With Konoha to the south, the Hidden Sound to the east and the Hidden Waterfall to the west we have the small Hidden Village of the End, Gobigakure. What's that? Can't find it on a map? Don't know the name of the country? Well, that's part of the problem...
The Village Hidden by the End is so small and insignificant that most other ninja villages doesn't recognize it as one. If it was on a map before, someone has erased it by now. In the entire history of the village it hasn't produced a single ninja worth mentioning. The village sits on the northern cliffs of its country, surrounded by huge rocks that shelters the village from the outside world. The village can only be clearly seen from the sea to the north, called the endless sea by locals. Thus its name, the Village Hidden by the End.

The village is not governed by a kage, like the other hidden villages, neither does it house its own ANBU-force. It started out as an outpost for the Hidden Cloud, and has always relied on its main village for leadership and protection.
The village's only jounin, Hyuuga Hiroshi, acts as leader and is in charge of every ninja in the village. Hiroshi used to be a ninja from Konoha, but was thrown out after a family dispute went sour. He traveled around the world and found Gobigakure by accident and was elevated to the rank of leader almost over night. He has his work cut out for him. The village is very poor and lacks many of the commodities that people in the rest of the world take for granted. Missions are few and far between, most people take their business to the bigger villages.
Not a single noble ninja family reside in the village, but a few of the older families have developed hijutsu. Bloodline limits are extremely rare, almost unheard of.

Short history:
Shortly after the Village Hidden in the Clouds had formed the ninjas they started to look to the west, toward the Village Hidden in Stone. They feared an attack, and established an outpost on a conveniently placed mass of land. A nearby village provided entertainment for the troops and before long the first illegitimate child was born. It was followed by many others. The children with a talent for ninjutsu were trained by the Kumo ninjas that were stationed there, and during the first ninja war they helped keep their small patch of land safe.
After the war the outpost was scrapped, but the village remained popular in the eyes of Kumo ninjas and with time ninjas from other villages as well. The climate and primitive lifestyle made the village a popular site for jounin to train their genin. And while they were there more than a few decided to visit the popular burlesque houses, both male and female “entertainers” were available to suit every taste.
When the second ninja war came the village was left to its own devices, and took several hard hits. Much of the original village was destroyed, but a few talented doton-users from Kumo created a huge barricade around the village to shield it from harm. That barricade still stands and is the reason why the village is still hidden.
After the second war people stopped caring about the small village. Its ninjas were nothing in comparison to the kind of talent that arose in the rest of the world and its geographical position was too out of the way for leisurely visits. Because of its remote position huge battles have been fought just outside the barricade between Iwa, Kumo and Konoha. Neither have taken the time to secure it first. The village has tried to reestablish communications with Kumo, but have been rejected every time.

Welcome to the Village Hidden by the End, Gobigakure no Sato. You are one of the villages proud ninjas, a chuunin. You are one of the most powerful people in the village, even though it has been a while since you got to show it. You, and some of your friends have grown tired of the way people from other villages treat you, calling you weak, saying that you're not really ninjas. You've decided to leave the village and grow strong out in the real world, you're prepared to do whatever it takes to succeed. You'll show those other villages that Gobi ninjas are a force to be reckoned with, and you'll beat the snot out of anyone who disagrees.

Biography

Background:
Ayame was born and raised in Gobigakure for her entire life. She was born the only child of her mother and father, both of whom had latent capability as ninja, but never elected to receive formal training. Ayame, however, saw ninja as heroes and always aspired to be one. She was seen to have some potential as a young girl and was taken in to be trained by Hyuuga Hiroshi, as most Gobi ninja are. While her ninjutsu and especially taijutsu were found somewhat lacking (beyond the absolute basics, she has very little skill in either), her genjutsu abilities were most impressive. She greatly enjoyed the intricacies of a successful illusion, and so poured most of her studies into genjutsu. At the age of 12, she became a Genin and began working as a full-fledged ninja. Her parents were never fond of her decision, but they were still very proud of her successes. Ayame continued to live with them until her 13th birthday, for it was on that fateful day that both of her parents were killed.
She had been out on a mission, and due to some unexpected trouble with bandits, her squad was delayed in their return. When they finally arrived, her squad leader (a Chunin named Boso) allowed them to go home while he delivered the report to Hyuuga Hiroshi. Aya raced home so as not to miss her birthday celebration. When she arrived, the scene she arrived at completely shattered her emotionally. The bandits they had encountered had been raiding the farms outside the village. Her parents, it seems, had tried to fight back. Both of them lay lifeless on the ground, dead from several stab wounds all across their torsos. The ninjas who had arrived before her told her that her parents had fought bravely to protect the other villagers, and had managed to hold the bandits off until help arrived. Unfortunately, help had been a moment too late.
Ayame's shattered emotions began to slowly form into a singular, all-consuming hatred of the bandits who had done this. Aya left the scene and proceeded alone back into the forest, the hatred slowly consuming her consciousness. She found the bandits still in the forest, binding the wounds they had suffered at the hands of her squad earlier (the bandits were weak enemies, so the group had decided to spare them). At the sight of them, Ayame's hatred finally reached the boiling point, and all her usual kindness was consumed by the sole desire to make these people suffer. Relentlessly, Ayame unleashed horror after unspeakable horror at them, using the best genjutsu tricks she could muster to make the bandits fall into a living Hell of her creation. Eventually, she finally reached her limit and collapsed from exhaustion; in her madness, she hadn't kept track of her own stamina.
When she finally awoke, she was still in the forest, her activities still unnoticed by her fellow Gobi ninja. The bandits, she realized, had been reduced to little more than piles of massacred carcasses, barely even recognizable as having once been human. Ayame had no memory of what happened, but knew only that she had been responsible for it. After confessing the deed to her superiors, she was examined by a psychologist who also excelled at genjutsu. Through a combination of treatment and jutsu, he was able to discover that Aya's shattered psyche had placed her hatred in an alternate personality, which called itself Kirai. Since that time, Ayame has been closely monitored. She has since, however, managed to overcome her trauma and returned to active duty. Kirai, however, still remains inside her, and can most often be seen when Aya enters battle.

