Japan - Tokyo; 8PM
The rain beat down on the pavements, a harsh and unrelenting shower. The night sky had few stars, most of which were dimmed by the downpour. In the government building, there was the regular buzz and bustle. Each unit was required to stay in their offices in case of emergency, as a latent criminal could be detected at any possible time, and they had to be ready and on task. Each office was equipped with a sliding door, which could be opened from the inside or outside only by Inspectors, should they need to leave the Enforcers alone. The cafeteria was half-full, with Enforcers who were off-duty lazing about, sharing a table and chatting amongst themselves. Inspectors usually kept their distance from the Enforcers unless at work or in public, as their Crime Coefficient and Psycho Pass could be transmitted if the Inspector had a weak mental will. The Enforcers refused to mingle with most Inspectors anyway; they disliked the way they were treated, as though they were hunting dogs and nothing more.
Mi sat at a desk full of Enforcers in the cafeteria, laughing and sharing jokes with them as they ate. Most Inspectors looked down on her as well, as she chose to mingle and befriend all Enforcers if they allowed her to. A few months after she was transferred to M.W.P.S.B from Human Resources, most of the Enforcers saw her as a close friend and someone that was different from most of society. She didn't condemn them; didn't want to. She had a leg propped up on her chair, sitting in a rather unladylike way. However, she had formal pants on, and she didn't really care with social etiquette, especially since she was now off-duty. She could relax. _________________________________ Jun sat at his desk, both feet on the table in front of him. His headphones were dragged over his ears as he balanced the keyboard on his lap, typing up a report that was supposed to be submitted an hour ago. However, as the head of M.W.P.S.B was probably swamped with work, she didn't come to hound him for his report. He took it as a lucky chance and proceeded to complete it. He reached for another pack of sweets under his desk, opening it and resuming his work as he chewed on the sweet.

Kai was already finished eating since he was always a lot faster than anyone in the whole M.W.P.S.B. No one matched his appetite and his speed in eating, and he took great pride in that. He sat down with some Enforcers as they continued to talk to him, telling him that their Inspectors were really getting under their skins. He liked this job. He was like a guidance counselor... which he was since he was one of the few Inspectors here that actually came from the rehabilitation center. He often told them that the other Inspectors were all just about work and no fun. Some of the other Enforcers even went as far as asking to be in his team but of course, he refused as he held no power to do that. Besides, his team was already full. Once he was done talking with the Enforcers as the latter talked amongst themselves, he left the table and put the tray back into its proper place. He put his hands in the pockets of his trench coat and looked around the cafeteria. He was happy that he wasn't the only Inspector who decided to mingle with the Enforcers as he saw Miichi in a table full of Enforcers. He looked to the Inspectors whispering to each other, probably about Miichi. He wanted to tell them to try and mingle with the Enforcers too but he already tried that... and miserably failed. He was actually looking for the members of his squad. He wondered if they were here and not locked up in their own rooms like they did before. Kai had to convince them to get out. He also remembered the time when he entered the office of his squad only to find Amaya cutting herself again, Jun not caring, Alexander enjoying the blood dropping, and finally Ada just sitting there.

Amaya sat in the cafeteria, a cup of hot cocoa in front of her. She fiddled with the marshmallows in her cup as she swung her legs slightly. She took a sip of her drink, looking at her arms. They were covered in scars. Mostly self inflicted, but it kept her from harming others. Next to Amaya, Ada was writing in a notebook. She took notes, and generally just wrote about each day in the book. However it always took effort to read it. She wrote the book in the German. Ada ignored the world around her as she wrote. She was writing a recount of a dream she had in order not to forget it.

Jacque sat in the cafeteria a fair distance away from the Enforcers as well as most of the Inspectors. The table he sat at was pretty barren, with the only things within Jacque's personal space being the cane he had propped up against his leg, a half eaten trail mix bar that lie more or less forgotten, and his work laptop, which he typed away at with near supernatural speed. Jacque paused for a moment to look at his comrades, however his fingers never stopped moving as he filled out yet another request for re-evaluation of the crime coefficient of an Enforcer that had been transferred out of his command. His gaze lingered momentarily over the Enforcers as they ate and socialized, then returned to the laptop as he finished typing and pressed send. He did not care about them or their habits in the slightest, only in their ability to follow orders without deviation or insubordination. "I swear with each transfer if feels more and more like we're scraping the bottom of the barrel to get these dogs." He muttered with a hint of annoyance as he exited the page and brought up another one, this one showing a map shaded in different hues and a chart depicting the rises or decreases in crime coefficients for each area. Jacque hated sitting around doing nothing, it was like stagnating, and stagnation was the enemy of progress. A few years ago progress got Jacque paid, and to this day he still kept that mentality. Jacque propped his elbow up on the table, and his chin onto his hand as he tried to discern which area would likely see a rise in crime coefficients in the near future, if only so he could ask to cover that section when the rise occurred.

