“After those events over two-hundred years ago, life sure has change, boy. Life sure has changed.”
“Overview”
We feel that it might be important to give you an overview of the setting as a whole, after all the story takes place approximately 215 years after Naruto and Sasuke defeated Kaguya Ōtsutsuki. So, the world has naturally changed and evolved as time went on. For the setting that means we'll be living in a somewhat more modern world (comparable to ours) but this being Naruto and thus, being highly inconsistent with tech canonically, we have taken several liberties to maintain the feeling of Naruto that we all love so dearly. So that means there won't be special task forces of shinobi running around with M4's. Sadly.
As such you have to imagine a mildly modern setting, where we now have things mixed like a low amount of trucks, cars and motorbikes for the elite, but also still have prominent carriages with horses, mules or what have you. Due to previous years being somewhat turbulent in regards to shinobi numbers, there is an age gap in the shinobi forces. The numbers are recovering now due to investment from the Confederation into the shinobi schools popularizing them once again. However it's obvious that there are some older shinobi who are still stuck in a mindset where they need to turn over every penny to get by - even if that's no longer true whatsoever.
This RP will also feature a more slice-of-life approach, although that is debateable. We will ofcourse still do plenty of missions, but we like character interaction as much as the fights in Naruto, and as such we place a prominent focus on the character interactions as well as conflicts. Don't worry, you can still beat up bad guys. Another thing that is important for us is balance and we make sure to review each sheet adequately.
If you want a powerful missing nin, it's probably best to look elsewhere.
“The Story so far”
After true peace was obtained eleven years ago, a deadly silence fell over the lands once more, like it had previous times during era's of peace. However, unlike previous times, this time it seemed it was there to stay. As the rulers took their rightful place on the thrones of the the Hamajō Confederation, the previous countries were transformed into nation-provinces under the rulership of these new rulers.
And like that Konohagakure was no longer a powerful village of ninja's, it was just one of the many villages under the same banner. The hokage was no longer a ruler of lands, a powerful military leader, but he became a governor of the village in the name of the Hamajō Confederation.
While true peace was obtained by these new rulers, small conflicts did still happened. They went unnoticed, or perhaps uncared for, by the rulers. But as small conflicts do, they grew larger and were then quelled by the new rulers. At a certain point in times these small conflicts simply stopped appearing - atleast in the eye of those that weren't paying close attention to them. It was evident that the divide and conquer strategy utilized by the rulers had worked and when it became apparent to the public it was too late to do anything about it. Many of the people wouldn't have found the will to do it though, regardless of whether they'd noticed. And it soon turned out too, that the majority of the people actually found this new rulership to be quite efficient in what they did.
Because like all take overs, there is always a group of people that do not support the new government. And in a world of ninja's, you'd be a fool to oppose your enemy in public. Just because these people are not seen, does not mean they do not exist.
The story of Naruto: True Peace continues aproximately 11 years after the events that occured in a previous roleplay, namely Naruto: Path to Enlightment. That means that the story itself is approximately 215 years after the events of Naruto: Shippuden. However, the story is entirely new and in theory, loose from the previous RP. See it more as a spin-off than a continuation. Some of the characters will be brought over for background, for instance, to create a more livid and 'alive' world. This way there isn't a blank slate, and that means there is room for your character to tie into the world.
The story begins when the Hamajō Confederation has already been in power for eleven years. The Hamajō Confederation is a confederation ruled by several rulers, which form together more or less the council of the confederation. Their rule is one of an iron fist, and they are known to act aggressively whenever someone questions their right to rule, however that isn't to say that anyone in the confederation receives daily beatings. For the most part citizen life has barely changed at all - they can still do their jobs and most people actually saw an increase in economical prosperity. That includes shinobi.
The Shinobi art has once again flourished after years of diminishing class sizes. They are once again back in action and no longer act from the shadows like some knock-off police force. Instead they have become the main military power of the nation provinces and the confederation. As a result the wages have gone up and the shinobi's profit from an upper class lifestyle, with some of the politically important shinobi even going as far as becoming prospect-council members for the confederation. The Confederation itself highly values the shinobi, in fact, and has even gone as far as to promote the academy in public schools to draw a larger crowd for the military forces. It's clear that they are looking for shinobi talents like in the tales of old - nobody really knows why, but nobody really cares either. Most people see it as a great tradition that is upheld, almost like an extreme sport.
However not everyone shares these views. You wouldn't notice if you were in any given city, or any given village even. But in places where nobody comes, there are people meeting, exchanging weaponry, scrolls with orders, and even from time to time military encampments. The Confederation is fighting a secret war. Those that oppose them are generally written off as rebellious rabble, riff-raff and criminals, not even being granted the prestige of being called 'rebels'. That would indicate they were being taken serious and for the most part, well, they aren't taken serious at all. However in truth, they are a rising power and while they are merely a nuisance now, they are building the military capacity to become a problem in the near future. The rebels themselves however do not squabble over something as petty as names, and simply refer to themselves as the Red Sages. And here.. here we drop in.
“Rules”
Yes, we have rules. No, we don't enforce them like a certain regime in a certain time period. But yes, we will get annoyed if you break them constantly. Previous RP's have shown we need these. Sadly.
“OOC”
No godmodding, powerplaying or making shit up in the IC. The standard stuff.
No perfect characters (Mary Sue and Gary Stu).
GM team has final say.Always. Like a certain regime in a certain time period. Ahem.
One-lining not acceptable. Two lining isn't either. In fact just write two paragraphs.
Consistency is key. We understand posting a little less sometimes. There's limits, though.
RPG rules apply. Always.
“IC”
Beware the gore; yes, it's allowed but don't overdo it.No rain showers. I'm looking at you, Nero.
As for sexual content, take it to PM's and show us a fade to black; make it implied. What you do privately isn't our concern. It's RPG's concern, however.
Death is possible. For all characters. Including GM characters. We love death.
Love is also possible. Gay love, heterosexual love, alien love, whatever you want.
“Characters”
Your character is a chunin or, rare cases, a jonin, but not Madara. No EMS, Rinnegan, whatever the hell you can think of. Keep it simple, but interesting.
Be diverse and dynamic with creating your characters; don't be set in stone for what you want and be prepared to change your ideas as we go. This means; don't be an asshole if you don't get what you want. Either scrap the idea or change it to our liking.
No tailed beasts for now. Why? Because you need to earn it ICly with our acceptance, not be gifted it. Nothing says 'I'm a bad writer' more than instantly writing in 200 of the most powerful things in your character.
Kekkei Genkai are to be made unique. If they are Sharingan with 1 minor edit made into a new KG, then it's a no-go.
Same applies to hiden. If they are shadow control with 1 minor edit, then it's a no-go.
No elemental control kekkei genkai please. Overdone, this is Naruto, not Avatar. If you can make it interesting, try it, but if your KG is simply 'I can control the water' then we're not gonna accept it period.
“Jutsu rules”
Because Naruto is a diverse world with diverse techniques, with some more balanced than others, we have chosen to make several rulesets for characters for each rank. This is to avoid situations with, for example, a chunin who has the rinnegan, fighting some chunin who barely has a single B rank technique. It's also to avoid broken jutsu, such as Flying Thunder God, being used to cheese fights. It might seem like a fun thing to give your characters, especially if they have a historical reason for having that jutsu. And I agree, it's a fun niché thing that makes it more interesting. But looking at pro's and con's for these kind of jutsu, we have to decide that ultimately it's not worth it, because that means your jutsu will give you pleasure, but it will detract that of those that go up against your character, or those that wanted something similar but got denied. It's put in place to avoid bad situations where two people cannot reach an ultimatum about fights. Simple as that. We do not accept arguments about these things, they're set in stone.
If you feel like your character might have, for instance, an extra A-rank jutsu.. that's possible. We might accept that if you can justify it to us in a PM or in an OOC comment. For example, two A-rank jutsu that form a combo, but are otherwise not that useful, is perfectly acceptable. But if you justify it by saying 'Oh he's a prodigy, he was like Sasuke and is just super cool like that.' then we're gonna lick your ass before we stomp it.
“Jutsu Limits”
Note: N/A in front of a rank means 'no limit' within reason. You can use as many of these as you like although that doesn't mean you have to use every one of them. They also need to make sense. A character with an aptitude for high level lightning jutsu will probably have more of these N/A lightning jutsu than fire jutsu. Simple as that.
“Genin”
- currently not accepting genins.
0 A-rank.
1 B-rank.
2 C-rank.
2 D-rank.
N/A E-rank.
Note: due to the 'side character' nature of the genins (small roles in plots) exceptions can be made. Trade offs are part of those exceptions, so approach us with ideas.
“Chunin”
1 A-rank.
3 B-rank.
4 C-rank.
N/A D-rank.
N/A E-rank.
“Jounin”
- Only accepting these if a chunin was already made and it was deemed satisfactory enough.
1 S-rank.
3 A-rank.
4 B-rank.
N/A C-rank.
N/A D-rank.
N/A E-rank.
“Kage”
- Never accepting kage level characters. We'll ask you to make them if we need one.
N/A S-rank.
N/A B-rank.
N/A C-rank.
N/A D-rank.
N/A E-rank.
Note: Kage-level characters will not be judged on their jutsu lists or anything of the sort, they will be judged on identity: are they interesting, are they worthy of the kage-level stamp and do they serve a good, useful purpose? That's because once you reach jonin status, it becomes really quite easy to pass into kage-level areas, and beyond kage there are no ranks. That means the power levels within kage-level characters fluctuate heavily.
