Hm. In theory, the Upstairs is supposed to lend a significant home team advantage to those that work there, and inhibit those who come with aggression. However, since this is your world, I dun wanna shove things around too much. I've been playing with the idea of who founded the place, and the local truce, and I think it was a creature of significant power, very old, who tired of the constant fights and squabbling. I was thinking angel at first, but then you said they don't kill (though that makes me wonder about Eric, since his body was surrendered willingly but the soul probably wasn't neglecting it o.o) so I might go with my other thought of powerful fey. Or possibly a benevolent demon. Whatever the choice, this person would be able to mask their powers and suchlike so that they appear as either human or a fairly standard, perhaps even weak...something. Something innocuous and standard. Dunno if that's even relevant yet, but I think they were the one to give Amune a grip on reality again, way back when.
As for the Upstairs and the fight that's probably about to break out, I'd like to discuss how we handle it. It seems like Wolf came with murderous intent, so that might trigger an alarm. Zoe and her two brothers possess a unique gaze weapon that they cannot turn off, which allows them to knock people out by staring at them. It takes prolonged direct line-of-sight to do, and the effect builds over time, and after they stop looking it decreases at about the same rate, unless maximum effect is reached in which case the target is out for a bit. But making them look away, focus elsewhere, or even just taking them out would handle it nicely. In fact, I'd be willing to let you kill the one that's currently on the clock. I think that might be fun~
In terms of the ward, any magic/energy/chakra stuff would be dampened, but Wolf is strong enough this would only slow him a little if he has those sorts of skill. It might also provide a bit of a physical inhibition -- slowing speed and reflexes, making combatants feel a bit weak and hit a bit less hard -- but again, this won't beat Wolf.