Today:
Ayame has recently become a Chunin, and has been told that, eventually, she will be leading her own squadron of Genin. In the meantime, however, she continues to take missions both by herself and with her former squad mates (although Boso, sadly, was killed in action). She lives alone in the center of the village, but is overall happy with her life.

Personality:
Ayame is kind and normally very gentle. She can be shy, but still enjoys socializing with those she considers her friends. She likes wearing kimonos while not on a mission, and has gained a small reputation as one of the village beauties. When fighting, she can be nervous and prefers to stay in the back to cast genjutsu while her physically stronger comrades take the fight in closer. Her genjutsu usually consists of physical illusion, misdirection, and manipulating her opponent's senses.
Kirai, on the other hand, is a twisted and sadistic being who lives solely for the suffering of others. She is a fragment of Ayame herself, but still acts as an individual being. Her genjutsu usually consists of fear, terror, and torture. If she manages to get out, she will inflict these genjutsu on anyone she considers an enemy, without sympathy or mercy. However, she will not attack Ayame's allies, as the distress caused by this will allow Ayame to awaken from Kirai's rampage.

- Ayame and Kirai are similar to a Jinchuuriki and a Bijuu, but Kirai is only a fragment of Ayame and thus offers her no additional powers or abilities; if she really wanted to, Ayame could do anything Kirai could do, and vice versa.

Offshoot: Magen: Nijū Kokoni Arazu no Jutsu; Demonic Illusion: Double False Surroundings Technique

Effect: The user alters the opponent's perceived surroundings at will, making mountains out of molehills, or making a steep cliff appear to be an open plain. Double False Surroundings Technique can place an illusion within the initial illusion, such that an opponent who discovers and dispels the first illusion may still be ensnared by the second illusion.
Drawback: Both layers of illusion can be broken if discovered. Also, two layers of illusion consume more chakra than normal and require and intense concentration to maintain.

Effect: Kirai ensnares an opponent in one of seven different nightmares. Depending on chakra consumed, the nightmare becomes more horrifying and causes more pain. At the seventh level, it may stop the opponent's heart.
Drawback: This technique will burn all of Ayame/Kirai's remaining non-vital chakra, rendering further combat nearly impossible. It also signals the end of Kirai's rampages, leaving an unconscious Ayame to awaken later.

As GM, what are some your limits you have in place regarding Canon Kekkai Genkai? You put the option to choose village Loyalty and what not? Are we required to play a shinobi loyal to Gobi? Or no?

Well... It would fit the story best if your current residence is in Gobigakure, obviously. Your character could be from anywhere in the world or even a missing nin or something, if that's what you want, since Gobigakure aren't exactly on good terms with the other villages. Their loyalty could be anything, too, since they could be spies or whatever. They are only required to have theri current residence in Gobigakure, and take missions there. If that made any sense...

As for the Kekkei Genkai... Well... They are allowed. Like, there could be a sharingan user in the midst of the bunch as an illegitimate child of an Uchiha, but they wouldn't know how to use it properly, since they've no one to teach them. The elemental KG are allowed, too. In fact, the entire point of the village being an *ahem* entertainment to the troops, was the fact that their illegitimate children could have their powers. Again, I hope I am making sense...

Gah! I assumed Uchiha were off limits considering how OP they are and had in mind a brilliant Kumo Bloodline with the Black Lightning...but making an Uchiha who doesn't know crap about the sharingan or any of those abilities sounds like too much fun to pass up. I'll get a CS going...
