Not really. The version of the Ethereal I'm using wields more physically manifested Psionic abilities. Only Psi-Panic and Mindfray are considered true Psionic attacks. Mind Control here only works on minions and dead characters much like the new Sectoid in XCOM 2. A lot of people are becoming 'immune' to Psionic abilities likely because of Nova. I'm guilty of that, I gave immunity to mind reading, but that's to avoid pointless metagaming.
Anyway @Lmpkio, because the Ethereal has direct contact with Nova's Psionic capabilities and that some of its potential was sealed because reasons, I thought that during the timeskip one of its abilities would be returned.
Neural Feedback - Whenever an individual attempts to connect with the Ethereal's mind via any form of Psionic capabilities or simply influence it, they receive a powerful 'shock' in their brains (or whatever they use). Weaker beings can have severe, long term damage or even die while stronger beings are usually stunned and disabled from using Psionic powers for a short period of time (About 5 minutes).
