I'll give it a quick go, might be terrible.
Perrot Brothers: Phoebe'd be intrigued by the two, both because twins aren't very common and for the fact that they seem so close -- having been an only child, a sibling bond is something that she'd like to understand. She'd take a quick liking to Ruben, and would feel fairly comfortable around him immediately, while Jacques'd probably intimidate her. Though I could see Phoebe fighting through her timidity to interact with him simply because of his power's visible side-effects, which would greatly pique her curiosity.
@The Mad Hatter Since Phoebe, at the start of the story, has only been with the Resistance for maybe a couple of months, I'm wondering if you think it'd be feasible for Jacques and her to have a sort of mentor-mentee kind of relationship. The moment Phoebe joins the Resistance, she'd be asking to go to the surface to scavenge, wanting to be helpful and already being confident in her ability to survive Crusader-encounters, and Jacques could get stuck with baby-sitting her on her first expeditions or something.
Mahmud: First impression would be something along the lines of: "Huh, he looks... plain and normal." With the clear age difference, she'd act more polite and distant around him. Her asking him about his invisibility and him explaining how it actually works would be an excellent ice-breaker, though.
Piper: Jealous of her, is how I think Phoebe would first feel. Jealous that not only is she attractive, but that she puts time in and has the confidence to show off. Phoebe would likely be fairly polite and timid around her at first because of this.
Wendy: Phoebe would take an instant liking to Wendy, thanks to her approachability and overall niceness. Despite the age difference, Phoebe would probably get pretty friendly and relaxed around her quickly.
Oh, and since it seems like Wendy's been with the Resistance for a while, the offer of a mentor-mentee relationship goes out to you too, @ayzrules, for the same reasons as I wrote under the Perrot Brothers.
EDIT: Alright, just saw the post a few pages back where you say you don't think Wendy leaves the base much. Offer still stands, though, as she could be a different kind of mentor, not necessarily a combat one. Phoebe can be pretty reckless, sometimes forgetting that her power doesn't make her invincible, so having someone to rein her in and tell her off every now and again would do her some good. And just having someone she trusts would be important to help her deal with her panic attacks.
At the very least, Phoebe will probably be a frequent patient of Wendy's.
Naomi: Their close ages means Phoebe would approach her quite cheerfully, looking to make a friend. Naomi's confidence, along with the lack of Jacques-like anger, makes her someone that I think Phoebe would enjoy being around.
And of course, Phoebe would have a field day asking her to make things with her power.
Jeff: Phoebe'd definitly admire him, mainly because of the whole 'hero' thing he has going on. Being confident and nice also helps to make him likeable in her eyes. I think she'd be shy at first, but that would very quickly wear off and she'd get comfortable around him. Not much else to say, I can see them being amicable.
Kat: Similar situation to Naomi; as they are close in age, Phoebe would approach Kat hoping to make a friend. Seeing that Kat was introverted, Phoebe'd try to get her to open up a little, but would try not to go to far for fear of making her uncomfortable (though, considering Phoebe's less-than-stellar social skills, that could still easily happen despite her best efforts). All said, Phoebe would be fairly at-ease around Kat from the get-go.
Kayin: Phoebe would be a little wary around Kayin at first, but would naturally gravitate to her and try to engage her in conversation, on account of them being the same age and her curiousity. Phoebe would be a little more 'tiptoe-y' and gentle when talking to her at first, wanting to find out more about her -- her scars, why she acts as she does, and the like.
Despite how different their issues are, Phoebe would definitely find similarities in her panic attacks and Kayin's episodes (mainly, she'd see how they both are forced to act unlike their normal selves, the stress of waiting for the next attack, and the crushing anxiety and fear during them). After learning more about Kayin, Phoebe would want to try her best to get closer to her, to be there as a friend, and for help and support whenever things get bad, knowing first-hand how awful it is to deal with stuff like that alone.
This is just a first impression-like thing. If any of you feel like I've gotten your characters' personlities and/or attitude towards my characters wrong just let me know. Also, if you want to have more or less of a relationship with my guys, that's just fine, too.
