Oh, I'm not really concerned that much about where she sits on the scale of power, so long as it's believable that a Seviper could be considered as a Pokemon capable of protecting a Regime VIP. A snake that Jenner could wear like a scarf wouldn't do too well at stopping a man bull-rushing him with a knife, even if it were venomous enough to ultimately kill his attacker; he'd still be dealing with multiple stab wounds and some serious regrets about his life decisions.
