It's a sound editing program where you can record and add effects to audio. (For example, adding echos or changing the audio pitch)

Yeah, I may be able to, but I'd need to hear the audio clip to hear what kind of sound it is.

Well my computer's fan is pretty noisy, and also my brother has something going on in the back ground at time despite his door being shut.

There is a method where you can reduce background noise by selecting a sample of the (constant) background noise (without someone speaking over it) and applying some sort of filter to the track.
1.) I don't know how to do that. I just know that you can.
2.) I don't know if Audacity can do that.
3.) I have used Audacity for a short time in class
4.) You would have to pay me to do that, which would eliminate the purpose of using Audacity.

Why, the sheer audacity of your statements offends me
I am decent at using audacity but trust me I still have a lot to learn.
I've used it to put out 20 things.