Ruben Jacques It's sort of weird to describe how I feel about Ruben. Of course, I care about him. We've been together almost every day of our lives. But he's sort of fake. He'll just go along with anything that other people want to do, even if it's not something he likes to do. I might protect him a bit more than I should, but I can't help it. He's my baby brother, ya kno'?
Jacques Ruben It's hard to say, really. Jacques is my brother; my twin brother. I love him to death and all that, but he's just so... much, sometimes. I really wish he'd just lay off of me sometimes, so I can get to do things my own way. And I really wish he'd stop being such a jerk to other people; he's making it sort of hard for me to make friends.
Ilyaas Mahmud Al-Shabaab Jacques I don't really like him. I don't dislike him, either. I just sort of … nothing him. I realize he's there, of course. He's nice enough, I guess, I just don't really want to, ya kno', be friends or anything. Ruben likes him well enough, though, so I'm kinda dragged into conversation every now and then.
Ruben Mahmud is all right. He's nice, easy to talk to and not the pushy sort that takes over the conversation. He's sort of old, but it's not like he can help that. I like talking to him well enough and I think I might even consider him someone I would call a friend. Jacques doesn't seem to like him much, though, so I try to keep him at a distance. Jacques, that is, not Mahmud.
Piper Hannah Jacques You know, I'm not the type of person that really respect other human beings, however assholish that sounds, but Piper is one tough cookie. She hasn't even got any powers, yet she tries her best against that mecha-making jackass of a technopath. She's got some spunk and I respect that. Ruben has a bit of a crush on her, I think. I can tell because of the slight rise in his temperature, the distinct scent of his hormonal change and, well, because he's my twin brother and I know everything about him.
Ruben Piper is, uhh, easy on the eyes. That's the first thing that comes to mind. She's also brave and cool and nice; I mean, she's got more going on that just her looks. She and her Fixers helped me get the parts I needed to construct my leg, so I'm eternally grateful to her. For some reason, Jacques act sort of different when she's around. He's not as … jerkish. He acts kinda like a dog, however weird that sounds.
Wendy Jacques She reminds me of a prey animal. She's kinda … meh. I kinda get the feeling that she doesn't like me, though that might just be my imagination. Ruben likes her well enough, but he also find her attractive. Not “blood rushing to groin” attractive, but enough to cast an appreciative look at her when she isn't looking his way. He thinks I don't notice. (A/N I'm going by the assumption that Wendy wouldn't like Jacques too much, due to the fact that he is kind of a jerk most of the time and your description of her personality made her seem like she wouldn't like that since he is pretty much hurtful to people without a second thought, even if it is not his outright intention to be hurtful.)

I mean, she's nice and really friendly, but she always seems to be holding back a bit, like there's something more she wants to say, but yet doesn't at the same time. Jacques acts like a super douche to her, for some reason. I really can't figure out why. She's so nice and all that even Jacques should at least tolerate her. Naomi Mendez Jacques This chick knows what she's about. She's herself and she's proud of it; I can respect that. I haven't really talked to her much, since she sticks with her family most of the time. That's cool, though; I always have Ruben following me around like a lost puppy, anyways. I think she's just about the only girl that Ruben doesn't sneak glances at, though I don't know why. She's attractive, for a woman, I think.
Ruben I find her somewhat aloof, like she doesn't really want to bond with anyone, but that might just be because she sticks with her family the most. Jacques tend to stare at her, which I'm pretty sure must freak the poor thing out. I don't know why he does it and I'm not sure I want to know. He can be a bit scary with his animal instincts and all that. Maybe he wants to eat her or something.
Jeff Jacques Ignoring the fact that I want to lick every inch of his skin, I guess that I could consider Jeff something along the lines of a friend. He seems to understand the condition of my abilities a little better than most and he really wants to be a good guy. Of course Ruben likes him. He instantly likes anyone that I get along with, even if its' just a little bit.
Ruben It seems like he really has to exert himself in order to socialize, but he does a really good job of being nice. Even Jacques seems to like him in a friendly manner, although he is not as stealthy as he thinks with his drooling.
Katerina Sapienti Jacques She's shy and a total pushover. Not my cup of tea. Ruben seems to have the same idea. Even if he does appreciate her appearance, her personality is not for him.