“Banned Jutsu”
General bans refer to simply not being allowed to have this jutsu on any character, in or out of battle. Combat bans refer to bans for combat only, meaning they are allowed outside of combat. Limit jutsu refer to jutsu that are allowed, in and out of combat, but have limited usage.
When the Hamajō Confederation rose to power, the remnants of the armies that fought in the great wars were scattered, and still feuding over previous conflicts. They were killing each other, these remnants, over issues that were no longer present. But slowly the realization set in that - perhaps - they were only slaughtering allies against a greater enemy, an enemy that would gladly see these remnants slaughter each other. From this realization was born the Red Sages.
The Red Sages is what the rebels call themselves. They are a loosely organized group of shinobi and sympathizers who fight against the Hamajō Confederation. Their motives are scattered, and there is no clear image of what they want exactly besides one thing; freedom. Now, freedom is a subtle term, and for some it's a word that means the same as oppression to another, so fighting for freedom is something that many will find a strange thing to do. Never the less, it's a war cry, and it's a war cry that attracts those who are dissatisfied with the Hamajō Conederation. The Red Sages accept anyone within their ranks if it can be proven that they are trustworthy - for this reason, it's sometimes seen as a criminals sanctuary, which the Hamajō Confederation makes sure to highlight whenever it speaks out against the actions of the Red Sages.
Currently the Red Sages are lead by a Lady Commander by the name of Souji Tametomo. She is the successor to her older brother, Tarara Tametomo, who recently passed away in combat against the Hamajō Confederation during a special ops strike, which was aimed to take down Tarara. The loss of their leader struck a great blow to the Red Sages, but it has only kindled a fire inside the remaining Red Sages that can no longer be extinguished by violence. Amegakure..Amegakure will burn.

“The Hamajō Confederation”
Info.
Perhaps they call us tyrants, and perhaps they are right. But look me in my eyes and tell me I do not supply for my people - tell me I do not protect them from evil - tell me I do not try my hardest to keep together these god forsaken people to teach them true value in life. Tell me that. Tell me what is tyranny? Is it when I use force to protect those close to me, my children? Is it when I care for those under my wings? If so, then I am the biggest tyrant. But the people don't know that and they don't need to know. THAT is how we rule, and that is how we make sure the Hamajō Confederation has stayed alive all these years.
The Hamajō Confederation is the current ruling state in the world - all former countries are either provinces or special protectorates. In theory, those are two different things, but in practice these have become one and the same thing - only matters of prestige for governors and the like. The Hamajō Confederation has for that reason become a rather strong figure in people's daily life's, and that isn't necessarily 100% positive. It's not a secret that the Hamajō Confederation uses not an iron fist, but a steel fist imprinted with diamond studs on the knucles, to keep down troublemakers and criminals alike. And it's not hard to be a criminal in the confederation - there are many things made illegal nowadays to 'streamline society into an organised community of like minded individuals who wish for nothing but the best.'
Never the less life has flourished - to a degree, and depending on where you live and how influential you are - there is plenty of food to go around and reported crime is at an all time low. That said corruption is rather common in the Hamajō Confederation given that there is really nobody to oppose the corruption.
The forces of the Hamajō Confederation are more or less the forces that keep everything in check - after all the police cannot be trusted entirely when it comes to bribery, and there are simply some matters, especially political, that are better left to shinobi.
After the wars, several powerful shinobi took power in most of the villages and enforced their own 'laws'. This was the beginning of the confederation, as these powerful shinobi saw eachother more as allies, with a sceptical view ofcourse. The focus wasn't on gaining more power for themselves, and less for the other rulers, but more on retaining and maintaining power for all the rulers. Over the years this turned into a state where the former states were transformed into nation provinces. This organisation is as follows.
Amegakure - capital Amegakure was created as the seat of the confederation. It was central in the mainlands, and as such it was seen as a tying knot between the other provinces. To make sure that Amegakure was equipped properly to match it's power to the rest of the provinces, large pieces of lands were seized from surrounding countries to ensure it was a similar, or atleast respectable size compared to the rest.
Konoha Province The Konoha province is seen as the most profitable province, and even though large tracks of land were seized for the purpose of strengthening Amegakure, it is still a military powerhouse. It is a calm region however, and it's a primary source for the confederations shinobi, given that it supplies 30% of all recruits in the confederations forces.
Suna Province The Suna province is to a certain degree simply there. The large deserts aren't worth that much in the eyes of Amegakure, the main seat of the confederation. For the most part they are autonomous, and are expected to simply do their job and nothing more.
Iwa Province The Iwa province, with it's mountains, is the primary provider of resources to the confederation. Most of these are shipped directly to the Konoha province where they are sold to producers for any kind of production chain. While it's not the most wealthy, it sees it's fair share of the money.
Kumo Province The Kumo province is home to the poorest in the Confederation. There is very little that they can offer for sale in the confederation borders and most people living here are simply self-sustaining farmers. That said they have a fearsome military, rivaling the Konoha province. They supply 26% of the shinobi in the confederations forces, proving themselves to be capable of military prowess if nothing else.
Kiri Province The Kiri province is not so much a province as much as it's a desolate island. 11 years ago during the war the island was massacred by opposing forces, and when the Confederation took over the island was simply never repopulated. The island was declared inhospitable and access is generally not allowed to civilians. However, military patrols and squadrons have been spotted by fishermen, entering the island, however that was always written off as standard patrols. We wouldn't want criminals taking up refuge on that island, would we?
Remaining Prefectures Areas that weren't large enough to be made into full-scale provinces were often sold off as prefectures to the highest bidder. Investors often included Yakuza bosses, industrial owners, and political figures that were hoping to govern well and make a name for themselves. While the land was sold, that doesn't mean it became independent. However the regions are autonomous and are only expected to pay the taxes and pay military tribute when it is required. The owners were free to build and govern however they wished as long as Confederate laws weren't broken.
Sometimes villages were built and governed, sometimes factories were built, and sometimes the people living there were removed for a small fee to make place for grand palaces for rich people.

“The Undecided”
Info.
Huh, me? I'm not sure. I mean, the Confederation feeds my family and keeps a roof above my head, and the pay for being a shinobi is quite good.. but.. I'm not allowed to visit the park anymore when I am on duty, and the new uniform is rather restricting. Sometimes I can't help but feel the Red Sages make a good point. But don't tell anyone that! I might get disciplined by our sensei, or worse, they might take me away to jail. Or.. or I might dissapear to never return. You know what happens when you commit thought-crimes, right?
The Undecided are not an official group - they are in service of the Hamajō Confederation Armed Forces ofcourse, being shinobi. But they are perhaps too young to fully understand the depth of the ongoing conlict, or too distraught to think about it now. Never the less, they are a group that exists within this conflict. They haven't made up their minds yet about who they support. Never the less they are expected to make a choice. After all..
nothing lasts forever. And when the conflict grows, they are a target for both the Hamajō Confederation and the Red Sages - after all, to the Red Sages they are complicit in the Confederations tyranny, fighting for them, and to the Confederation they are possible traitors, who are better to be eliminated sooner rather than later.
“Voila! My magical tent is here!” - Aoi Don Maquia “Wow, this is a neat trick Aoi, where'd you learn it? And where did you get the tent too, for that matter?” - Akio Tendou
“Choko Siblings” - IMPORTANT
Fujitora and Ayame Choko were two Amegakure refugees coming to Konohagakure, appealing to political asylum. Being granted this, they were integrated into the shinobi force that Konohagakure possessed. They moved up the ranks slowly at first, barely being given missions worthy of the jonin rank at first, but ultimately they started gaining popularity as they were sociable people, especially Fujitora.
What went unnoticed was the particular skill and synergy these two had. Ayame was a trained assassin, also known under her alias of 'the Sewstress' and Fujitora was a trained.. drug addict. While his drugs were numbing under casual, and normal, circumstances, he used them in battle to effectively combat his enemies. His alias was 'the Overseer' due to the diligent way he managed his tasks, and his inferiors.
Ultimately they would become known under two entirely different ranks. Following a coup d'etat, Ayame murdered the Hokage, Zeno Hakarasu, and took his place. Fujitora protected her during the coup d'etat, utilising the 11th corps. He had made sure to obtain their loyalty by displacing the former 11th corps commander, and taking his place. This provided him with a suitable force to ensure Ayame could kill the Hokage in front of the entire village without interference.
Following the coup, Ayame cast the village under a jutsu which made it rain around the clock, similar to the jutsu Pain had put Amegakure under during his reign. To some, this made her appear like an angel, and to others, she was a tyrant.
She plunged Konohagakure, and with Konoha, the world, into wars that would last for a little under a year. This gave rise to the Hamajo confederation, allowing them to displace kages of all villages and take their place. During the siege of Konoha, led by Yakoul, Fujitora and Ayame were driven in a corner by Confederate forces. Many Konohagakure shinobi had switched sides at that point, leaving only the 11th corps to defend their hokage and their commander.
Fujitora died at the hands of Yakoul, in the process of which she killed several high ranking 11th corps agents such as Saburo Uchiha, wielder of Madara's Gunbai, and Daiki Naito Uchiha. Ayame possibly escaped, however rumours of her death are very persistent and the Hamajo confederation deems her dead.
