Ladies and Gentlemen! I'm sure you all know that every 25 years there is a Quarter Quell edition of the Hunger Games.

Quells mark the anniversaries of the districts' defeat by the Capitol, and include special celebrations. The Games involves some sort of twist that makes them more disastrous or difficult to compete in, or watch - which, of course, only seems to excite the Capitol more. A small box contains small yellow envelopes containing specific instructions for each Quarter Quell, lying in wait for the next twenty five years where it will be opened again. These instructions were planned at the founding of the Hunger Games, with plans in place for hundreds of Games. The President at the time selects the appropriate card and reads it on live television to announce the theme of that year's Quell.

And this year's twist? This year, the tributes will be reaped from the remaining pool of victors - a relief for some, devastating for others.

In the 25th Hunger Games, the citizens of the districts had to vote on who would compete in the Hunger Games as a way of reminding the rebels that they are responsible for the Hunger Games, and it is their fault that their children die in the games every year. This also gave the districts a chance to either get rid of their unwanted or to up their chances of winning the Hunger Games.

In the 50th Hunger Games, four tributes were chosen from each district instead of the usual two to remind the rebels that for each Capitol citizen killed, two rebels died. This put twice as many people in the arena and made it twice as brutal.

And the 75th? This action was made to destroy any bonds the districts had with each other and to make them feel weak. It was meant to be a reminder to the citizens of the districts that even the strongest among them cannot overcome the power of the Capitol. It is speculated that this twist was not planned but who's going to question the omnipotent Capitol?

So who, exactly, will live to tell the tale?

Remember; there can be one victor.

Name
Iris Holloway

Age
20

District
10 (Livestock)

Appearance

Personality
Iris is a tough cookie. Used to living rough, she believes that you have to work for everything decent and thus has cultivated a hatred towards the Capitol and their inhabitants, who merely enjoy parties every night and reap the benefits of the other districts' hard labour. She abhors laziness in any form and finds it impossible to relax - if ever she gets the rare opportunity to. As the youngest of five, she was often considered the baby of the family - forcing her more and more, to prove her worth as a worker and fighter - and when she won the Hunger Games at fourteen years old, her family couldn't believe it. She went from being the overlooked youngster to family hero overnight.
The arena, naturally, hardened her even more than her poor upbringing. She finds it hard to show emotion these days and her suspicion of the Capitol has turned her bitter and angry at the world. She rarely goes out and has isolated herself from many of her previous friends, in a bid to protect and preserve herself, as she has developed a form of paranoia. This is not completely irrational however; after killing six - including the male tribute from her own district - there are those that are not best pleased with her, even within her own town. She has a strong - if a little too harsh - sense of justice.

Bio
Coming from the poorest district in Panem, Iris is no stranger to an empty stomach. Her father oversaw after their small collection of cattle, whilst her mother brought up her, her older sister and three older brothers. Food was sparse but somehow, they all managed to survive. As the youngest of all her siblings, she grew up in the shadow of her elder brother and sister, and worked extra hard in perfecting her physical strength and stamina to make herself stand out. She developed speed and a killer aim. Quite literally.
She was selected as a tribute when she was just fourteen years old. Her family were devastated - certain she would be dead by the second day - but all those years of building her fitness had paid off. Before she went in, the male tribute, Uri (a dreamer and a musician, who couldn't throw a knife to save his life) begged her to kill him humanely in the initial bloodbath. She agreed and was thus then on seen as the ruthless one when she swiftly beheaded Uri at cornucopia within the first sixty seconds - a nickname that she was then able to maintain. It helped that the other tributes - thinking she was mad - tended to avoid her.
In her stint in the arena, she ended up killing four, including Uri, and though her district was happy, there was the obvious apprehension as she had murdered one of their own. She has never talked about it since. When she was reaped again, she showed no emotion. She just took her place quietly as one of the 75th annual hunger game tributes.
Name
Arturo Kabe

Age
22

District
5 (Power)

Appearance

Personality
Arturo isn't exactly famous for his extroverted personality and instead, prefers his own company. He lives very much in his head and for this reason, people often label him as a dreamer - though he has no illusions of just exactly how harsh life can be. He thinks things through thoroughly before putting them into motion, but his ideas are often ingenious and so ridiculously detailed that people would struggle to thwart them. He likes to listen, rather than talk. He has a strong hatred of 'careers', as he feels that they rely only on their strength - the exact opposite of himself. He believes that intelligence is key.