Ruben She seems very distant and shy and I kind of get the feeling that she just goes along with anything. Jacques says she's like me, but I don't really see it.
Phoebe Evans Jacques I like this girl. She's sincere, she's herself and she actually want to know about my power. She's one of the few people who actually tries to get what parts of me are actually me and what parts are my instincts. It warms my heart, even if she is a little brat that I have to drag along when I go to the surface. Ruben likes her, too. He likes everyone that I like. He likes her more than I do, though, heh.
Ruben Her enthusiasm in learning new things is really something and I honestly do like her company, even if I don't really care for her asking about my power. She's cute, though. I mean, it's not like... Nevermind... Jacques calls her “the pup” when she's not around. She might not know, but I think he's sort of adopted her.
Kayin Okoro Jacques I don't like being around her. She freaks me out; especially when she gets all blank all of a sudden. I think the reason she freaks me out is, I dunno, her illness reminds me of what my powers do to me. I know it's not the same thing by a long stretch, but it's just ... It feels similar, to me. It feels weak, to me. Also, she smells. Not that she smells bad or anything, she just reeks of blood most of the time and I'm afraid I might go into bloodlust. Ruben is always so careful around her; like he's trying to coax a cat out of hiding or something. He's very careful with his tone and facial expressions. Kinda makes me wish I had that kind of control over myself.
Ruben It's hard to explain why I feel the need to be around her, but I do. It's sort of like she's a child, even though she's the same age as le chiot, ah, I mean the Puppy - the Phoebe - Phoebe. She's having trouble sleeping, too, like I do when Jacques isn't here. I've considered asking her to sleep with me, non, pas droit, I mean, like sleep next to me not the... other thing. I'm not like that. Jacques seems terrified of her. I guess he can sense something that I can't, or maybe he's just uncomfortable with her condition. It's hard to say and we never really talk of big, important things like that.

Jacques: He is a good man, strong and proud. The resistance would be lost without him. Jeff just wishes the man would stop leering at him so incessantly, as it made him very uncomfortable. Still, He would consider Jacques a friend.
Ruben: Jeff thinks he understands Ruben, and believes they would be good friends if either of them ever made an effort. As it stands, they are on good terms.
Mahmud: Such a nice guy, he's been sort of a father figure to a lot of the young rescues Jeff has brought in. He even gave Jeff some tips on how to optimize his home forge.
Piper: Jeff had come across her path a few times. He never knew what the story was with that woman. She seemed to have her fingers in every pie around the city somehow. Still, Jeff believes she can be trusted. However, he does his best not to get too close, a strong woman like that could make him lose focus too easily.
Wendy: A true angel, this woman does miraculous things. Jeff has been in need of her services on almost a daily basis, and respects her abilities above anyone else's. However, because of the social awkwardness of having someone heal your wounds repeatedly, Jeff has never really spoken to her much beyond the superficial.
Naomi: Jeff finds her fascinating, but has never really been able to penetrate her invisible barrier. He wonders frequently if her ability could help him make sharper, more durable weapons.
Katerina: Jeff has come to her several times, in hopes of finding out when the next attack on a super might be. Kat often explains that she can't see the future, but Jeff still persistently asks for anything she can offer. He also feels that their working relationship has made them friends, at least in a loose regard.
Phoebe: She seems like a good kid, lots of potential. They are on friendly terms, though they haven't spoken much.

I can imagine that the creepy factor of a dude leering at you gets multiplied by billions by the fact that the dude has, for the lack of better words, fangs and claws. Name: Kayin Okoro Alias/Nickname: Because Kayin has little to no sense of self, depending on her mental state she barely responds to her own name on a good day. It’s really not a good idea to use nicknames, that just confuses her further.
She goes by “Okoro”, however, and considers it a taunt when her first name is used by people she doesn’t consider sufficiently close to her.

Sex: agender (female assigned at birth, but Kayin could care less.)
Sexuality: asexual and demi-romantic. Generally very skittish/confused and aggressive when faced with the idea of sex or “love”. She’s currently disinterested in the idea of forming relationships, romantic or otherwise.