“Zeno Hakarasu”
The Hokage elected almost immediately after the former Hokages resignation, he was more or less the "default" Hokage meant to maintain someone at the peak of executive power and keep some control over the village's actions. Although praised for representing the diversity of Konoha's modern population by being the first Hokage with pure Kumo heritage (though he was born in Konoha), his performances could be considered stagnant to say the least. His predecessor gained the title of worst Hokage the village had ever known, but he did not take as many initiatives as she did, making it less damaging for public opinion and the city's finances.
Some good things came from his reign, however, as he managed to strengthen international relations even more and ease exchanges in terms of people (shinobi exchange programs) and trade opportunities. Economically the leaf had known a slightly growth, but socially the plague of Downtown and the never ending complaints of the people often fell at deaf's ears. It didn't help that he was part of these Hokage who were not renown for being one of the stronger individuals of the shinobi line but simply someone with a lot of popular backup. His credibility hit an all time low the year of his assassination.
Ayame and Fujitora Choko, two individuals close to him, seized the chance in changing the ways work in the village and promptly assassinated Zeno 12.5 years into his mandate. He will go down as the third Hokage who died in battle as he was on the throne, second to be assassinated in front of his people. His legacy is still to be determined as only history will judge his actions in the long run.
“Tsukiko Umene” - IMPORTANT
Tsukiko Umene, otherwise known as the Honeybadger, was a wild child born in the forests. Konohagakure found her in the wilds, alone and incapable of 'normal' speech, and 'saved' her from herself. Despite unwillingness to comply, eventually she was fit into the Konohagakure shinobi forces as a .. wild card. Her skills as an excellent hunter were put to use as a tracker, combat-assassin and would-be sensei.
As much as she seems unimportant, to some, due to her lack of spotlight time, she was actually tremendously important during the assassination and coup d'etat. She was the first to oppose the assassin, whom at that time wasn't unmasked as Ayame yet. She was also the first, and only one, to get close to harming Ayame. If Fujitora hadn't stopped her from doing so, it's likely that she could've altered the course of history and prevented the Hamajo Confederation from ever coming into existence.
“Saburo Uchiha”
Despite not being extremely important, Saburo was always a wildcard similar to Tsukiko. He was a part of the famed 11th corps, and was a high ranking officer within it's ranks. Ultimately, he gained renown when he became the wielder of Madara's Gunbai, using it to defeat those who opposed him or Fujitora.
Ultimately he was forced to defend Fujitora from Yakouls' attacks, leading to his untimely death as Yakoul killed him before he could utilise the Uchiha Return technique to reflect her attacks. The gunbai survived the battle and is kept somewhere locked in a confederation warehouse, locked up tight to avoid people getting a hand on it.
“Daiki Naito Uchiha”
Another similar unimportant character, made important by the weapon he wielded. Daiki Uchiha was a child of (according to the Hamajo Confederation) known criminal, and as such was given to the Naito clan to protect him from his influences. He was given the name Naito, to make sure he wasn't going to retrace his steps to his father. Ultimately however, his Sharingan manifested itself leading to a conflict between him and his family. Saburo Uchiha convinced him to shake off his Naito name completely and adapt himself to become an Uchiha.
As a gift showing acceptance, Saburo gave him Sasuke's sword. While the sword had no real powers, not even being more strong than standard weaponry, it was a very expensive sword and, being a relic of the past, was considered legendary. Similarily to Saburo, he died protecting Fujitora Choko in his final moments, being beaten by Yakoul rather easily. The sword is also locked up in a warehouse somewhere, to protect it from filthy thieving hands.
“Location”
“I am surprised that you picked a fight with Yamato-senpai after that. Yamato-senpai is quite capable, and I think he would beat both of us with ease.” - Saburo Uchiha “That Yamato bastard won't beat me. I don't plan on losing to him, Kusaru, or anyone for that matter. Add that to your encyclopedia of facts.” - Daiki Naito
“The 11th Corps” - IMPORTANT
The 11th corps used to be a very prestigious secret agency, located in Konohagakure. Amongst it's publicly known objectives was the destruction of those who plotted against Konohagakure, before they could come close to Konohagakure. In a sense, that refers to the destruction of opponents while they are far away. Furthermore, they also did a lot of information gathering, having it known that even Konohagakure shinobi were not exempt from this, as Tsukiko Umene for instance was subject to frequent scrutinizing.
Although they were almost destroyed in the siege of Konohagakure, due to their unwavering loyalty to the commander, the moment Fujitora died the 11th corps surrendered as a whole. Due to unclarity on who the new commander was to become, Yakoul was granted the pleasure of becoming their commander. Despite efforts to keep Yakoul as commander (the 11th admired Yakoul for their steadfastiness and ferocity) the position was given away to a less-chaotic, calmer and more analytical person. Below is the documents found in Konohagakure, detailing some (old) information on the 11th corps.
Built by the hands of the 9th Hokage by pure ambition for a better world and in order to redeem her clan from what Root had become after decades of shady activities. The idea was to bring back an intelligence institution on par with the modern norms as well as a special commando program to insure minimal international and intranational security. In exchange, the 11th Corp program provides a large amount of transparency and declassification of cases after a maximum of ten years from the completion with of course exceptions that entail other ongoing missions. For the large part, it has kept its end of the bargain for about 150 years, each Head Master proving to have a certain level of competence and experience, chosen by an ominous council often composed with at least one veteran Director.
The term 11th Corp originates from the 10 Corps sent by each village to compose various battalions to help bring general peace and stability to most countries in the Shinobi world. They were essentially the tools used to maintain what the five great countries have created after the 4th Shinobi Grand war. However there would be one hidden Corp that would work in ways somewhat contrary to these Corps as it would not serve the general benefit of the international agreement for peace but bring intelligence and eyes on every ally concerned in this era of 'peace'. Though good intentions came from this, a cycle of dishonesty and evident hypocrisy stems from these kinds of projects. But if history has taught anyone anything, it's that history repeats itself, whether it is by ignorance or in this case, obligation.
The 11th Corp is located in the border between Small Town and the Financial District. The massive building of glass stands out from the small buildings of the classical rich neighborhood of Konoha and the busy business streets. Being one of the largest buildings in the entire village, it is extremely difficult to miss, especially with the big '11th Corp' sign placed at the large from yard. Interestingly, what is seen by the naked eye is mostly open to the public and is even used to welcome many diplomats and business owners for regular visits. The visible 'A' areas of the building are interconnected by large Transfer Bridges easily accessed in multiple levels of the building. As said previously, there are multiple 'areas' in the 11th Corp, all of which shall be detailed here.
Area A-1
Visibly the more decorated and luxurious of the two glass buildings, this one is mainly use to greet highly prolific political figures, large business owners, notable VIP's and so on. The advantage that this area offers is that it is equipped with state of the art technology to ease meetings and allow for a maximum of comfort when such individuals are present. But it is mostly good at making sure they are in complete safety as security is rather strong with also a direct link to the 11th Corp agents to the area if need of an intervention. Local business meetings are also done there, often with city officials so that everything can remain anonymous and avoid prying eyes.
There are many offices in that area and despite how flashy they may be, the majority of these 'offices' are a form of embassies for almost all the Shinobi countries with contact to the Leaf. One of the few exceptions being the Land of Iron. This would mean that not only are the offices a part of another country but the whole area A-1 is considered a safe zone for any individual from the countries present in the current coalition agreed by Konoha. There's also a fancy restaurant in the ground floor for business meals and general celebrations.
Area A-2
The more 'casual' side of the public building. The A-2 section is generally where the civilian employees work communication and internal security. Simply put they handle various issues regarding Konoha natives abroad, whether it is travelling problems, visa difficulties and so on. They're also the ones who directly communicate with the Konoha and Fire Country embassies in other countries as well, relaying everything to the Hokage's mansion when required. They can be considered the general 'customer support' of those in need of information regarding the law, travelling and political status of x things.
In order to get around the offices of that area, one must first identify themselves at the from lobby and justify their motives for visiting. Usually those coming are either there by request for an infinite amount of reasons, an appointment or a job offer. When visiting that area many would notice how the coffee lounge is always under siege by the same group of cynics obviously bored out of their minds in regards to their job.
Area B
In order to access Area B, clearance from a specific official and a key card are required. This part of the 11th Corp is only accessible through elevator and will lead to the basement level where most of the actual 11th Corp agents are stationed when on standby. Though a nice place to hunker down, they make themselves as invisible as possible and rarely stick around in plain sight. This area is used for two things: Providing a base for the agents to prepare their gear and capabilities before a mission or to hunker down afterward, and to offer a safe area for higher officials to discuss tactics and possible retaliation alternatives.
This area serves a particularly good bunker in case of a large scale Bijuu attack. Though not expected in this era of peace, one can never be too safe. There's also a constant, small staff in that level that keep tabs on the many outlets the Corp has in Konoha but also other countries. They're usually businesses, active or not, that serve as cover for agents. Their uses vary, going as far as being an area to stockpile information and weapons with the ability to keep a prisoner for torture to being a simple safe house.
Area C
A very mysterious part of the 11th Corp institution and one directly linked to Area B, at the same ground level. However this sector is only linked via a very long 3 kilometer tunnel that leads to under the outskirts, more precisely under Lake Yomadaru. One can only access it by either being an Agent, a higher up or being escorted by the latter if none of the previous two. Exceptions being specialized engineers. The goal of this area is very simple: Being a very useful battleground and simulator for the agents to test their abilities and stay at their peak. There are at least 6 rooms like the white room shown above in that area.
