Patricia's fear is because she was being picked on because Johnson's special treatment of her in the Dragonpass Encampment.
While, Maria's fear is something far different it was something she caused and something she highly regrets. And it was at nighttime too.

your character controls the 'cause' of their attacks but can you control the 'effect' to enemy minions that was not controlled by either a gm or a user?

e.g.

Acoly jumped forth and punched the thug's face as hard as he can, sending the (damn) enemy spinning in the air before landing with a bloodied face.

Npc fodder is fine to go wild on. But if I control the npcs directly then you can only describe the effect it would have. Rather than what it did.