I hope you’ll forgive that I didn’t use a real life picture, but I wanted to convey something with the cuts on her body that I’d feel a little odd posting a real picture of. Some are old and fading, some are newer and with those it’s more evident that Kayin inflicts these cuts upon herself—usually when she is going through a psychotic period and cannot differentiate her own body from that of any intruder—effectively, she is then fighting off an assailant to save her own life, which is why she isn’t fucking around with those cuts.
It’s worth noting that that’s the sort of damage she always tries to do to someone she thinks is trying to hurt her. Not that she always succeeds, but she shoots to kill, as it were.
Her face usually does not show much expression, because there is a lack of emotion to convey. Her hair is cut short because of her habit of tearing it from her scalp as another quote-unquote defense mechanism. She doesn’t know how to cut her hair, nor does she trust herself with scissors in her lucid times, so she tries to push the worry to the back of her mind what will happen when it grows out again. Height: 5’11 (180cm)
Weight: 132lbs (60kg)
Body Type: Kayin’s metabolism is average, but she is a chain smoker and she can’t motivate herself to eat more than a few small meals, enough to get by, so that her body is slightly emaciated. She isn’t in great condition, but if she is hysterical enough, the instinct to either run or kill will override most anything else. She has a lanky appearance and clumsy movements due to her disproportionate weight compared to her impressive height.
Distinguishing Marks: Kayin religiously draws sigils and symbols of protection on her limbs. This is explained a little further down under the biography.
Her hands are fairly rough and calloused.
Clothing Style: A military grunge callback, I suppose? It makes her feel safer. Her white shirt is maybe five sizes too big and, along with the shorts, came from Goodwill. The military boots are like comfort objects, they mean that her kicks and stomps pack more of a punch. Even when it’s cold, Kayin has trouble putting on sweaters and trousers because they feel all wrong and scratchy on her skin. She prefers to just be cold in those cases, all things considered.

Personality: Kayin is a schizophrenic. Doctors before could not place her into one sub category—she had symptoms of catatonic and paranoid branches of the illness.
Paranoia manifests itself as a constant feeling that hostile entities are standing behind her or all around her, and a hair-trigger defensive attitude. She also has great difficulty sleeping alone—the entities, the shadow people, keep her awake, and when she does sleep, she suffers nightmares, which can completely mess up her sense of what is and isn’t real, which is why she prefers to forego sleep until it really affects her.
Catatonia manifests itself in occasions where she freezes up and her eyes become blank, sometimes in the midst of conversation, sometimes when shit /really/ has to get done. The penalties vary accordingly.
Interacting with her, she usually comes across as a regular person, though she is socially poorly-adjusted and has difficulty reading and making facial expressions. This is especially so when someone is hazy in their expression, ie “content”, “neutral”, “pondering”, in these cases Kayin will likely default to thinking that someone is upset and that it is her fault. It is best to simply reassure her that this is not true.
In times of lucidity, she is totally capable of making decisions based on reason, although she can be stubborn.
She is quick to lose motivation and hardly ever had the drive to eat or to shower when there were people tugging at her from every side, and since they stopped,j she is practically a recluse. However, she is not suicidal and in fact will do whatever she can to scrape by when she really /does/ need to eat or sleep.
Biography: Kayin was a rare case as the appearance of schizophrenia goes: she was diagnosed at eight. She did not have many friends as it was, but with the aid of her father, she made an effort (when she could) to go out and meet people.
A year later, when the walls went up, Kayin’s father was her rock. Because of the stress under the constant threat of being outed as a Super (despite the relative insignificance of her power) her psychotic periods became more frequent, longer and worse. Her father went against his own better judgment and got her started on Thorazine, just so that she could have some peace. She was still unable to sleep without him there and continues to have this problem.
Five years after the Technopath and his rules took effect, Kayin’s father was dragged from his house by Crusaders and put to death for harboring a Super fugitive, which, ironically, was not Kayin herself, but the mother of a family Kayin’s father was close to, who hid out in their basement. He was the one who took care of the backroom deals with ex-pharmacists to get her the antipsychotics, so that supply dried up soon enough.