These rooms serve one purpose, to create simulations so that training can commence. The way it works is that the room is actually riddled with various seals that apply both an illusion and a space-time manipulation in a short span of time. Essentially, the ones exposed to it can run toward the horizon and leave their colleagues behind without actually being in a comatose state. They are actually running but the room is able to manipulate itself in space to provide such distance.
Area D-1
An area even deeper than B, hidden deep enough to avoid even the most skilled of earth users. Area D is only allowed to higher ups, notably the Head Master and a select few researchers and engineers which are all highly monitored. Agents and civilians are only allowed under special circumstances. D-1 focuses mostly on technology research and stockpile, especially with gather information. Little is known about it other than its existence being known for a few decades now by the populace. The secret Asura Project is being pursued in that area as well as other highly dubious activities.
Area D-2
More or less a reinforced server room and document archive (physical). Any kind of information is classified there, whether it is almost negligible to detrimental to national security. No one is allowed to physically enter it without authorization from the Head Master, even in extreme cases.
Head Master's Office
The Head Master's desk varies from person to person, whether it is its location or its decor. For Fujitora it is at the top of the A-1 building, while Doyo preferred it to be in Area B for extra security. Those invited to this large office are often welcomed to smoke a cigar and drink some quality sake. One must not be fooled by the simplicity of the room however as it is tailored by the boss purposely to hide as many gimmicks as possible to have an advantage over a cocky takeover.
Please do direct your attention to the herb culture in the tank behind the desk.
Agent Uniform
The standard uniform of the 11th Corp agents, utilized during assaults where their presence is to be marked, often for intimidation factor or simply to demonstrate Konoha's presence. Although simple, they are extremely malleable and are adapted for each member, some even capable of holding massive amounts of weapons to cater to the specialty of the user. It is worn with a white armband with the 11th Corp symbol on it and a traditional ANBU mask completely indistinguishable from the normal ANBU types.

“To kindle that memory is all I strive for - all this, it has no greater purpose to me. But it's all I can do.”
Pictured on the left, Seijo is obviously a well matured woman. Her age would probably be estimated in her early twenties, around 23 or so. That seems to be fairly accurate given her personnel files. What stands out most in her physique are probably her white, short hair and her large breast size. She struts a feminine hourglass figure with wide hips and a wide chest, and a smaller waistline. Adding to that her hips often sway side to side effortlessly, only adding to her appearance as a good looking woman. She stands rather tall for a woman at about 1.74m, and weighs approximately 62 kilo's, though you can guess where most of that weight is located. Her jawline is sharp, almost as if drawn with a pencil and a ruler. Her chin is slightly pointed, but rounded off enough to stop it from appearing like a pointy spear, ready to pierce your body. She has a small mouth with somewhat thin lips, which are pale in color and are only a slight tint darker than her skin. Her large eyes are a brown colour, framed by her eyebrows. Her eyebrows are thin, most likely maintained by Seijo herself.
The only thing that stops people from seeing her as only a beautiful woman, are most likely her facial expressions. She's quick to anger.

【Full Name】 Seijo Tametomo
【Alias】 Lady Tametomo, commander Tametomo
【Affiliation】 Red Sages
【Age】 27
【Sex】 Female. Should be obvious, heh.
【Sexuality】 Noticeably bisexual.
【Birthplace】 Amegakure.
【Bloodline】 Tametomo.
【Rank】 Lady Commander of the Red Sages, approximated jonin level.
Psych. report. Medical secrecy applies.
【Personality】 Assessments of Seijo have shown her to be a brotherly-friendly type of person. She's someone that enjoys very much when you fall down face first in the muddy puddle, and who will gladly spend a few years laughing about that. Never the less she's outgrown that feeling, or at the very least tried to. She's more serious now, which is in line with her position as Lady Commander of the Red Sages. She's still bitter - about the confederation, about the wars, about everything really, and she makes no attempts to hide that. She hates everything about the Confederation, and in her mind, if you are not a Red Sage, you must be a confederate sympathizer. That has grown increasingly prominent in her plans on beating the Confederation now that her brother Tarara died. She's very vengeful, you could say, and it's hard for her to let go of a grudge.
Besides this she's also very cocky when it comes down to it, perhaps a bit ruthless, but so far nobody has really dared to stand up against her or question her plans - and she intends to keep it that way. To her, nothing will stand in the way of beating the Confederation, not even her own death. And while before she was fighting merely for freedom, since Tarara's death she's also fighting for him.
【History】 Seijo was born in Amegakure two years apart from her older brother Tarara. They were a semi-happy family, as life in Amegakure wasn't always that great. Especially when it became apparent that two Amegakure shinobi, Ayame and Fujitora, had taken power in Konohagakure. The Amegakure people faced paranoia from all other nations than Konohagakure, seriously hurting their trade power. Then again, it didn't seem to matter much as shortly after Ayame and Fujitora came to power wars started breaking out. Some were even started by Ayame and Fujitora, so it was no surprise Amegakure got involved quickly.
By the time that had all happened, Seijo was already a shinobi of fighting age, and was pushed to the front. Luckily for the family all our of them were shinobi, her mother being a strong shinobi with some sensory powers, her father being a taijutsu specialist and her older brother, Tarara, being simply a shinobi. What put Seijo apart from the rest of her family was the utilization of a special kekkei genkai that seemed to have skipped a few generations.
In the wars sometimes she'd fight alongside her family, sometimes she'd fight alone with her own squad, but luckily for them they all returned home safe and sound - though Tarara had lost an eye to an enemy kunai. The wars weren't really finished, but something greater was at large. The Confederation arose some time later, and Amegakure being a small village wasn't able to withstand the pressure. They were forced to integrate into the Confederation and were made into the capital - many Amegakure citizens were forced to leave to make way for presidential buildings, apartments for envoys etcetera.
While Seijo's mother and father remained behind to 'hold down the fort', Tarara and Seijo left to join up with a band of 'outlaws' that roamed the land. They were Amegakure shinobi who refused to submit to the Confederation, so not quite the rebels they were made out to be. They roamed around the lands for some time and sometimes clashed with other shinobi groups, conflicting for reasons that were no longer valid ever since the confederation had taken over. Over time Tarara grew to become the leader and Seijo his right hand, since there were deaths aplenty in these times and the leaders were usually prime targets - if not for mutiny then for battle with other shinobi groups.
At that time the Red Sages were already around and Tarara led the group to join with the Red Sages. The organisation was picking up pace quickly and they made Tarara a captain, and was immediately sent out on missions. The missions varied greatly and Seijo was sometimes sent on missions too, ranging from picking up some equipment, to sabotaging infrastructure.
Over time Tarara showed his leadership qualities again and when the previous leader died from old age, Tarara was designated to take over. Seijo wasn't bitter about being in his shadow so much, just wishing to do what was right for her family. But unfortunately Tarara didn't last long, as he was assasinated in the dead of the night by some special operations force from the Confederation. The fight didn't last long at all - Tarara and the few shinobi that were around put up a fierce fight but there were many shinobi, and not enough of the Red Sages. Before reinforcements could arrive Tarara was killed.
There was no designation of leadership. To Seijo, there was no question who would take over. It would be her, or she'd leave the Red Sages and do the job herself. But when she claimed leadership, there wasn't anyone that wished to oppose her at that time. The fire burning in her eyes now was enough to dissuade anyone from attempting that, even if they had wanted to.
【Family ties】 The family Seijo grew up in wasn't anything special. There's no sobstories involved, with dead parents, loss of loved ones in the past, growing up an orphan. And there weren't so many happy stories, given that they were in Amegakure, which wasn't exactly the most peaceful nor rich place in the world. Never the less she loves her family, or what is left of it at the current point in time. After all, conflict breeds death.
Tarara Tametomo | Brother | 30 at time of death, Amegakure, lord commander of the Red Sages. He always loved Red Panda's. Seijo didn't, and she regrets that now. Oiro Tametomo | Father | 56, Amegakure, ex-shinobi, currently has a ramen restaurant that serves to the poor. It also serves to the rich. Really, it serves to anyone, he just says he serves to the poor because that sounds better. Rei Tametomo | Mother | 54, Amegakure, ex-kunoichi and professional nagger. She likes to nag about a lot of things, especially about Oiro not making his ramen properly.
【Dreams and fears】 Seijo's dreams are really only related to destroying or atleast getting even with the confederation. Besides that she wishes to see her father and mother again in peace one day, but she realizes that that might not be a possibility. Another dream is to meet with one of the Choko siblings - Fujitora or Ayame - though she has heard that it's possible both are deceased since the Confederation took over.
Her fears, well, she hasn't many, which has more to do with her attempts at being seen as a coldheaded leader. She ofcourse fears losing her life - she is human and every human fears this. But this fear isn't in the back of her head whenever she enters battle. A fear that is also present is the fear of losing her followers - while she doesn't care directly for their support, she knows she needs them to succeed in her goals.
Combat reports. Gathered from evaluation reports after missions.
【Fighting style】 Seijo is a medium distance fighter with a focus on utilizing jutsu to keep the enemy at bay and kill them. That aside however she possesses some strength and is capable of using taijutsu if she needs to as well - quite adequately even.