Alexander was sitting at table with some other enforcers that weren't talking as much. He didn't want to sit at the tables where the enforcers were talking so much. He rather listen to them scream than talking happily which too boring for him. For lunch he would always get so he can cut it up with a knife but he can only imagine it was another person's body. The other let down is that they don't serve anything that still has blood in it which is lame. He always wanted to torture somebody to death, it would be an excellent experience. He didn't really bother trying to look for his squad since they're all boring. If only they could scream in pain or something interesting like that. But he can't since he's not allowed to which is total BS, at least his favorite program on TV comes on tonight. The only bad thing about the show is that they don't show real blood, huge let down, but at least he can enjoy the sound effects. He was trying to remember the blood that was dripping from Amaya which he remembers clearly, that was his first time seeing blood in a long while since he was captured.

The office was really cold. Jun continued to type away at the keyboard, finishing his first pack of sweets quickly and opening another bag of potato chips. He ate quickly, a hand on his keyboard, his other hand buried deep in the bag. He didn't seem very hungry, simply needed a distraction for himself or he'd fidget a little too much. He yawned and as he finished the report, he finished the bag of potato chips as well; standing up, he tossed the empty bags away, humming softly to himself. Now he could finally relax and enjoy some music. Propping his feet up on his desk and leaning back in his seat, he turned up the volume of his music, his arms crossed behind his head as his eyes drifted close, and not long later, he started to drift to sleep. _______________ Mi perked up in interest as she saw Jacque, alone at a table by himself. Standing up, she skittered over to his table, despite the protests made by her friends. She sat down in front of him, her badge, contained in a plastic case which hung from a lanyard around her neck, clattered against the table noisily by accident. She winced a little, not meaning to be a nuisance. "Hi," She squeaked awkwardly, the consequences of her actions slowly becoming clear to her. She hadn't had any ill intentions, beside not wanting another Inspector to feel alone. Her thin, worn hands clutched the white mug, the hot chocolate within - she never could stand coffee - sloshing about a little. She bit her lower lip. "Why are you still here? You're off duty, right?" [@MonsieurShade]

Kai managed to spot all of his members inside the cafeteria... except one. "Jun..." He muttered. He guessed that guy was doing something again considering that he was bored easily. If he was bored, he would've been with the others but it seems that he has more important business to do. This concerned him as Kai did not remember ever giving the guy and assignment. Maybe Miichi told him to do a report or something since Kai rarely gives his Enforcers assignments to do. Once he was done surveying the cafeteria he walked over to Ada and Amaya as they seemed to be the most approachable since Alexander was in a table full of silent Enforcers and Miichi was with Jacque. Jacque, one of the strictest Inspectors he has ever met. If Kai was an Enforcer, he does not want to be under the older Inspector. Kai even doubted he knew the meaning of fun and excitement. He managed to pry his eyes away from the Inspector and then put one hand out of his pockets and began to pet Amaya before retreating it to his pocket, hopefully that got her attention. "So, how are you two doing? Faring well I hope." He said with a smile. Most found it weird that he often talked with his squad and asked them if they were doing fine. As much as he would feel lonely once they would leave, he still wanted them to get lower Crime Coefficients so they could escape the life of being an Enforcer.

Jacque's gaze shot up from his laptop at the sudden noisy clatter across from him, a small grimace worming its way onto his face with the distraction. Upon the realization that it was a fellow inspector, one Tachibana Miichi, the grimace lightened be an incredibly small margin. The inspector stared at his peer quietly for a few seconds, completely heedless of how awkward said silence must have been as he tried to discern why Mi would approach him. Not coming up with any immediate answers, Jacque gently pushed his laptop around so Mi could see what he was doing. "Being off duty leaves me with very little to do with my time. I don't like wasting time, so I figured that I would see which of the regions that are under our jurisdiction are due for an increase in higher crime coefficient numbers.". Jacque paused momentarily to adjust his glasses, as they had slid down slightly when he looked up at Mi, the shades reflected the light and made it all but impossible to tell what he was actually looking at sometimes, "I'm hoping to have the section with the highest probability in increased coefficients assigned to myself and whatever team I end up commanding this time.". During the entire time that he spoke, Jacque's voice never changed in pitch, tone, or volume, remaining completely flat and hollow, almost like the voice one might expect from an answering machine.