For a few months, Kayin lived in a state of foggy near-consciousness, unable to tell what was real and what wasn’t, but as it turned out, the pharmacist was a Super himself—a proficient healer, he was killed as well. The store was plundered and everything useful to the masses, such as antibiotics and painkillers, was taken, but the stash of Thorazine went into Kayin’s stock.
Because her psychotic periods only occur every few months, and because sometimes her conflicting consciousnesses compel her not to take the medicine at times, we fast-forward almost five years to the current day and Kayin has joined the Resistance. Not because of any need to avenge her father, but she figures a movement that killed her dad and the pharmacist, the two most useful people to her, is probably something she’s gotta help get rid of.
As she has come to realize, the Technopath isn’t a personal problem that can be willed away like she’s been told so many things are. He is very real and here to stay and obstruct Kayin’s comfort and quality of life, which pisses her off to no end.
While she isn’t the best strategist, she plans wicked assaults on the Technopath’s goons with indifference. Her day-to-day lack of obstacles (empathy, mercy, sentimentality) in reaching her goals and her whirlwind “kill-’em-all-for-all-I-care” attitude makes her efficient for getting through the first line of defense on a mission, before leaving the logistics part to the specialists.
Skills/Strengths: Kayin has a very high tolerance of pain. This isn’t always ideal because she’ll throw herself into a fight and come away from it far more beaten-up than she realizes.
She is also fairly resistant to the pangs of hunger and lack of sleep until they begin to hurt her body. She suffers little of the physical discomfort, but the damage rages just the same.
Because she does not bleed, seeing an injured person bleeding is very scary to her, and because it would take so, so much damage to make her bleed the same amount, she assumes that they are mortally wounded at least. This means that she is proficient with first-aid, since she avoids blood whenever she can. She is not aware that she does not need bandages to stop bleeding because of her power (under Powers), so she carries a first aid kit most of the time.
Powers: Kayin is physically unable to bleed out. Because of the density of her blood, it is difficult to draw blood from her at all. One can shoot her through the head, electrocute her, rip out her heart, asphyxiate her, whatever, but you can’t stab her or sever an artery and just play the waiting game.
She can also affect the density and pressure of the blood of others, so although she is not yet conscious of this ability, she could make a wounded enemy bleed out many times faster, or stop a hurt ally from meeting the same fate. (Again, she is powerless to stop disease or damage to any vital organs.)
Obviously even if any bleeding was stopped, the affected person would still have a big gaping hole/cut in their skin, so Kayin’s not exactly a healer, just the you-won’t-die-for-a-little-longer person in a pinch if there’s absolutely no one better. Really her powers are more useful on the offensive, and then only against flesh enemies. The Crusaders don’t have blood to die from a loss of.

A footnote, I think the reason Kayin was not killed when her father was found out is because like you said in the original post the Crusaders don't always kill children and she was nine, plus her power is a fairly insignificant shield compared to all the other ways there are to kill someone.
I do not know what to make of this man. He seems like...what is the word for it in English? A donkey, or an ass? I do feel bad for saying that about him, but it is the truth. He is very angry most of the time, for what I feel is almost no reason. I am sure there is a good side to everyone though, and that includes Jacques.
Ruben
Ruben is a really nice person. I do not know him all too well, but from what I can see he is much more considerate of people than his twin brother. I can tell Jacques and him both love each other very much. He is calmer than Jacques by quite a lot, and I have never seen Ruben lose his temper before.
Mahmud
Mahmud seems to be a very thoughtful man. He is very kind, and helpful as well. I really cannot say too much about him though, because I have not gotten a chance to know him. I can relate with him easily, more so than Jacques and Ruben because they are much younger than I am. All four of us came to this country from another nation, and I feel there is an unspoken connection between immigrants.
Piper
Piper talks very often, but I do not mind that. She seems-to put it bluntly-a tad self absorbed. Piper's version of self absorbed is not a bad thing though, it is more of a confidence in herself from what I can see. She is quite pretty, something I would have been just a little bit jealous of in the past.
Naomi
Naomi reminds me of us Chinese in that she is proud of her heritage, her family, and her culture. She does not talk as much, certainly not as much as Piper, but I think she is loyal and dedicated. Her power is the most interesting one that I have encountered thus far. I believe that if we ever put together a plan to defeat the Technopath, Naomi will most definitely play a part in it.