【Kekkei genkai, or bloodline limit】 Bloodline limit name: Fungus Release Description: The Fungus release allows the user a control over fungal-style plants and moss, which would be able to sprout from the users touch. Remarkably harmless in how it sounds, it's been weaponized quite well through years of practice. The origins of this release are unknown, but the uses are not. It doesn't manifest in clear sight, as the fungus used in this release are housed inside the users body, feeding off of the waste the host produces. As such the user has a notoriously quicker metabolism, as well as a noticeably lower rate of human waste dispersion.
In use, the release manifests itself through the obvious moss and fungus it produces. The moss is highly flammable, but the large area of effect jutsu's that can be used with it can cause a spreading fire, or even an explosion, since the spores it releases are very dense. This might inadvertently trap everyone inside the technique, friend or foe, in a fiery vortex. Besides that, the moss has some interesting capabilities, such as genjutsu inducing properties, poison inducing properties or even a chakra and dead tissue absorbing quality, much a kin to real moss and fungi. Some specific branch of the fungi even have mind-controlling capabilities, but it's required to induce the fungal spores into the target by touch, after which it will grow it's way towards the targets brain internally and take over, collect info or possibly control them. Strengths: Versatile and allows the user to regain strength and chakra mid-battle through absorbtion of dead tissue. It's got a great variety for many situations and it's not obvious exactly what is going on with this bloodline limit until it's used. Weaknesses: Fire and (controlled) chakrablasts can somewhat easily deal with the fungi, although you have to be careful with the chakra since the moss can also feed off of it if used improperly. Besides that, it becomes easy to see what the bloodline limit entails once it's used, as it's obvious this is moss or fungus.
【Custom made techniques】 Jutsu name: Fungus Release: Transportation Technique Rank: C Range: N/A. Description: Forming the tiger seal, the user sinks into the ground into a small circle of moss with toadstools in it, seemingly dissapearing. A simple transportation technique, this technique will then allow the user to appear somewhere else in the same circle of moss with toadstools in it, which seem to appear out of nowhere to anyone watching. The technique is usable in battle, but the sinking effect is slow allowing opponents to land hits while she is 'sinking' into the patch of moss. Never the less, the appearing effect is quickly, allowing Seijo to appear out of nowhere rather quick and attacking.
Jutsu name: Fungus Release: Invocation of Nature Rank: B Range: 500m diameter. Description: After forming a boar-hare-ram seal string, and then slamming the palm into the ground, the user can transform the area around themselves into a mossy field by spreading the moss inside their body rapidly over the land, capable of terraforming even the most arid lands into moss and fungus covered 'grasslands' which will quickly (10 minutes) give rise to many forms of plantlife and even small trees (30 minutes). This technique seems semi-useless but it allows the user to transform land into something both useful, and to create a place where she is at home.
Jutsu name: Fungus Release: Control of Nature Rank: B Range: 500m diameter. Description: Using the moss that is already present in an area, the user is able to control the fungus and moss to a degree, making it capable of grabbing feet, forming walls and also spreading it even further, as long as the controlled substance stays in contact with moss or the user.
Jutsu name: Fungus Release: Deterioration of Spores Rank: B Range: A cone of 20m outwards of the user, in a triangle shape. Description: Inhaling deeply and placing an open palm in front of the mouth, the user exhales and blows out a large amount of spores over the area in front of her, which carry a poisonous substance that can cause anyone that inhales the spores to start breathing heavily, growing stronger and ultimately choking them by growing fungal growths in their throat over the course of a week if left untreated. Anyone that gets into contact with them externally, such as skin contact, will develop rashes which burn heavily, but are non lethal and can easily be treated as well.
Jutsu name: Fungus Release: Fungal Chakra Sap technique Rank: A Range: Touch. Description: After spreading fungus from one person (user) to the other (target) the user is able to 'infect' the target with fungus, by touching them and so spreading the fungus and moss to them. The user might notice, but will find it is hard to get rid of the fungus once it's internal through the chakra tenketsu. Once inside, the fungus will slowly sap away the enemies chakra, eating it to strengthen itself. After approximately a minute, the chakra eating fungus will be 'full' and detach itself, either falling off of the body, or being taken away by the blood system of the target.
Jutsu name: Fungus Release: Hallucination of Spores Rank: B Range: A cone of 50m outwards from the user. Description: Inhaling deeply and placing an open palm in front of the mouth, the user exhales and blows out a large amount of spores over the area in front of her, which are infused with the users' chakra and can carry over a genjutu upon being touched by a spore. Since it's easy to be freed from a genjutsu this technique is generally used only when fighting small groups. The genjutsu is capable of doing pretty much anything a high level genjutsu can do, giving the user pretty much full control over the effects of the genjutsu, while using the subconcious of the target to identify and use psychologically harmful events.
Jutsu name: Fungus Release: Greater Deterioration of Spores Rank: A Range: An area of 1km in diameter. Description: Similar to the normal deterioration of spores technique, this technique can cover entire battlefields in spores, transmitting the poison to anyone that inhales the spores, and also onto any allies that get harmed.
Jutsu name: Fungus Release: Ultimate Siphoning Jutsu Rank: S Range: Medium Description: After covering a field in moss, the user will then use their Control technique to encase an opponent in a special type of moss that hardens tremendously when it comes into contact with foreign chakra. It makes it able to withstand hard blows from taijutsu, weaponry and most jutsu. Encasing the opponent, the user then starts using the moss to siphon chakra, and transfer it to themselves to refill their reserves. What makes this S-rank is the speed at which this occurs - within ten minutes a target will be drained of nearly all chakra, at which point the technique can be disabled and the target 'freed' although with the little amount of chakra they would have left, they'd be as good as disabled for the duration of the fight.
Jutsu name: Summoning: Neki the Newt Rank: C Range: N/A. Description: This summoning technique summons Neki the Newt. Given the qualities of a newt, this newt is capable of high speed water traversal as well as shooting water out of it's mouth. It's size is medium sized (it's aproximately 2m. high and 4m. long) and is big enough to carry two people in it's mouth at once if they are standing up.
Weaknesses: Weaknesses to all internal fungi, such as the inhalation of the poisonous spores, or being touched by either the fungal parasite technique or chakra sap technique are external chakra. This is due to the fact that the moss and fungi adapt to the targets chakra, feeding off of it for sustainability. Any external chakra will offset it and make it deteriorate, as well as the effects with it. As such you can be pulled out of the genjutsu with external chakra (as is the case with regular genjutsu as well), you can stop the effects of spreading poisonous moss and fungus due to the Deterioration of Fungus technique, although the effects it's had on the target up until that point will remain (i.e you won't get rid of the rash, or the internal burning sensation it created).
A weakness for external moss (the spores in the air, or the moss on the ground) is that it's highly flamable, however this is also a strength because it can be used against you.
Higōhō is a man of reasonable build, especially considering he practices a mostly non contact style of fighting. He's not precisely buff, more like lean, but that's just the way he likes it. His arms are toned as well as his chest and stomach which is more or less the extent of his build. He has a rounded jawline, with a round chin, protruding slightly from the rest of his faces' contours. The skin on his face is rather tight - it wouldn't be possible to pinch and pull his cheeks. He has a very thin nosebridge, and a slightly pointed nose. If one had to label it, his nose were likely to be seen as about average sized. Some of his facial features that stand out a lot are his pure white eyes which conflicts with his black hair and the black shirts he always wears.
Although his outfit always changes (he's quite aware of fashion, and although he doesn't follow the latest trends, he likes to dress in ways that make him feel good) he has one consistent piece of clothing in his look - his necklace. On this necklace is the mon of the Hamajō Confederation. One could say he is very much a patriot. And the nice things one can say about him end about there.

【Full Name】 Higōhō (meaning illegitimate) Hyuga
【Alias】 Bastard
【Affiliation】 The Hamajō Confederation
【Age】 Eighteen (18.)
【Sex】 Male.
【Sexuality】 Straight.
【Birthplace】 Konohagakure.
【Bloodline】 Arguably.. Hyuga.
【Rank】 Chūnin
Psych. report. Medical secrecy applies.
【Personality】 Higōhō isn't a nice person whatsoever. He's very sure of himself, cocky to some, arrogant to others. It doesn't help that he's not weak, either. He believes very strongly in himself, and although he's smart enough to know that he's no Madara or Pain, he knows he's strong. Not only is that because of the Byakugan, it's also because of his own hard work he thinks, as well as some natural skill he feels like he has. His cockiness and arrogance has lead him to become quite careless when conversing with people - you can call him an asshole, a lighter term would be being rude. Truth is, he just doesn't really care. If a girl asks him what he thinks of her dress, and he doesn't like it, he'll tell her the dress is ugly. If her face is ugly too, well, he'll probably tell her that too. Though that doesn't mean he would dislike this person, he just thinks himself above most people, so he feels a right to say that. Ofcourse, if he likes something, he isn't afraid to say that either. But he doesn't like that much things.
In battle.. do I even need to say this? He's arrogant. He's a bit overzealous at times, and doesn't know his own limits, willing to take on things that are above his own skill level. But so far that's not really ever gone wrong terribly. Aside that, you can call him dumb, or you can call him brave, but he doesn't really give up. You'll have to kill him, knock him out, or cut off his legs and arms if you want him to stop getting up after you pummel him. To him, it doesn't matter. Dying is more honorable than giving up.
