I am thinking of doing a nation RP in the Warhammer 40,000 universe.

The basic setup to allow this to happen is that the largest tyranid hive fleet to ever be encountered has at last reached the fringes of the Imperium and is beginning to carve a swathe through known space with nothing capable of even slowing it down. Everything is thrown into prayers to the Emperor sacrifices growing a hundred fold in his name. In an act of desperation a radical Inquisitorial group launches an attack and assassinate the Emperor to free his spirit at last. With a psychic blast so powerful that killed millions just from sensing it the tyranid hive fleet was annihilated and in that moment the hivemind was broken as well leaving the tendrils and offshoots now to fend for themselves.

This did not come without cost though,across the Imperium warp storms erupted with the largest about the Sol system cutting it off from the rest of the Imperium and potentially killing everyone in the system. Psykers across known space also reacted violently to sudden visions which wracked their minds.of titanic forces within the Immaterium clashing with their greatest heroes about them. The Emperor has entered the warp now and does battle with the gods of chaos, tying up their attentions and forcing them to draw their greatest champions to them just as the Emperor has.

This now leaves the Imperium vulnerable for without Terra and it's centralizing authority, with the Artonomicon, without the God Emperor of Mankind or the Chaos Gods. What force is there to unify humanity and stop every petty lord from taking what he can?

Pretty much anyone.

There will not really be an serious or had mechanics to it. You will start with a few planets at most and a small fleet, think like a marine chapter size fleet at most under normal circumstances though this will not be the same for everyone. It will be mostly based around be reasonable than any hard mechanics.

Like say Necrons still under C'tan influence or the Tyranids?
Also the Orks don't have much on their agenda rather than "beet up em' humies fun".

Yes, tyranids are broken from the hivemind so each synapse creature is now pretty much autonomous, think of the tyranid synapse system akin to the ork waaagh. The number of synapse creatures or at least creatures able to survive autonomously will also greatly increase since the hivemind is no longer able to just replace gaunts and the like as easily.

Necrons are fine, necrons under the control of a C'tan as well though the C'tan would be at the barest fraction of it's power of course.

Orks are completely fine as well, they have their own government system after all, the biggest and the greenest is in charge,

yep, chaos powers have been weakened a bit and most of the gods and most powerful daemons are tied up with the Emperor so real aid will be intermittent on that end but you can still expect some aid with the right resources devoted to it.

So that is 1 chaos and 1 Sister of Battle convent so far.

What strain of chaos you planning to go with Caliban? I am planning to base the RP in Ultima Segmentum but given that the warp storms are likely to have thrown planets around you could pull a chunk of a legion from the Eye of Terror and displace it in Ultima Segmentum for the story.

Oh, for those who may wonder this RP is not about e-peening or trying to win at RPing. I know some nation RPers like to "win" this RP will not include that so be aware of that.

Still only a few thousand men there. I am thinking people will have like 3-5 planets. 1 main one like a hive world or civilized world plus like 2-3 feral or agri worlds. naturally you can have less if you want but people will potentially have billions of soldiers. The main limiter here is fleet resources to move those men.

Ships will naturally be rather rare so people who want to be warmongers can be but every time you ship out you risk your only offensive capability and with like 1-3 battleship level vessels for human based factions that will greatly limit your ability to move those billions. This means astartes based factions will have significantly higher offensive capability but more normal human based ones will have much more longevity as well as much higher defensive capability.

Depends on your planets, chaos can be entirely cultists and traitor guard. This is not tabletop it is entirely fluff based. Traitor guard can choose to have no cultists or other traitors or choose to have them in droves.

The ability to produce new ships will be difficult for everyone. The RP will likely start with a forge world able to produce battleships under attack by a waaagh and sending out an open distress signal/