Her lips parted in surprise, her eyes widening a little. "Wow!" She crowed in amazement, her head tilted a little. She lifted the mug to her lips and sipped a little, before getting an idea. "If you don't have anything to do, then why not go drinking with me? I haven't had any alcohol in the past few weeks, and it's Friday, anyway!" She smiled brightly, before remembering the latter part of Jacque's sentence. "O-Oh- unless you want to continue with your work! Then I'll leave you alone!" Her hand scratched the back of her head, awkward laughter bubbling in her throat. Her foot tapped the floor. [@MonsieurShade]

Jacque's left brow raised ever so slightly at Miichi's invitation. It had been a long time since any one extended an offer to him to join in on festivities. So long in fact, that Jacque could only remember two times; the first being he'd first arrived, and the second being during a christmas party hosted by another inspector. Jacque's immediate rejection of both invitations paired with his icy demeanor had prevented anyone from trying again until now. He prepared to reject Miichi's offer just as he'd done everyone else's, however a thought occurred to him; he had no reports to turn in, nothing to do nor anyone waiting at home for him, and the data he was compiling would require at least six hours to get just a rough estimate of crime coefficient rates. That aside, it would probably prove beneficial to actually socialize with another inspector, if only to ensure some semblance of familiarity should he be assigned a case that required multiple inspectors to collaborate. Jacque pursed his lips momentarily, then slowly nodded, "Fine, I suppose there's no harm in going out for a drink." he stated flatly before closing his laptop.

Her entire being lighted up with enthusiasm, her eyes shining in happiness. "Great! I'll go put back the mug in the office and change out of my work clothes, so wait for me at the lobby!" With that, she stood up and dashed off, not before waving to the group of Enforcers who stared after her, slack-jawed. She returned to the office to see Jun sleeping, and rolled her eyes, before tapping his shoulders to tell him to sleep in his own room. She unlocked the door for him before locking it again, rolling down the shutters on the door before changing. She rarely wore anything flashy or stylish, preferring to keep to greys and blacks and staple clothes. She slipped on grey slacks and left on her button-down shirt, before hurriedly shutting off the lights and grabbing her bag before she left, heading towards the lobby. She was about to approach Jacque once more before an alarm, signaling that a rise in Area Stress Level had been detected and that all Inspectors in the building were required to report back to their respective offices. Kai awaited for the answer but then saw that Miichi talked with Jacque and saw that she suddenly became excited. That was a rare sight. Did Miichi truly achieve what she wanted upon talking with Jacque? Knowing her, she would've invited him to some sort of gathering and seeing her expression, she must have succeeded on making him agree. Kai wondered how she did it but let it go with a sigh. Suddenly the alarm went off and he immediately knew what it meant. He quickly left his position and headed back to his office and then patiently waited for their debriefing. He also waited for Miichi if ever she would go to his office for the debriefing as well. He wondered where the Area was as he sat in his chair and spun his Dominator on his hand. "Well, well, when I just thought that this day would be quiet." He muttered to himself with a shake of his head and sigh.

She looked up at Jacque, wincing a little. "I guess that drink might have to wait," She said, before cursing under her breath and dashing back to her office to change once more. Thank god she decided to leave her white button-down shirt on; she just needed to throw on her jacket meant for work- one look out the window told her it was still raining rather heavily- and headed immediately for the debriefing. She burst in late, breathing heavily, before bowing once in apology. "I'm sorry I'm late!" She immediately took a seat next to Kai, since it was the first empty one her eyes landed up on. She took a deep breath, looking sideways to Kai with a sheepish grin. "Sucks to be us, huh?" She whispered as the head of their department began to brief them on the area in which the Stress Level Warning was issued; Ikebukuro, in a shop where there was now a hostage situation. The people in the shop panicking lead to the rise in the area's collective Psycho Pass, which then alerted the street scanners.

Kai looked at Miichi as she came in late, sighing as she was in his squad as well. He then watched her as she took a seat next to him before smiling as well. "I agree." He whispered back before listening to the department head. "Ikebukuro?" He muttered under his breath. He knew the place well enough to know where to go and stuff. He also knew some people there and hopefully he could help them calm down. He looked back at Miichi. "So, what do you think? I vote that we go on the mission." Kai said. "Ikebukuro isn't that far and I think our Enforcers are getting bored." He added with a smile. "I need your opinion on this Tachibana."

