closely enough the new guy on top has an ONI symbol on his armor.

So new guy or Master Chief gets an upgrade and a job at ONI.

Aye, I've been looking more into this/reading others opinions, But do you notice how the other spartan, the body shape/size is like that of a female Spartan (bigger chest plates and smaller waist) Though a tweet from Frankie O’Connor stated that its not a girl but he could be just trying to throw people of that lead.

Or some others have said that you maybe to play as another spartan alongside the chief with reaches option to have your own spartan in the campaign.

And also looking close at the image the helmet reminds me a lot of the Rogue helmet from halo 3 multiplayer, so we could possibly facing a rogue outfit of spartans or insurrectionists that got themselves some armor?

It could be a Spartan 4 for all we know because if you watch the last cutscene in Halo 4 the Chief is still larger then the 4's are. Though like the blog post said we will know a lot more at E3 2014's Microsoft conference coming in like 30 days.

It's a YouTube channel pretty much it's about rumored leaks, speculation and discussions for the up coming game. I watched all his videos when Halo 4 was first announced.

Stitchblades, honest question, what the hell is CPO, Chief Petty Officer?

Most men I've ever talked to if they are going to talk about a man who is in command of the they will only say C.O (Commanding Officer) never once have I heard them do an abbreviation of rank, the only time a rank is abbreviated is in writing.

Not nit-picking, (Ok well I am, not intentionally rant just came out, maybe a little cause its 12:30 A.M and I haven't slept since like 6 AM yesterday.) but its just something I'm checking out, and probably at the moment sounding an ass about....

They don't normally speak it out no but sometimes it is, (Source My Dad was A Chief petty Officer once upon a time and everyone just referred to him as the CPO)

They write that rank out a lot in most of the books from what I remember the Spartans always referred to Mendez at CPO Mendez and sorry for the lack of post i'll have one up tonight.