Besides his arrogant appearance and his lack of care for people around him - the catch is that really he does care. Being a bastard child and - boo-hoo-hoo - not receiving a lot of attention, love, nurturing and care, meant that to Higōhō he had to appear like he didn't care, to not give his father the satisfaction of being broken by his lack of care. This carried over to his adult years. And while he might not care for others because he likes them, he cares for their well being since they are in the same battalion. So, he'll be very sacrificial if he needs to be, willing to give his life up for something like a mission or another person.
【History】 Higōhō was born 18 years ago, to a Hyuga side branch member and a woman of lesser morals. Not exactly a brilliant future ahead of himself, especially since he was born with the Byakugan and thus it was demanded that he was handed over to the Hyuga's He was immediately given the cursed seal on his forehead. A stain of shame on his father's reputation, and already that of his own. Not like a newborn baby was aware of such concepts as reputations. But during his childhood his father made it painfully obvious that he wasn't exactly wanted - 'an accident' - and later one even went as far as saying that he was a stain on the family name, a bastard child who was never meant to be. He shrugged it off, really, because at that point it became apparent that his father was a deadbeat, only allowed to stay in the Hyuga home because his drinking problem and gambling addiction would bring shame to the family if word ever got out.
Most of his childhood he was micro-managed by the nannies and tutored by the older members. More often than not he was treated as a child that wasn't supposed to be there, but they put up with him regardless. He showed progress in using the byakugan, especially the gentle fist, as if some sort of innate skill with that style was already within him. Whether that was true or not remained to be seen but fact of the matter was he did good in classes. As soon as he became 7, he was sent to the shinobi academy, because a bastard child had nothing better to become than a shinobi anyway. He did well.
Well enough, anyway. Didn't exactly want to be there but hadn't much other choice. At that point in time he had already thought to himself that his only purpose in life was really to be a shinobi - and to fight for the confederation. The confederate soldiers were sort of his heroes, warriors fighting to protect their homes, true patriots, yadda yadda. He loved them. So, he figured, why not become one?
The Confederation took over at that point and since then his class was kind of filled with masses of kids. That meant that, even though there were many prospect shinobi that were at a good level, there were far more useless kids who were only there because their parents want them to be. And that meant Higōhō would stand out a little.
Welp, he passed, no big surprise. Got to be a genin running around doing stuff like saving kittens from trees and stuff. It didn't matter, he was still a confederate shinobi, which felt good. It didn't take him too long to become a chunin - the Confederation took an interest in him due to the Byakugan, and so his promotion came rather easy. And here we are!
【Family ties】 His family is mostly the Hyuga clan - his father, ofcourse, and then the nannies and teachers that he worked with. The other kids, he supposes, were 'okay'. He didn't really got bullied, so that's a plus.
Katso Hyuga | Father | 47, his room in the Hyuga estate, professional deadbeat.
【Dreams and fears】 He dreams of, one day, becoming a jonin and leading a team, or perhaps even becoming a captain for the confederation and entering the political world of the Confederation. Besides that, he kinda wants to live a calm life after his service. What a simple soul.
His fear is probably dying by Curse Seal - it'd be hard knowing you're gonna die without being able to fight back.
Combat reports. Gathered from evaluation reports after missions.
【Fighting style】 Higōhō is a very close combat oriented fighter, using the gentle fist. He is a proficient gentle fist user, capable of ousting most other nintaijutsu users with his own, and being a force to be reckoned with even within the Hyuga clan. That is not to say he'll beat anyone, however.
【Kekkei genkai, or bloodline limit】 Bloodline limit name: Byakugan Description: I can copy paste this URL here or you can just read it if you have no idea about byakugan (you barbar).
His byakugan has a maximum range of 12 km, though that's only when he's not doing anything intensive (such as fighting).
【Custom made techniques】 Jutsu name: Eight Trigrams Vacuum Combo Rank: C Range: Very close. Description: The jutsu is nothing more than a combination of a gentle fist move with the vacuum palm move. First the user spins around on their axle, using their left/right hand (depending on the way you spin) to open up the victims' body by slapping away any defensive hand placements, before slapping their palm forwards and using the vacuum palm technique.
“Watashi wa Kami - I am still God.”
Over the past 11 years Yamato hasn't changed much - appearance wise - in comparison with before the Hamajo confederation arrived. He's grown in size, reaching up to 1.83cm by now. He still dresses the same - tshirts, a-shirts or sweatshirts with some form of jacket over them. He usually wears chino's like he did before, but has traded his slip-in's for a pair of black combat boots.
Yamato is defined as a handsome boy, having a chiseled jawline and somewhat skinny-looking cheeks. His nose bridge is quite thin, although not as if it were a stripe. Contrary to most with a thin nosebridge, his nostrils are also thin. Besides that he has no specific bone structure related characteristics. His eyes are a deep dark green, but not so dark that they can be mistaken for a grey-black colour. In accordance with genetics they are slightly slanted. The most defining features on his face are most likely his 3 large, reddish old scars running across his nose.
Yamato's body is 'normal' in terms of muscle and fat, though it's improved compared to 11 years ago. He has some obviously defined muscled due to the nature of their schooling, as a normal shinobi is expected to keep up with his athletic properties. His arms are skinny, meaning that the muscles there are by nature more defined, but due to hard training, they are also very much so toned to perfection. Without flexing you could most likely see the muscles regardless. The same goes for his legs. His chest is not very broad nor does it extend towards the front due to musclemass. As such he has a rather 'normal' looking chest. Regardless he does have some definition there, although you probably wouldn't see it very often due to his clothes.

【Full Name】 Yamato Minamoru
【Alias】 Phoenix-touched
【Affiliation】 The Hamajō Confederation
【Age】 29
【Sex】 Male
【Sexuality】 Heterosexual
【Birthplace】 Konohagakure, regretably
【Bloodline】 Minamoru
【Clan Name】 Minamoru-shi
【Customs】 The Minamoru used to be very traditional, and they still are, holding onto values of old. Although as every other clan they have to grow with the times, and as such many customs have become merely symbolical and don't actually hold much significance. These customs are almost always on par with that of the other clans, since the clan is not much different from the others.
That said, they have since their waning influence, dabbled more into even darker trades, and many of the Minamoru which were not shinobi, have become actively involved in the illegal arms trade, drugs trade, prostitution and other illegal activities.
【Special Traits】 Males are known to be born with black hair specifically, with the females usually being born with either black hair, or white hair. Chances seem to be 50/50 for either of the colour. Their eyes are green, differing only in coloration between dark and light green.
The Minamoru do not have any hiden or kekkei genkai - in fact, they despise kekkei genkai and see it as a curse, where as hiden are seen as a pest, but 'acceptable.'
【Influences】 The Minamoru influence on Konohagakure was very, very big. Some of it was subtle, such as underground influences due to the Yakuza affiliations they have, or rather.. the fact that they lead one of the three largest Yakuza groups in Konohagakure, and dealt in things like Senju DNA, Sharingan black trade (rare) or even the drug trade. Their affiliations in this field are obvious to those involved, but to the outside world, it seems completely preposterous that the Minamoru, a powerful and high 'n mighty clan is involved in this.
Besides that they were a huge economical influence 11 years ago, because they owned more or less 60% of all of Konoha's economical centre with Minamoru Enterprises. The remaining 40% is, thankfully for Konoha, not theirs since the other Yakuza groups were trying hard to wrangle control away from them. The fact that they own most of the economical centre should probably say enough about their economical influence but this is not to say that all this money flows directly into the pockets of the Minamoru clan - bribes, wages, etcetera all is paid from these funds.
Finally the political aspect of the clan, which was not as big as it's underground or economical influence. Never the less it's still present - the fact that the Minamoru are a shinobi clan in essence (though, that is debateable very much so) gave them a small influence, and their alliances with other clans, as well as their feuds with some of the others, are a reason that they were politically well regarded, though not as high as the Hyuga or the Uchiha, or even the Uzumaki's although those have recently been more forthcoming towards the Minamoru.
Ever since the death of Reijo at the hands of Fujitora Choko, the clan has fallen, and fallen deep. The only Minamoru of relative high stands are the shinobi, and even those have been falling ever so slightly. The only two remaining shinobi with a grain of honor left are Reijo's children - Rei Minamoru, a 25 year old medical kunoichi, and Yamato Minamoru himself, the heir to the clan after his uncle passes away. Never the less the clan has no estates left - all financial enterprises, shops, financial buildings were given away by Fujitora Choko to rival companies to ensure that the Minamoru held Yakuza group received no financing.
Their political power waned as Reijo was the politician of the clan - the other Minamoru were regarded as too hotheaded and his uncle was a drunk, so he barely did anything with the clan. The Minamoru are barely a remnant of themselves, if they can even be called that.
【Relations】
Naito - the Naito clan is one of the clans that the Minamoru have been feuding with for the longest time. The feud started about 200 years ago, when both the Minamoru and the Naito were relatively new to Konoha. Ever since it's been dubbed the Feud of the Tiger and the Dogs. The long standing feud hasn't subsided just yet as members of this clan frequently clash - be it with words, swords, or politics.
No longer applicable. The Naito clan is wiped out.
【History】 The Minamoru clan was founded quite recently compared to the other clans such as the Uchiha or the Hyuga. They were not part of the original founding clans, and migrated later as a result of economical changes. They weren't originally shinobi but quickly managed to adapt into a Shinobi clan effortlessly. They were comprised of highly driven individuals that wished to become the greatest at, more or less, whatever they attempted. It didn't always succeed, actually, more often than not, but you only need to give one glance to the current status of the clan to see how far they kicked it in those 200 years, compared to the Uchiha.
