EDIT: Let us know what the stat revisions are when you guys are done with it. I'd like to know what effects some of the stats have in this new version. In Outcast's, some of the stats were rather useless.

26 pounds is one hell of an expensive lunch. Pepper, I'll let you all know what changes occur. I'm especially mulling over how I can better integrate prestige.

Also, the first three ICs get +2 to their most important order. The ICs have to be good, though.

I can't wait until someone posts, it shall be fun! I think that Prestige should be based on the country's orders (if the country does something good from the people, then it increase If the country does something bad, then it will decrease and so on).

Edit: Also, why is Sweden-Norway's education rate high?

Prestige could affect the influence your nation has over NPCs.

Or maybe it could be the measure that determines tiers. If you increase your Prestige, you can eventually go up a tier. If it decreases, you may go down a tier.

Those would be my suggestions.

EDIT: But you may have to rework the tier numbers if you go with my second suggestion. 'Cause Austria, for example, has more prestige than Prussia but is still a lower tier.

EDIT2: Actually, Prussia has a handful of points more than Austria. But still, the difference is insignificant so you'd still have to rework the numbers.

Nex, the CoA you used is outdated in reference to 1861, as it includes the Hanoverian CoA when the personal union with Hanover ended with Victoria's accession; although that particular style of displaying it -- quartered, rather than centred, was phased out at around the turn of the century. The correct CoA would be:
