• Teams will be decentralized, meaning there are no set teams. Every team will be handpicked before a mission, providing versatile and 'fit for the job' teams. This translates to the active people get matched with active people, the inactives get purged slowly.
• The first plot will relate to a graduation party turned sour, where Jashin cultists comprising of a small group of goons + executives. Second in command will be leveled at +- Zabuza's level. Leading boss will be handled by a prodigy or two, maybe three, with a semi-prodigy as well. Hopefully this sows dissent between normal chunnins and prodigies. Especially if we make sure the prodigies are kinda assholes.
• The hokage will be handled by Masaki, the assistant will be handled by me (Partisan) and the jonin commander will be handled by J8cob. Subsequently both the assistant and jonin commander are going to be teamleaders. All positions aforementioned are able to be switched to any other player, be it a GM or a normal player.
• All characters will have a limit of one (1) A rank technique, two(2) B rank techniques and two (2) C rank techniques, although prodigies (to be defined as such in the CS) can have two (2) A rank techniques. D and E rank techniques are seen as basic, so within reason you can add them to your sheet without costing 'points' or anything of the like. The keyword over the entire character sheet is 'rational' so think before you add a technique. Does it make sense?

Doubtful of "peaceful" times in Naruto. There is always something going on even if you cant see it. I'm in but im not starting at Genin. Chunin or Jounin. I hate starting at genin. Its the most cliche crap ever. Give us a choice. Some might want a genin and others jounin. More interesting with a mix.

Also Generations was terrible. Let's not bring that up as a point.