Never the less they don't quite fit into Konoha - they are not so much underhanded, and wouldn't do anything to directly harm Konoha, but they are very self centered and do anything they do for the clan or themselves, not for Konoha. Konoha is simply a means to an end for them. Never the less a feeling of pride and honour is also common place in the clan so Konoha needn't worry about the Minamoru betraying them. They do what they do for themselves, or atleast so they say, but deep down most of the Minamoru are quite self sacrificial, especially the shinobi. Those that aren't in the shinobi trade are often a whole different breed of people, mostly simply normal people and civilians.
In short, that means they have a tough skin, cussing, feuding, and appear somewhat rude and cold. Underneath that however are people that deeply respect tradition, hierarchy and self sacrifice. They might not show it but it's definetely there.
Moving on, they also don't fit Konoha because they are very outspoken against kekkei genkai - and sadly for Konoha (or the Minamoru's, depending on who you ask) there are plenty of clans with kekkei genkai's. This has been reason for them to be a bit of an outcast-clan compared to others, distancing themselves from main Konoha, living outside the village.
Up until the mid-years, between Sarada and Boruto's births, and current situation, they were insignificant, standard fodder clans. However it was then that they broke through with the arrival of the ronin, that fueled the underground Yakuza operations that some of the Minamoru were involved in. Due to this they suddenly raised in power unexplainedly, gaining more funds to further their political influence and economical presence. It didn't take long before Reijo took over 40-so years later, and furthered that all even more, expanding their influences rather rapidly.
11 years later, in the Hamajō Confederation, there's not much left of the Minamoru clan. All estates are gone, only the housing area remaining. Everything is, more or less, gone. Only Fujitora Choko and his 11th corps are to be blamed - that much any shinobi in the Minamoru clan will tell you.
【Rank】 Jonin
Psych. report. Medical secrecy applies.
【Personality】 Yamato used to be seen as a thug or a criminal in the making. Not far from the truth given his father was the largest criminal in the entire village - something Yamato has no particular feelings towards since to him it was a way of life since his birth. However Yamato was never a criminal - he might've done questionable things during his services to the Hamajō Confederation but never anything that he'd consider criminal activity.
Something else that characterizes him is his aggressive tendencies, as he is very very quick to anger and is, very much so, an asshole to everyone he meets. Those that know him for longer, such as Akio Tendou or Aoi Don Maquia will testify to this.
Yamato is a bright young man, widely regarded in Konohagakure as a prodigy of attack. This is seen in his psyche as well, as the boy has shown aggressive and violent tendencies from time. Some would call it a short fuse.. and others call it being a thug in the making. Regardless of which is true, the boy also has shown impeccable resilience, steadfastness and a healthy dose of respect for tradition. Rumor within the Minamoru clan has said this is due to the amount of training that got instilled into him at an early age, and that he instills into himself daily even still. The boy also hates kekkei genkai for one reason or another, a sentiment shared by the entire clan, and some radicals even go so far as to wish those with a kekkei genkai dead.
Yamato is a good student, and gets very good grades compared to those in the same years as him. He has shown a talent for, how could it be anything else, taijutsu and nintaijutsu, focusing especially on the offensive. This goes well with his aggressive nature and he is known to be able to take down opponents in a matter of seconds, although his defense is less than average. Despite attempts to convince him, his resilience has proven that fruitless. Then again, the boy has always been a prodigy and nobody has been able to prove that the boy might need a defense as well. This has affected his personality in a more or less negative way, although that is open to interpretation. The boy is somewhat- no, very arrogant, and while he wouldn't boast about his skills, he is fully aware of his status as a prodigy. This has given him the idea that he is above everyone else, and he has remained to keep this idea as he's been unhindered by anyone who could prove him wrong.
Watashi wa Kami - in his eyes, he is God.
【History】
Pre Hamajō Confederation Yamato's childhood years were essentially a calmth before the storm. He spent his first four years as most children his age did - calmly in the arms of his mother, and playing outside. Then at the age of four, his father decided that it was time for him to become ready. Determined to make the clan greater than it already was, he hired a teacher who was to teach Yamato the basics about being a shinobi. No, he didn't learn any techniques, but learnt the mental side of shinobi's, namely rules, history and things you needed to know. This affected his school career indirectly as he had more background knowledge than most when he entered base school. During his time at base school he still had interest in making friends and preferred to learn techniques, practice taijutsu or throwing and fighting with kunai and shuriken. He often sparred with others, showing of his tenacious and aggressive nature in these matches. He often ended up fighting kids that were bigger and older, beginning to make a name for himself. He became a genin at the age of 12 like most others and went on to attend the high school to become a chunin. In that aspect, while he was a prodigy, he was like everyone else.
During high school years he maintained a very steady level of training, to maintain his position within the clan which had grown by now. He became, more or less, the pride of his clan and family, and went unrivaled within the clan. In highschool he maintained a same degree of authority, although there were those that had problems with it, he found that he barely had any problems maintaining his position as the people that objected were often not even close to his level of mastery. Although this makes him sound like a hard ass, all he wanted was for people to more or less leave him alone. The only people he could really get along with was his own family. And even that was strenuous at times. Later, he became semi friends with Aoi, who had shown Yamato to be more capable than she let onto. Never the less they weren't ever close to friends - more so, being colleagues that enjoyed working together with each other more than if they had to work with others, the exception to that being Akio, who was Aoi's preferred companion for a long time.
As for the hatred of people with kekkei genkai, it stems from the preconceived notion that people with kekkei genkai seem to think themselves special, untouchable or even godlike, and when you pair that with historical events focusing around kekkei genkai and being mostly negative (Infinite Tsukuyomi, Hyuga clan being a prime target to other villages), it results in a hatred that is widespread among this clan, which has seen it's fair share of bad luck to do with kekkei genkai during the centuries. Besides that Yamato is of the opinion that he could beat a kekkei genkai easily through strength and a superior will to work for something.
Arrival of Hamajō Confederation During the arrival of the Hamajō Confederation Yamato played a part in the taking of the city. While he was defending the city at first, he switched sides halfway through after realizing that the Hamajō Confederation wasn't all that bad - in fact, it was better than Ayame and Fujitora. It didn't help that Fujitora was responsible for the death of his father - and in turn, the near death of his family. The Hamajō Confederation would have a larger chance to make his family important again.
He arrived on scene near the 11th corps headquarters, which was where Fujitora was holed up. Finding himself trailing mostly behind dead bodies, he soon find the source of this - Yakoul. The cat-like person had slaughtered most of the 11th corps, including Saburo and Daiki, two people that Yamato had hoped to kill for himself. Above all, it had killed Fujitora - which was a crime in the eyes of Yamato, blinded by honour. Knowing better than to take revenge by attacking Yakoul, he simply boded his time.
He got promoted within the Hamajō Confederation and is now a captain, or otherwise known as Jonin, largely in service at the Amegakure capital. However, recently he's received orders to go to the border area to investigate a compound, and meet with commander Yakoul, who'll be making further use of his services.
【Family ties】 Yamatos family was rather normal, if you keep in mind that he grew up with a family that was not only his father and mother but also included close relatives of those people. Given that his father is the clan head, he has always felt like the entire clan was his family, and not just his father and mother. As such he always felt a great drive to do well, for the honor of the clan. Furthermore the birth of his younger sister when he was 2 added to his drive as he was under the pretense that he'd get to, or even have to, teach her.
Reijo Minamoru | Father | 43 at time of passing, Konohagakure, used to be often away on bussiness, was a politician and economist, it's said he has a pair of mistresses in any city. Mika Minamoru | Mother | 47, Konohagakure, restaurant owner and mother, she is a hard worker who never complains. Atleast she likes to think that she doesn't. Rei Minamoru | Sister | 25, Konohagakure, medical shinobi. Popular girl, but unlike Yamato she finds practicing boring and she'd rather spend her time away from home with friends.
【Dreams and fears】 Yamato secretly dreams of a world where there are no kekkei genkai as this would, in his eyes, greatly reduce conflict. Furthermore he dreams of making the Minamoru clan even greater than his father did, to outdo him in something that his father was already very good at. As for fears, Yamato fears causing death and dishonor to the clan, which goes without saying. Besides that he also fears losing respect from the clan and, to a lesser degree, to other shinobi of the Hamajō Confederation.
Combat reports. Gathered from evaluation reports after missions.
【Fighting style】 Yamato's fighting style revolves entirely around the attack, offensiveness and taking down an opponent with hard hitting blows. Defense is almost nonexistant in his style, as he barely needs it. He is extremely resilient, as mentioned before, and as such he can take a lot of hits of any kind without showing signs of pain. Besides that, he is also someone who never, ever gives up. As such he will keep getting up even if he knows he cannot win - an admirable trait to some and a sign of stupidity to others. Another aspect of his style is courage, in the form of never being frightened. He is going to be the first to jump into battle and he's going to do so with an aggression bound to shake hearts and silence voices.
【Custom made techniques】 Jutsu name: Minamoru-shi: Nokori Onaji (Minamoru Clan: Remain the Same, 残り同じ) Rank: S Range: N/A Description: This technique is, more or less, what constitutes Minamoru's hiden. It was created by Yamato due to his reckless nature and desire to enter the fray as the first one in - which was a negative thing before. Now, that turns into a good thing. The technique utilizes a very very small amount of chakra, which gathes in a 'pool' of chakra within the user. In general, there's never been a time where the chakra gets used up so quickly in usage of the technique that it completely empties out.