Jeff
Jeff is friendly if a bit quiet sometimes. He is very optimistic, and as the English saying goes, he "looks on the bright side". He definitely cares about others, as he is always coming to me after getting into some sort of fight above ground. I do not know him too well, but we have conversed before.
Katerina
I can tell that Katerina is very intelligent, even from our limited interaction. She is...people smart? Is that what English-speakers call it? She seems to share the same aversion to violence and conflict that I do, which I feel is a good quality. One should not hurt someone because they disagree with them.
Phoebe
Phoebe is extremely outgoing, and smiles a lot. I like that about her, even though she is much younger than I am. Sometimes she is sad or upset about things that I find are trivial, but I am sure I was like that as well when I was her age. Phoebe is curious and enthusiastic, from what I can see. She is agitated easily, although I do not blame her for this.
Kayin
Kayin...like Jacques, I am not too sure what to make of her. She has a troubled past, that much is clear to me. We have not spoken much, as she is more on the reserved side. Her power definitely is useful, and I feel that in a combative situation she would fare far better than I would. I get mixed signals from her, and I respect that she does not seem to desire to socialize with me-or with anyone else, for that matter.

@ayzrules Awesome! I'm not sure how in-depth and detailed you'd like to get before the RP starts, but here's a few more of my thoughts to go with what I originally wrote:
Phoebe would probably soon start to see Wendy as almost a mother-figure after meeting her, having lost her own before she was even a teen. She'd likely latch on to Wendy and become very trusting of her very quickly, due both to Wendy's kind nature and Phoebe's, I guess, subconscious need for a mother-figure. The first person she'd go to for advice on most things would nearly always be Wendy. I could also see Phoebe going to her and asking her to just like, teach her stuff or something, since Wendy went waaay further in her schooling than Phoebe did. And of course, being the person Phoebe would likely trust the most and be the most comfortable around, she'd spend time with Wendy just to spend time with her.
I'll stop here before I start rambling too much. Let me know your thoughts and any ideas you might have when you get the chance.

Appearance:
Originally a brunette; chestnut hair and blue eyes. Same eye colour and full lips like her mom. Mixed Caucasian with mostly French lineage .

Body Type: Slim build. Long legs and arms and with C cup sized breasts.
Distinguishing Marks: Hair that is becoming more and more white as she ages and uses powers.
Clothing Style: Bree's style cannot be summed up in one word or even one sentence. Sometimes she wears baggy pants, steel toes, a crisp white top, suspenders and hair all tucked up under a newsie-boy cap. Sometimes she dresses in plaid and with torn clothes; 90's grunge. Sometimes she even wears skirts or sundresses.
“Life is like a box of chocolates...! No. No, it's not. No, life is like a box of suck actually. A big, fat, ugly-ass-killer-androidy box of suck. Thanks, No-No.”
Personality: Bree is somewhat dour, a bit sarcastic, and she rolls her eyes a lot. You know she is agitated or feels like someone is boasting when she crosses her arms. The young lady does not smile with her teeth and she tends to smirk when she finds something humourous. She does not realize she pouts when she does not agree or when she is in a bad mood.
People she cannot stand: aggressive douche bags, uppity biyatches and fake chummy, buddy-buddy people. And even though she sometimes comes off as "too cool for school," she does appreciate those people that work hard or those people who are genuinely nice... or those who at least try to be nice. In fact, she takes the extra step to help them out or return the favour to nice folk. (And she does have a soft spot for cute things though. But if broached upon such a subject she will vehemently deny that she likes such cute things).
The young woman is a hard worker... but she just does not put the effort into endevours unless she feels as if the effort put forth on her part is worth said effort. She is not exactly the most friendly person, but Bree likes to chitchat especially about music she likes; she is a singer and writes her own lyrics afterall.
Because of her over-active imagination, she does get spooked rather easily. Especially in the dark. Quite ironic, since her power revolves around being in the dark and hiding in shadow.
