I think that may be the best course of action. With peoples lack of interest in being Rebels... it's not really as fun to just NPC bad guys. The thing I wanted to do with this was have both sides of the conflict be visible, it's what makes this kind of RP interesting. Sadly nobody wanted to play that element.
