Well, its not an Empire really, unless we are using that definition that makes every country in the world an empire...
And really, the majority of those people comes from either Africa or India. The majority of African territories have benefited greatly from the Commonwealth and India pretty much dominates the entire commonwealth (having over billion voters in your own country sort of helps lol)
I think the trouble would naturally come from the smaller, less populated regions (IE:Iceland, islands), in which case there are two types. Type one which generally have the ideals of democracy ingrained into them and I can try to divide them into several parties and make them stumble around blindly inside their devolved political system. Type two are those more likely to be militant IE Sri Lanka... In which case I can try to play them off against each other as these regions often already have significant political, social or cultural divides that could be exploited to make rebel fight rebel
