It is 2021 in Toronto, Ontario, Canada and if you thought things were bad a few years ago you'd better get the hell out while you still can.
A number of years ago a bomb went off in Toronto and there was an estimated 4,000 deaths. During the election a party, who previously had been accused of being fascist, gained majority in the Canadian parliament and got their party leader elected Prime Minister by abusing the public's fear and promising to make everyone safe. When they took over, in an attempt to prove they were capable of keeping their promise, they placed surveillance cameras on every street corner in Toronto, replaced the police forces of Canada with the new Federal Enforcement Agency (FEA), enacted a public curfew and gave the FEA the power to perform previously unlawful searches and seizures of personal property without a warrant from a judge among other previously unlawful powers.
The resistance began with protests, which were quickly squashed when the FEA openly beat protesters and used lethal firearms on "dangerous anarchist elements". When the party's opposition attempted to point out these blatant abuses of power the party used the public's fear against their enemies, stating that the CSIS had brought forth information that the party's tactics were working and that, at the first sign of weakness, another, larger bomb would be placed in Toronto again. The public again voted on the side of fascism, citing concern for their children's safety among other things. The FEA and their handlers in the government had been given a free pass to do whatever they wanted to the Canadian people.
The reign of the FEA had become the new normal for Canada.
In the coming years a group of people calling themselves "the Free" have taken to the streets. This group of people have been destroying or otherwise damaging security cameras, spraying anti-fascist graffiti on public buildings and assaulting FEA officers and destroying their property. The Free don black bandannas with the statement "I AM FREE" painted on them by night and often carry backpacks full of technically illegal items such as spray paint, bolt cutters, crowbars and other items that could be used to destroy or deface cameras and other government property. As it stands the Free have no central authority or leadership, they are simply a group of anarchists protesting the fascist takeover of Canada through violence. This is quickly changing as a number of members of the Free have begun trying to be more constructive with their protesting by spraying messages to the public and performing acts that will hinder the FEA in any way they can think of.

The Free are a group of black bandanna wearing anarchists who, up until this point, had no central authority or leader. The movement was started because a 15 year old boy named Paul Henderson, the Free call him Freedom, was shot during an anti-fascist protest in the early days of the FEA rule to set an example to other black bloc members that destruction of property or chaos in general would be met with lethal force. The black bandanna with the words "I AM FREE" painted on it that Freedom wore became the uniform of the Free as they took to the streets in outrage at the fact that the FEA could shoot a fifteen year old boy just because he was wearing a bandanna and not be held accountable. As the years passed the Free's numbers dwindled to near nothing as more and more of them were arrested or killed and they became a disjointed group of anarchists that were branded as terrorists by the government. Recently someone who took up the name Freedom started a DarkNet website dedicated to the Free. The site is their main meeting place thanks to an embedded IRC channel that they can use to chat and coordinate their efforts. The new Freedom is frequently on the site, giving suggestions rather than orders about what needs to be done next and frequently supplies inside information on the FEA's plans and movements. Some members of the Free think he is an FEA informant working to get them all caught but most members consider him their leader and listen to his suggestions, which usually go off without a hitch. Nobody really knows how he does it, but he has been able to keep the FEA and other potential informants off the site and made it the most secure place for members of the Free to speak to each other and organize.
The FEA are a group of fascist police officers that report directly to the prime minister of Canada and have been compared to the Russian secret police under Stalin or the German Gestapo in Nazi Germany. The FEA stationed in Toronto are led by the sadistic Captain Edward Shrote, a master of deception who has, on multiple occasions, managed to cover up shootings performed by the FEA as gang activity which, as was his plan, increased the public's support of the FEA. They are aggressive and abusive and have, on a few occasions, beaten members of the Free to death simply for carrying an I AM FREE bandanna and passing it off as resisting arrest or assaulting an officer. They typically wear a police uniform with the initials FEA stitched onto them instead of the word police. They are not required to wear name tags or display badge numbers and have been known to walk the streets in plainclothes and harass the public, arresting anyone who doesn't treat them with "due respect". When suppressing protests or raiding suspected Free hideouts they wear riot gear and brandish lethal firearms, most commonly sub-machine guns or shotguns, and solid metal batons that could easily kill a person. Every death caused by an FEA officer has been attributed to assaulting a police officer with a deadly weapon or violently resisting arrest and the FEA claims that their officers are "merely defending themselves from extremists who would like nothing more than to see anarchy unleashed in the streets and good people die for nothing more than a few laughs."*
*Quote by Police Chief Edward Shrote after 19 people were shot to death when the FEA invaded an apartment complex that they said the Free were using as a hideout. The Free had never even set foot inside that building, the raid happened because an officer noticed the words "WE ARE FREE" tagged on a wall on the opposite side of the street from the apartment complex his ex lived in.
PlotThe plot of this RP is simple, we play as members of the Free and try to win over the public and start a revolution. There will be internal conflicts within the Free's growing organization between groups that think they should fight the FEA with the same level of brutality that is being handed to them and groups that think doing so will make the public afraid of them and only increase public support of the FEA. The FEA, however, have no such struggles, they kill the Free wherever they find them, claiming that they are terrorists, and have no second thoughts about doing so.

History: Freedom is the founder of WeAreFree, a DarkNet site for Canadians struggling against the FEA. He somehow manages to keep the FEA off the site and other informants at bay, nobody is sure how. Nobody knows who he is or what he looks like but he frequently logs in on the IRC channel embedded in the site to suggest potential courses of action for the Free to take. He always seems to have inside information on the FEA because he claims to be a professional hacker but many think he works for the FEA and that's where he gets his information. Some think he is an FEA informant and that is why no FEA agents or informants have infiltrated the site.

History: Gale's father moved to Canada from Pakistan and met her mother, an Asian waitress, In Toronto and they got married and had a wonderful daughter, she was born and raised in Toronto. She got involved in the Free after her father was arrested and detained for 19 days because he was "a suspicious person" when an FEA officer pulled him over. Ever since then she has made it her mission to "fuck up the establishment" (her words, not mine).

Appearance: Danny is 6 feet tall and weighs about 190 pounds, He has brown hair, blue eyes and a scar on his chin.
Personality: Danny is happy-go-lucky and is rarely angry, he is one of the people that thinks the Free should take a stance of non-violence against the FEA and stick to vandalism.
History: Danny grew up in Vancouver, BC but his family moved to Toronto when his father got a job teaching at the university when Danny was still in high school. He has since moved out of his parents' place and has lived on his own there for a few years now. Danny, upon seeing the sort of things the FEA got away with in Toronto, joined up with the Free when a friend of his showed him the site. He chose the name Upper because he likes to think he has a positive effect on the mood of the people around him, sort of like an upper.
