**Palace of King Kanaj at Karse, capital of Vraikan.**
For King Kanaj, his throne room and treasury were one and the same. All around him were piles of glittering valuables brought to him by his subordinates. Some mounds nearly touched the roof of the chamber. Theft from his hoard was most common, but he did not mind. He knew that there would never be any one being that could run away with all of it, and that the bounty brought by the next raids would certainly replace, perhaps even exceed, any losses.
Though his days as a Vraikanese pirate lord were over, his passion for the trade and all its perks had hardly dimished. Kanaj had simply handed off letters of marque to all of his fleet once he ascended to the throne, then imposed a tax on the proceeds. He was a genuinely respected leader, with all his work to forge the fragmented Vraikin clans into the mighty Vraikan nation, so this seemed like a small price to pay for all he had done for his people.
But for now, even nation builders needed their rest. King Kanaj reclined against his throne in a casual manner. It was somewhat out of proportion to the man, as it was one of the spoils taken from their defeat of a race of giants that inhabited some distant land or another. It was of an unusual make. Every inch of it was cushioned, maximizing comfort over being ornate. Sat on one of the broad arms of his seat was Queen Eisil... and on the other, Queen Lapis. The concept of monarchy was yet another foreign idea recently adapted to the Vraikanese way of life, and they had yet to pull it off in a way that was more than a superficial, almost parodic, emulation.
The energetic, mirthful carousing of the King and his two Queens dulled down as the door at the far end of the hall creeked open. From the seam emerged a familiar face, the one that belonged to Elmin Zadarski. Kanaj's grin broadened at the sight of his vizier. "Friend! Come in! Come in!" He called out, motioning for him to enter. "You haven't got stacks and stacks of men carrying sacks and sacks of dosh, so I figure you've important reasons to be here. Unless if you've devised a way to turn treasure invisible and lighter than air!"
Elmin laughed and forced the door open all the way, then headed on in. "Alright, alright. Just... wanted to make sure I wasn't interrupting, er, anything. Can't be too sure of what happens in here." He explained. He cleared his throat, then continued. "Anyway. No, I've just got here the maps and charts for this month's raids." He grabbed the tube that was suspended from a harness wrapped diagonally around his torso and gave it a slight jiggle for emphasis. He glanced around uncertainly, "Kanaj, I do keep telling you to invest in a table." He murmured.
Elmin waved a hand dismissively and then hurried over to the side of the room. "Got it." He assured the King. He dragged over a large flat topped treasure chest and pulled it in front of the King and the Queens. He unscrewed the lid of the tube and rifled around inside until he produced several large sheets wrapped into scrolls. After some fumbling he had the documents unfurled before them, using the chest as an impromtu desk.
Kanaj, Lapis and Eisil leaned forward to scrutinize the maps and diagrams, their eyes darting left and right as they absorbed the information.
"Man, I sure hope you're not the one who plotted some of these courses." Queen Lapis suddenly spoke.
"I beg your pardon?" Elmin offered meakly, a forced, though obviously nervous grin spreading.
Queen Lapis dusted off her peacoat and prodded at the map with a finger tip. "Well, for starters, either you've just developed an engine with far better mileage than anything we've ever seen, or you're overconfident in the coal capacity of our present vessels. That route is much too far." She tapped again for emphasis. "Suicidal."
Elmin's ears folded and his head lowered, his feet shuffling with embarrassment. "W-well, I, that would be the admiralty's error. I merely deliver these maps, of course."
Queen Lapis gave a drawn out sigh. "Ah, yes. The admiralty. Of course. I sometimes wonder if I made a terrible mistake when I resigned from it. Who knows who they've got calling all the shots these days? Fortunately those shots are peer reviewed."
King Kanaj laughed and wrapped an arm around her. "Aw, come on now! Don't be too harsh on the men! I'm the one who has gone and imposed all this 'structure' and 'order' on them, after all. For the longest time, it just wasn't in the nature of us Vraikin, more a fan of improvisation. It cannot be helped."
Elmin scribbled out the farthest stem of the line denoting the patrol route, then presented it anew. "Well, how about this one?"
Queen Lapis smiled and nodded. "Now that's not half bad, if still a little risky. Our scouts indicate that lots of shipping goes by that neck of the woods. I'd authorize it."
"I'd have to agree." King Kanaj concurred. "In fact, that was one of my favorite prowling spots back in the day, as coincidence would have it." He reminisced.
Queen Eisil held a hand over her nose and giggled loudly, more than a bit inebriated. "Oh, I'm sorry. I haven't much input to give on this matter. Perhaps if it were instead a land campaign we were planning. The sea is not much my domain." Her general's uniform was in parts unbuttoned and overall currently quite unkempt, but there was no mistaking her station.
Kanaj threw an arm around Eisil as well and drew his two Queens close to him. "Aren't I lucky to have girls like this, Elmin?" He sighed with pleasure. "Brains for days, the both of them!" Kanaj grinned.
Elmin gave a brief nod. He still seemed wracked with embarrassment and fidgeted about nervously. "So, are the courses approved, I take it? I-I have other business I'd love to return to, f-friends." He stammered.
King Kanaj gave a booming laugh and raised his mug to him, spilling some of its contents. "Of course!" He jovially exclaimed. He exhaled then reclined back against the satin cushioning of his throne. "You are dismissed. Feel free to take a handful of my treasure on the way out. Any size, anything. You've been a good sport, weathering my wife here."
**Karse Harbour, later that day.**
Elmin's documents went to the admiralty's printing presses, were duplicated, and then distributed to the captains and commanders of the Vraikanese Navy. Ships of wildly discrepant shapes and sizes were scattered out along the bay. Many weren't even Vraikanese design, and were captured vessels pressed into service.
Flag joined flag on the strings drawn from mast to mast as signals were exchanged and orders conveyed. Smoke was raised and the vessels began to pull forward. It was time for another one of Vraikan's infamous raids.
