Talent: Manifestation: Melody is able to summon a thirty foot tall armored giant that she is able to control. This giant is covered in overlapping plate armor complete with enclosed helmet with only two slits where you are able to look out of. The giant wields a massive twenty foot tall tower shield in the shape of a cross with a large broad sword to complete the set. The giant sports a thick skin under the armor that is resistant toward small arms and some machine gun fire but will quickly disappear along with the armor when put up against artillery and explosives.
The disadvantage to this ability is that Melody can not control what the giant is equipped with which is how it ended up with archaic armor and weapons. The giant also required a large amount of concentration to control which means that she is unable to move while the giant is manifested in a physical form and must close her eyes to look through the giants sight. When not being used the giant appears as a small plush doll that hangs from her hip.
I think I gave a decent balance of ability with draw back as she can't move while her ability is active as well as a use of sword and shield in an age that seems to have WW2 era weapons. Another thing I can do to limit her power is to have a limited range of use for the giant so that it would not seem like she sits miles away controlling it.
Well limited range wouldn't change a lot since you can just be in a nearby bunker, since you see through the giant's eyes anyway.
But I wasn't complaining, I was just making a statement that I find to be factual. I have no issue with different people having completely different power levels.

I have a question or three that need sorting out for my CS to develop!
Are we limited to playing "standard" talented soldiers, or is it possible to get into more specialised roles (I'm specifically thinking about explosives expert)?

Your experience in the military should be somewhere between 2-6 years. The first two years are spent in "Z" school. This is when/where the military grooms both you and your Talent. No war heroes here your character can definitely have some battle experience.
So I totally forgot an entire section that I had meaning to include--technology.
Being that I know almost nothing about modern weaponry, I am personally avoiding the whole AR-547s N-type thing. To me, there're Rifles, ARs, Snipers, Shotguns, etc. Pretty much any basic weapon class you get in a video game (which is still more advance than me, really). Though I DO understand this is a military style RP. So, I will be compensating my lack of realistic weapon knowledge with some sci-fi knowledge. I know, Sci-fi is a scary word, BUT I will be modest. So let me explain---

When you have a world where people with super powers are running around, of course science is going to have to be a bit different. There have been many times in history where governments tried to kidnap/imprison Talents for various reasons. One of the most prominent reasons being science. Harnessing the powers that these people had was something particularly attractive to the non-talented. However, most of these events in history ended in blood. Lots of blood.
Since then, things have changed. Many countries have laws specifically built to protect Talents from mistreatment. Furthermore, Talents who offer themselves to science are compensated for their time and effort. Having to work around regulation obviously slows scientific advancement down in comparison to the unrestricted testing that was done on captured Talents, however, having cooperative research subjects helps.
And so science advances at an extraordinary rate--a rate that infrastructure cannot keep up with. What you end up with is a gap in technology from those who can afford it and those who cannot. So while a plasma-burning jetpack can be purchased, it's not very common. Flying cars, invisibility cloaks, cybernetic enhancements, they exist--but they are not overly common. At the same time, people in many areas of the world do not even own televisions. Even in first-world countries, there are many places where technology is sparse. A few hundred miles outside a megacity and towns can be found without electricity.
The same problem goes for the military. Jetpacks, laser-shooting guns, cyborgs, smart-bombs, etc, they are very possible. But they do not comprise of the entire military. They simply do not have the money or resources. Any equipment (including any kind of drug, body modification, etc) that is specially designed using advanced technology is considered Tech. High ranking soldiers who have proven themselves are given Tech, leading to the nickname TECHs. Similar to Talents, TECHs are either divided to lead a command, or they are grouped for Special Operations. Unlike Talents, however, these soldiers are not given the special treatment that Talents receive. As a result, there somewhat of a rivalry between the two as TECHs believe they've earned their title while Talents had their titles handed to them.
On the other side of the spectrum, many soldiers are equipped with their basic survival tools and rudimentary weapons. Weapons are prone to hangfire, misfire, etc and ammunition is limited. Explosives are just as dangerous to the person using them as they are to the enemy. Vehicles are a bit more reliable but again, ammunition is limited as is fuel.

Your character's Talent sounds interesting so far. I looove the idea of summoning. A friend of mine was once describing a video game or anime or something to me... where there were characters who all could summon one 'guardian'. All the characters give up soemthing of themselves for a guardian who's strengths made up for it. Or I think, I can't remember. Anyways, he described this boy who was blind, who would summon this giant rock-creature. I just imagined this Legend of Korra-esque character with spikey brown hair and dirty brown clothes with a blind fold, sitting crosslegged on a piece of earth jutting from the ground. And as calm as hell, he summons this thing that pulls itself right out of the ground from beneath him. I imagine this boy, frail and dirty, never moving, confident as this colossus crawls out of the ground, shaking the earth, crushing everything around it, with him on it's shoulder.
I know my description is off and totally not doing it the justice it deserves, I'm kinda tired... but its been an image that's stayed with me for a long time.
Anyways, I don't see anything explicitly wrong with your character's Talent. I agree with Thrice, it is inherently strong, but I think you make a good point in the summon being a bit vulnerable being that it is constricted to being melee. However, I really think you can push this Talent further. Go bigger, go badder. Make him bigger, stronger, etc. Or maybe come up with a few different summons. Put a larger limit to the power. Like the example I made, the character is handicapped by having the ability to summon this monster. Being completely blind creates a need for a 'guardian', making the Talent more connected to the character. Or if you decide to have several summons, the lack of control of which summon you get can become more important. Maybe your character is a control freak and not having control of which he gets drives him nuts--connecting your character and talent.
That being said, I don't think any changes are necessary. Furthermore, you can decide to develop your Talent as the story progresses (and maybe you've already decided on this).

Very sorry to say this, but I'm afraid I'll have to withdraw from this. As awesome as the premise is, I've reached an impasse with my character concept that I can't seem to overcome. I'm just not satisfied with my own creation, and wouldn't be able to play it at an acceptable level of quality.
@Traitor Im really sorry to hear that. If you're having trouble with a character, you can always bounce some ideas around with us here. Or even through PM. I'd really hate to see you go because of writer's block.
How is everyone else's characters coming?? Im going to poke the people from the IC one more time and see whats going on with them. Otherwise, I should have my character(s) mostly done by Friday night. I still havent decided if I want to post a cs for some of them or just control them all as NPC.
