Currently, the spots are unorganized, but as for the master spot, no, that has nothing to do with playing a Magical Girl, since Magical Girl Servants, as the phrase implied, are Servants. They are not Masters nor could they become one. The details behind this is explained in the official codex once it is up, but just know that it involves Kyubey turning Magical Girls into Servants, though not necessarily Heroic Spirits. Therefore, out of the six Servant spots, two of them must be Magical Girls.

Yes. You have the option to create a Master from an original family/bloodline of your own, or from the three Big Families (four if you include Emiya).

I thought the Ruler only gets unused command spells from the previous wars? In which case, I'm pretty sure either Kirei or Kyubey would do something to ensure there won't be any unused spells given to someone else besides them.

I'm not going to designate anyone. Six Servant roles, two of them are Magical Girl Servant roles, regardless of Class. Simple.

Sigh. I'll see when the actual thread is up. As of now, your character is on a wait-and-see period, especially considering that he's almost as powerful as Gilgamesh. Then again, I could always use the Big Gilg to counter your Ruler's powers if he tries to stop Kyubey...