Bio
Arturo's father is a major engineer and designed the majority of District 5's infrastructure and power houses. His mother died during childbirth and it has been him, and his father, ever since. They aren't exactly poor but nor are they rich, living on the outskirts of District 5 and each as reclusive as the other. Arturo, himself, showed a great interest in science and his father's work, excelling academically but maintaining average fitness - not exactly unfit but not top of the class.
He was reaped when eighteen years old. Though naturally the Hunger Games are always distressing, nobody was particularly close to their small family so it wasn't deemed a district tragedy. He was the tribute that they always missed or forgot about, as despite his age, he wasn't very large, instead appearing leaner - earning a mediocre score - and wasn't really considered a threat. However, inside the arena, his engineering proficiency showed in the whole manner of elaborate traps he carefully constructed from whatever was available and laid across the entire arena. He never directly killed a single person - though his traps led indirectly to the tributes' death, such as the one that couldn't escape the bushfire, stuck in one of Arturo's tight nets. Arturo won the respect and admiration of his district and returned a hero.
When he was reaped again, his father broke down in tears - having struggled to survive watching his son nearly die the first time round - and Arturo, himself, was seen crying for his only parent's sake.

SILVER VIPOINTE

DISTRICT TWO - MASONRY

21

... winner of the 69th Hunger Games ...

Silver is a Hunger Games Victor from District 2, having won the 69th Hunger Games at the age of 15. Her name was announced at the reaping for the Quarter Quell, and she had asked all other female victors not to volunteer for her if she was chosen.

Her mother works within the ‘Nut’ as a commander among the militant ranks, a severe and cruel woman she pushed Silver to be as barbaric and brutal as she could be. And her father trained Peacekeepers, and he was perhaps more cruel. They are proud to be in the Capitol’s pockets and believe it is a greatest honour to have a Victor as a daughter. Silver had a younger brother named Cobalt, and she adored him. He was reaped the following year and was slaughtered in the arena in a most haunting way, and each year Silver is forced to relive the graphic killing of her 13 year old brother. And it has started a serious unrest inside. And it is for that reason Silver yearns for the downfall of the Capitol. As for her parents, they are ashamed of young Cobalt and have since denied that he ever existed. For Silver, there is no one in two that she holds dear anymore.

Silver won her Hunger Games by her talent with blades and her incredible speed and agility. She was part of the career pack and claimed eight kills in the arena, including the other three of the Career pack. She was admired for her svelte movements, and was labelled as a ‘dancer’ for the way she seemed to move when killing. From then on, Silver has never been the same. She matured very quickly, had to grow up quickly. She was originally proud to be a Victor, until her young brother was reaped and no one volunteered, then when he was killed, her allegiance changed.

For mentoring your brother for a fight to the death is enough to change anybody.

. . .

KAYGO OTTER

DISTRICT 6 - TRANSPORTATION

19

... winner of the 71st Hunger Games

Kaygo is a Victor from District 6, having won the games the day before his 15th birthday. He volunteered at the reaping, to save his morphling addicted Uncle when his name was called.

Kaygo is the third of four boys, but has always been independent of the others. From a young age, he and his eldest brother would train illegally, and learn to fight should they ever be reaped. He was raised to work in the baggage handling, and from this he gained some real strength. He has incredible upper body strength and it was this that led him to win his games. His mother is very sickly, having inhaled so many fumes over the years she has taken to her bed. Kaygo and his brothers work hard to provide everything, as his father is, like a lot of the District 6 inhabbitants, a Morphling addict. His uncle was the winner of the 58th Hunger Games, and ever since has battled with the addiction, trying to forget what had occurred in the arena. His father took to the painkiller when Kaygo was reaped and entered the Games. Kaygo has a very unstable relationship with his father because of this.

Kaygo was at a disadvantage in the games as he had no experience with weapons. But his strength worked to his advantage, and he killed two tributes by crushing them with large boulders. Another he killed in a fist fight, before the Game makers decided to turn the arena into an inferno. They made a volcano errupt, and Kaygo was able to climb to a tree and hang there for a long time, whilst the remaining Tributes died in the attack. When the wave of lava passed, Kaygo jumped to floor and listened to the cannon's. But his final image of the arena was of one Tribute running and screaming, her skin aflame and melting before dying at his feet.