Brigitte and her older brother, Stephan, were raised by their single mom in a two story house before the Technopath came in and took over. Her mother owned a costume shop that was moderately successful. It was called: "Hey, Lookin' Goods! Shop and Emporium."
When she was 9, the first of her powers manifested and white streaks first appeared in her hair. Her first power was to 'toss' her voice and she loved to freak out her big brother. She told him that their house was haunted and that he had to be nice to his little sister and clean her room and buy her candy and give her the biggest piece of fried chicken for dinner.
But then soon enough he figured her out and then the next year he figured out some of his shadow manipulation power and frightened her so often that it made her somewhat scared of the dark. But then she figured out that she could see in the dark and then she scared him with her red glowing eyes. But then he learned that he could see where she was in the dark and he learned to fade into darkness and so he would jump out behind her and cuff her upside the head. The games between siblings continued. And then came the day.
The day The Technopath showed up(She would soon come to know him as "No-No and The Tinmen!"). And then the lights went out, the walls went up and 'her kind' were hunted down and 'dealt with extreme prejudice'.
Without lights. Without hope.
And during such dire times, her family had no choice but to abandoned their home and business. But Bree's mom was a good business woman, and a friendly one at that and so perhaps she had built up on good Karma for they soon found a hiding place. A sympathetic elderly couple, and long time customers of the Hey, Lookin' Goods Shop, hid them in their basement.
They thought they were safe. And for a month they were. But all it takes is one slip up. One little mistake.
Bree just wanted to go out and play. It just sitting there. No one used it anyway; the elderly couple had a swing on their front porch... So what could it hurt? She was only 9! Just for only a minute... What could 60 seconds hurt? And it was night time anyway! She could see in the dark!
But so could they...
It took less than 30 seconds for her to be spotted and scanned. Little Bree had just sat down upon the large bench swing and set it into motion when they marched in from around the corner. She remembered looking up at the chain links above her as they creaked and creaked then a red dot hit the chain. Then another. And another. She did not note that several more lit up her chest.
It just so happened that this neighbourhood was under an android routine check-up.
The androids converged on the house. Bree jumped off the swing and scampered on inside. But it was too late, much, much too late already. The androids were breaking down the doors and coming inside. The adults were yelling and Bree was on her knees crying. Then she felt herself being picked up. Stephan? He was crying? Bree's Mom was shoving her children towards the open window in the basement.
Then it all went dark. Stephan used his supernatural power to pull the shadows around them. Bree could have used her powers to see into the dark, but she was too busy kicking and screaming; she wanted her mommy! But not being able to see into the dark was just as well. For a 9 year old did not need to see what wet and violent sound ended her mom's screams instantly.

She did not know how far and for just how long they ran, but they were not going to make it. It was only a matter of time before a 9-year old girl and her 15-year old brother would succumb to fatigue.
And so they did. And so they were surrounded by androids. And so they were to be executed in the middle of the street neath the glow of a lonely street lamp.
Then out of nowhere a black sedan came roaring down the road and screeching to a halt, but not before slamming into some androids. The last thing Bree remembered seeing was a monster. It was huge. And fuzzy. And oooohhh... what big teeth it had. Growling, roaring, snarling... then howling.

When she woke up, she was lying in wet grass and Stephan was hovering over her. Tears sprayed from both siblings eyes as they embraced tight. They cried in exhaustion. They cried in desperation. And soon they would cry out in rage and despair. Mom was dead.
As their sobs began to fade a tall, cloaked figure sauntered through the woods towards them. For a moment the figure towered over them, then it knelt down and handed the siblings water in used old plastic bottles. The cowl that shrouded the figures face pulled away and revealed itself. The monster Bree saw earlier was actually a kindly-looking, pretty blonde woman. The monster/woman that rescued them was called ShadowBane.
"The Tinmen hunt freaks like you and me," said their saviour and soon to be mentor, "and then they kill them. What could your mom do? Your mom could talk to canines. They murdered a woman because she could speak to animals... they murdered your mom. I love-- loved your mom too. I'm not gonna let that happen to you, okay? I promise... but we have to move. Never stop moving. Always remember that."
