I thought she worked to him because of the ME2 DLC. I may be mistaken.

Liara becomes the Shadowbroker whether you have the DLC or not, which is a funny conversation in ME3 where she EDI accidently tells Shepard that Liara is the shadowbroker, and Shepard be like "Wut..."

She also can't be willingly working for the last Shadowbroker, since she acted against him in basically all out war to prevent the collectors from recovering Shepard's body