This passive ability consumes chakra at a very slow rate constantly, even when not in combat. Luckily Yamato's chakra pool is large enough to sustain it. This ability works through getting hurt - as strange as it may sounds - converting damage done to the user and turning it into raw power. In effect, that means that 'more damage input = more damage output' in simple terms. Muscles are stimulated by the damage, as well as the psychological will to fight on. This allows Yamato to press on past his normal limits - which were already extraordinarily high - and keep fighting even with broken bones, torn muscles or large gaping wounds. The drawbacks to this are, ofcourse, that he's going to be less accurate and skillfull, but more powerful. In short attacks will be more powerful but he'll have a harder time hitting, ofcourse that depends largely on the type of wounds too.
That's not to say that he heals them instantly - if he receives a mortal wound, he'll die pretty much if he doesn't receive treatment regardless of the jutsu. But receiving wounds does make him stronger, both in how he feels and how he actually is. It doesn't make him less mortal - but he sees him self as a God. Would he believe he's still mortal?
Jutsu name: Minamoru-shi: Chakurabāsuto (Minamoru Clan: Chakra Burst, チャクラバースト) Rank: A Range: 5m-10m Description: Releasing one fourth of the chakra stored in his pool for the Nokori Onaji technique, he releases a pure burst of chakra out of his entire body, causing a shockwave of chakra. This shockwave can extend between 5m and 10m, dependant on how large his pool currently is. The shockwave is powerful enough to send shinobi that don't hold themselves down on the ground flying, sending lightweights (80<kg.) flying atleast 20 meters at high speed, and sending heavyweights (80>kg.) stumbling out of the shockwave area. Objects are sent flying away too, such as kunai, leaves and other random items in the area.
The jutsu isn't incredibly damaging on it's own, dependant on objects in the area. For instance, in an empty dirt field, there'll be no objects to send flying, and no objects for the enemy to crash into. So, damage will be reduced to perhaps some light scraping from scraping on the ground.
In a forest, or a densely built in city, the damage will be more extensive, given that the enemy might fly into trees, rocks, buildings, roadsigns, etcetera.
Jutsu name: Katon: Great Fire Fists Rank: A Range: Close Description: The technique begins by creating a short series of seals ended by a Tiger seal - although since this is Yamato's signature move, he has perfected it to the point where he doesn't need to form the seals any longer. After this the user flicks his wrists and they are set ablaze. Not yet taking a shape the user must focus the chakra around this area for a short period, in the case of Yamato a second or two. After this is done the fire becomes hotter, akin to a bunsenburner in heat, and the fire will take the color blue as a result. The resulting heat is enough to roast skin even if it's not touching the fire, and enough to severely burn anyone that gets in direct contact with the flames, enough to cause third degree (yes, that hot) burns when you get directly hit by a punch of this technique. Anyone standing nearby Yamato will feel the heat emenating off of the boy, whether they are friend or foe, before he leaps into the battle. The fire takes the shape of a lions head, akin to the two guarding lions that stand outside most wealthy places or places of public interest.
Jutsu name: Katon: Great Fire Extraction Rank: A Range: Close Description: Yaoku's Revenge sets the user ablaze for a short time, appearing to others as an explosion. In reality it works as a distraction, while the user cocks his hand back which is then lit ablaze. The single hand will be heated up so much, that it overpowers even the Fists of a Tiger technique, heating up to the extent where it will be able to melt both skin, muscle and bone. The intensity of the technique requires so much chakra that it is pretty much useable only thrice. After the required heat is reached, a matter of seconds for Yamato, the user lunges forwards through the explosion he caused himself and launched his fist into the enemy, melting skin first, then fat and muscle, and finally bone before the hand cools down. If used effectively, and the hit connects, it will be a tremendous attack able to incapacitate or kill most enemies. But it requires accuracy, something that is often lacking when an enemy is moving around, and also because the explosion caused by Yamato would obscure his vision. Besides that, the attack leaves him rather exhausted, so that he'd have to retreat from the fight, something that Yamato could obviously never do. As such it's likely for him to overexert himself after using this technique.
Jutsu name: Katon: Great Fire Bind Rank: B Range: 10 meter in front of Yamato Description: To be used in conjuction with the Great Fire Extraction technique, but useable on it's own too. This technique is not neccesarily a fighting technique, the sole technique in Yamato's arsenal that isn't focussed 100% on the offense. However it is used as a runner up to a very offensive move. After forming a boar and tiger seal, the user holds the tiger seal while a set of 2 fiery hands emerge from his back, quickly coming out at a rapid speed. These hands will head for the enemy almost instinctively, and grab the enemy by the arm. Once grabbed it will be virtually impossible to get out lest you have a teammate that is able to free you or you work out a genius way to break free. Because the hands are made of flames you will receive slight burning although the burns will not be harmful whatsoever, akin to a D rank fire jutsu if not less harmful. The true fear you should have.. is the follow up jutsu.
There is a slight reaction time between being grabbed and the start of the technique, around 1.5 seconds, but dodging will only end up causing the hands to chase you for a longer time. The only true escape is to get out of the 10 meter mark, but that will be hard with just 1.5 second to escape. It's possible for ninja's with above average jutsu, however. Another weakness, aside from it's length, is it's weakness to both water and earth defensive jutsu, such as the earthen walls or the water techniques that send out half an ocean. Using wind or fire against these hands is nearly useless, matter of fact it's counter productive because adding more fire to the arms will have no effect, while using wind based jutsu on them will fuel the flames, speeding them up even more. Electrical jutsu are useless, too, because electricity will go through the hands. An extraordinarily fast shinobi (read: faster than Yamato) will be able to dodge the hands initially and then attack quickly after if he times it right, because attacking Yamato and forcing him to release the tiger seal will stop the jutsu. However, if Yamato moves but still holds the seal, the jutsu will continue.
The time it takes to form the hands and attempt to grab the opponent is all within 1 post, but the actual act of grabbing depends on it being dodged/ran away from, and as such can only happen in the 2nd post.
Jutsu name: Fuuton: Greater Fire Fists Rank: C Range: N/A. Description: Technically not a technique on it's own, but still classified as one, the user will not have to form any seals, instead he simply has to augment fuuton chakra in his fists and release it into his fists of the Fire Fist jutsu. Due to Fuuton acting as 'fuel' (fuel for fire is oxygen, a source and burnable material) the fire will begin to burn even hotter, turning the fire blue and causing the area it's used in to appear 'darker' or closer to nightfall. This is due to the bright source of light making the environments appear darker than they really are simply because of the contrast or difference in lightsources. Even on a blue sky, clear lit day it will appear as if it were 00:00 midnight. The fists of the Fire-tiger will burn so hot, the radius at which the heat can be felt greatly expands and even those standing close to Yamato during the usage of this will feel uncomfortably warm, and if they stay near long enough, might begin getting a serious sunburn. The main effect also increases, still holding onto the 3rd degree burns upon connecting a hit, but adding in the additional fuuton element of a highly increased knockback and a cutting effect, too. You will go flying most definetely when you get hit by this augmented technique, sending lighter opponents up to 100m away and heavy, fat opponents at a weight of 200kg about 30 meters. Furthermore, there will be slight cuts, as if you got hit by 20 kunai at once. Ofcourse, that's all superficial wounds - nothing life threatening, but definetely painful. Like most nintaijutsu, this is extemely destructive, but exerting at the same time.
There is no real weakness to this technique, as it's not really a technique to begin with but more so an augmentation or reinforcement of another. As such, weaknesses of the Fists of the Tiger still exist, such as suiton jutsu or defensive doton jutsu. Even so, the usage of this extra fuuton jutsu will allow the user to simply brute-force his way past many of these jutsu anyway, most notably doton. Suiton will always be a problem for fire users and this technique is no exception.
Jutsu name: Katon: Great Fire Bomb Rank: B Range: 7.5m Description: This technique is a secret trump card held in high regard by the Minamoru clan. Not many outside of the clan know of it, because it's a rather rough technique on both the victim and the user. The users can begin this technique by forming the Tiger seal, after which it cannot be stopped anymore. The user envelops themself in flames, starting out akin to any other fire technique and indistinguishable at this time, looking rather harmless. However this all leads to an explosion. An explosion of the user itself into fiery death. In essence it's a fiery suicide technique that will blow up the user plus anything within 3.5m of the technique, and will damage anything up to 7.5m around the technique. The bad side? If you use this technique you die.
Jutsu name: Minamoru-shi: Jisatsu-ryō (Minamoru Clan: Suicide Charge, 自殺料) Rank: B Range: 50m. Description: Utilizing his Futoon element, the user 'boosts' his speed quickly by displacing air in front of him towards his back, to travel quicker similar to how an airplane gains lift. However, this technique isn't fast enough to create lift and neither is Yamato shaped in order to create lift.. However, this will give him speed. Using this speed the use pummels himself into the enemy ranks, most likely a larger group of enemies. The head on charge manifests itself into simply crashing into the enemies with limbs extended, punching left and right to get as many hits in as possible. Defense is NOT a part of Yamato's vocabulary.
This can be easily protected against by, say, creating an obstacle like a doton-sphere to protect yourself/you friends (if you're friendly like that.)