Apparently Bree's mom's good karma shone through even beyond death. Her mom's simple power helped ShadowBane; Bree's mom talked the giant werewolf out of killer bloodlusts and helped her to control her rage while in beast form. And so, to return the favour, ShadowBane promised to watch over them even now into these dark times wherever they hid. And so now, the wolf put it upon herself to take over for their mom and protect her children. She would do her best and teach them to survive out there.

The first place the trio ended up holed up in was an old school with some of ShadowBane's friends and their families. They moved away from there rather quickly but, a few years later when Bree was 12, they returned.
And so when Bree was 12, her hair was almost completely drained of colour and it was at this age of puberty when her “Boo” powers showed up. Some mean older girls chased her into the girls washroom and she found out that if she stood still, she could become invisible! The bullies just left the girls room as if Bree wasn't there at all.
Then she became so happy, she started dancing around. And then she fell through the floor. Right into the boy's washroom dirctly below her. And of course she wasn't invisible.
But then as time went on, she learned how to control her power. And just last year, Bree learned the best part of being a Supernatural; she could fly.
But...
Then came the here and now.
It was their 13th place they moved to in the past 7 years. And like the first place in which they found refuge, this too was a schoolhouse with families in it. And the last thing she saw of this home, this final place she would live with ShadowBane and Stephan, was the sight of it lit up, all in blazing orange, engulfed in flames. And then it exploded.
But ShadowBane dropped a name and place for her to find before Bree fled the doomed school. Both her brother and her surrogate mom said they'd meet her there. They said that they'd make it there as soon as they could. But the name... it was of the utmost importance to get in touch with them no matter how, no matter what.
They said that this was it. This was how they would live their lives now. There was no longer any choice other than the one to fight back. No more hiding and wishing it would all go away. No more.
In those final moments... ShadowBane (Bree called her "MomToo") held her close, oh so close, for the last time, and whispered into Bree's ear.
But Bree didn't get a chance to say anything in return. Just like when she was nine, Bree was being pushed out the window and with heavy heart, Bree flew away.
But she knows it will all be okay.
When her mom arrives here, Bree will be able to tell her everything she wanted to say. She will be here. They all will.
All she can do now is hope.
Skills: Singing, sewing / stitching, hiding, first aid, salvaging/scavenging, cashier!
Powers:
Invisibility: Only works when she is completely motionless. “Phases” out of detection of all normal human senses and normal audio/visual equipment.
Night-vision: Can see in the dark as if twilight time, but her eyes will glow red. Direct light in her face while using this ability is painful and blinding to her.
Ventriloquism: Can 'toss' her voice but only to living creatures in line of normal sight (can't speak to people she sees through telescope xDDD). But those that hear her 'tossed voice' will get a reaction as if a 'ghost spoke to them.' So it's like a whisper in the ear that sends chills down the spine, raises arm hairs or hackles, feels as if a someone blows in your ear, make eyes water, makes you shiver etc. She can 'toss' her voice but cannot 'catch' anyone's response; it's one way only.
Phasing: Can become incorporeal (includes clothes and held items up to 25kg / 55lbs equivalent mass) and float through physical barriers in all directions. Can hide in physical objects but no longer than 2 minutes.
Flight: Can fly at speeds up to 20 kph / 12.5mph but must be “Phased out” meaning she cannot hold anything beyond her carrying limit. If hovering and motionless she will become invisible, but can hover for no longer than 2 minutes.

@breathing_towers_to_hell All right. First of, I'll start by saying that the children that were not killed, were taken instead and it were only children that had yet to show any sign of being supers. They are just assumed to be by everyone because, well, why would the Technopath steal regular children (unless he was a pedo) ?
I've been considering your CS since last night... Normally, I would refuse it right away, because mentally unstable characters like that tend to make a mess of an RP (might not always be the case, but I've yet to see proof of anything else). The reason I am even considering it is the fact that this RP will be heavily survival oriented rather than battle oriented and that you spent so much time on your character. I think I've ended up on wanting to accept her, but I'm still a bit uncertain.
@Bunnita I really don't know what to say to this. First of, I'd perfer it if you would write in third person, rather than first person. There are times where writing in first person can work out well, but this is not one of them. The way you have written makes it hard to understand. Once this is fixed, I will have another look at it.