After seeing Miichi's reaction to his agreement to join her, Jacque admittedly found himself having second guesses. The female inspector was lively and energetic, the complete opposite of himself. During his career in private contracting he'd spent most of his time dealing with people similar to himself, which tended to make interacting with more excitable types a bit exhausting to be around for long periods of time. The sound of the alarm elicited a near immediate reaction from Jacque, prompting him to gather his things and begin making his way for debriefing. "Good, more work." He thought quietly as he entered the debriefing room just as what was going on was being explained and chose to remain standing. The inspector's grip on his cane tightened, this was the sort of work he was looking for, still there was something that concerned him. "Pardon me Director, but how did the people that are currently taking hostages bypass our cymatic scanning systems? Shouldn't they have appeared with higher C.C.'s prior to this outburst?" Jacque asked lowly.

The Director arched his eyebrows, contemplating Jacque's question before tapping her lower lip. "Thank you for reminding me, Jacque; please go over with Miichi and Kai to investigate. It might be a serious problem if they somehow managed to escape the cymatic scans conducted regularly by the street scanners. A possible reason may be blind spots between the scanners, and if so, please help me mark out which areas need to be installed with more scanners so as to avoid such incidents from happening again. I appreciate your help." Miichi looked up at the Director's words, standing up to grab the file off the table which the Director stood in front of. Relieved sighs hissed out from the other Inspectors as they were all looking forward to enjoying their Friday night, not exactly wanting to go out on a mission at 9pm. She looked back to Kai, and nodded. "We should. I'll go get Jun after collecting our Dominators from the cart, so you go start up the van first, alright?" She smiled, standing up from her seat as the rest began to slowly file out. She picked up the file filled with the information that may or may not come in handy during the operation and flipped through it, turning to walk out. She didn't see what was ahead of her, though, and slammed into the doorframe while trying to walk out of the room. He looked at Jacque first because of his question and he was quite intrigues by it as well. He had a point in that. Could something be wrong? Suddenly, Miichi raised her arm to volunteer and then looked back at Jacque. It seemed that he wanted to go to this mission. He wouldn't mind him tagging along but I doubt the older Inspector would appreciate that. "Well, it seems it's a good thing that we volunteered." He said with a chuckle before nodding at Miichi. He stood up as well and walked with Miichi out until she slammed into the doorframe. He sighed as he held a hand towards her. "Be careful next time alright?" He said. "And try to look where you are going while reading. I don't think you're the type of person who can multitask the two things." He continued as he pulled her up.

Jacque nodded his head once to the director as he mentally filed away the order he received, "Understood.". He didn't complain about working along side Miichi and Kai, as not only would doing so possibly be more efficient, but it would be considered insubordination, something he hated with a passion. The investigator turned to leave, then shook his head as he witnessed Miichi's failed attempt at an exit. As Kai was currently helping Miichi to stand, Jacque grabbed the file and tucked it under his arm along with his laptop, "I can fetch our dominators. My office is the closest to the cart and I needed to drop off my laptop anyway. Miichi, feel free to continue finding Jun. Kai, acquire the van. Both of you meet me outside in five minutes.". Jacque did not wait for a response and instead slipped out of the briefing room. He continued down the hall at a brisk pace, barely giving anyone in his path time to move as he made his way towards his destination.

Kai looked at Jacque and nodded. "Yes sir." He then turned back to Miichi. "Hurry up alright." He then turned back to the exit and then continued down the hall quickly. He headed towards his office and took the keys that were hanging beside the door. He then searched for his Dominator which he never left in the carts. He opened his desk and then put the Dominator in its holster hidden in his coat. He then took his fedora on top of the desk, he locked the drawer and then headed outside and locked the door. Once he was outside, he saw the hard raindrops pelt the ground like bullets. He raised the collar of his coat and then ran for the van, quickly unlocking and entering it. He was pretty wet by then as he took his hat off and then started the engine. He drove towards the entrance and waited for the two Inspectors and Jun, their only Enforcer that would be brought in this mission. While waiting, he took a towel in the glove compartment and then started to dry himself up even a little.

Jacque was practically a blur as he entered his office to drop off his laptop and grab his badge. It was at times like this that some might have found it hard to believe that he sported a knee injury, however to Jacque it was plain as day. He was slower, and he could hear the soft pop in his knee every few steps, not to mention that anytime he rested for an extended period the pain would hit him in full force. Despite his distain for being unproductive, it was actually an aversion to the pain that came with rest that was one of the main driving forces for Jacque, though he'd never willingly admit it so long as his prescription pain pills continued work as they should. The investigator exited the office with his badge tucked snugly away in his pocket and made his way to the cart. Once there, he and the arms master exchanged a curt nod before Jacque snagged three in-ear communicators, the weapons registered to Miichi and himself, and well as two holsters. He was a bit concerned at first at the absence of Kai's weapon, however he surmised that his fellow investigator likely kept it on his person along with his holster. His tasks now complete, Jacque tucked the file into his jacket, then exited the building and made his way towards the lot that the vans were held.
