Ok, first things first: Ambiguity in a CS is not a license to powergame. Sometimes the reviewers miss something that will need to be clarified if it comes up later on in a PG manner. After all, (and contrary to popular opinion ;) ) I'm not god.
When I read the net power originally I had assumed that it operated on the basis of interrupting the neurological signals from the target's brain, and was too preoccupied with the more blatantly PG aspects of the character's abilities to give it the attention it deserved. Now that it's come up again, I can say that the way you describe it working (interrupting and stockpiling the body's electrical impulses then releasing them all at once) is fine, but just flat out saying that it paralyses anything and everything just because is definitely OP. When I read abilities like that, I assume that their damage is based on use against a human (unless otherwise specified), and so their use on other beings will have varying effects. That's a given with just about any ability.
