By 2833AD most structures would be gone or overgrown with nature (like Angor Wat). Paved roads would have long vanished, most buildings not made out of stone would be gone, and almost all steel structures would have rusted and collapsed. However, they'd be still discernable, and since it is Europe with many stone structures that have lasted hundreds of years they'd presumably be in decent condition. Structures like the Cologne Cathedral would still be around (maybe damaged from weather and lack of maintenance).
Vampires and Lycans do not follow the traditional mythos except for a few exceptions. Throwing Garlic at a Vampire would achieve nothing for example, but stabbing a Lycan with silver will cause a fatal almost allergic reaction. A wooden stake by itself will not kill a Vampire, but a vampire will die if their brain, spinal cord, or heart are destroyed. They can also die of blood loss, a lycan can die from the same thing.
Vampires do feed on blood, but mostly animal (in Nocturne) or on volunteers, as a means of coexisting with the more numerous humans living in Nocturne.
The Atomic Wars, and the fact nuclear reactors would meltdown within 2 years of humans not maintaining them, the initial radiation would be large. Killing millions of wildlife and humans (also contributing to 21st century humanity collapsing). But the radiation would steadily diminish into nothing within 30 years, save for the area's in the immediate vicinity of a reactor, which would take roughly 700 years for its radioactive material to break down. So there are still some radiation pockets left, but not enough to outright kill a person. This of course has led to some scarring of the planet. Cities struck will have noticeable craters or depressions in foliage indicating something happened there.
I would best describe the world of Nocturne as a mix of: The Tudors, Game of Thrones, and Penny Dreadful rolled into one. Minus magic.
