1) What is this group's Creed? What brings them together? Are they bloodthirsty villains? What is their goal?
2) How do they avoid attracting the attention of the Jedi?
3) How does the esteemed leader have a lightsaber when only the Jedi and Sith know how to make them?

1. I think a big part of this is up to us, the players.
2. Attracting Jedi attention (and the subsequent problems we would face) seems like a big draw for the RP at least for me
3. Any number of reasons can explain this. For one, maybe they are an ex-Jedi/Sith. There have also been cases of highly force sensitive individuals being able to construct lightsabers without the aid of the Jedi or Sith.

I'm not the DM but these are just my thoughts :)

1. They are staunch believers in the way of the Dark Side, and are unbending in their fascination and dedication to the ways and traditions of the Sith.
This dedication to the Dark Side and to their Master as well as their "group loyalty" mentality binds them together.

Aside from the Grand Master and the Inquisitor, the other cultists ages range from early twenties to late twenties.

The grand majority of the cultists were either adopted or kidnapped by the Inquisitor as children and brought to the Grand Master to be raised and trained in the ways of the Jedi and the Dark Side.

This generation of Outcasts is the first generation of the cult.
When the Inquistor destroys the Grand Master, then the second generation will be "rounded up" from across the galaxy and trained just as the first were.
The Inquisitor will then become the Grand Master, and they will then choose a new Inquisitor to replace the now vacant spot, and the cycle repeats from there.
As for their purpose and goals, tis rather simple; scouring the Galaxy in search of both Sith and Jedi ruins and gathering artifacts and knowledge, as well as upholding the teachings of the Sith and maintaining their souls and minds to the ways of the Dark Side, and of course gathering and converting young children and teenagers and guiding then down the path of Darkness, so that they may become masters and phrophets of the Dark Side.

2.Thus far The Outcasts have managed to avoid Jedi discovery and persecution due to the fact that they have predominantly remained secluded within the Outer Rim and the uncharted regions of the Galaxy.
This however, is soon to change.

3.The leader of The Outcasts is actually a former Jedi Knight, who has been presumed dead by the Jedi Order for nigh on 25 years now.
Highly skilled and trained in all aspects of the Jedi's arts and knowledge, he has retained this information for decades now and taught it all to his first generation students.
This includes manipulation of the Force and the construction of a lightsaber.

I thought they weren't strictly Sith and more of just Dark Jedi?

Exactly, they are in fact just Dark Jedi.

But you see, the Sith lineage and history are idolized by The Outcasts.

The Outcasts more or less borderline worship the Sith traditions, lineage, and philosophies, and follow them fanatically.

For lack of a batter analogy, The Outcasts "want to be just like the Sith when they grow up, and, even though they will never truly be Sith Lords, and only Dark Jedi, they still idolize the Sith and their mastery over the Dark Side".

All of the current generation Outcasts were either kidnapped from their parents or adopted from orphanages or foster care by the Inquisitor.

Most of them were either new borns or at the oldest were around 5 or 6 years old.

I like this idea. I like this idea alot. It kind of reminds me of a cooler version of the Marka Ragnos cult from Jedi Academy. But I have a thought about their take on the Sith. What if, in the manner of man actual cults, they consid ed the Sith to "have it all wrong" and to be blinded about the truth of the ancient Sith Lords by politics and shortsightedness? This being a part of their philosophy is a great reason for them to A) not be truly "Sith-y" and B) to be angry at those blasphemers and so not want to be associated with them or their name.

I think that's a good thing to consider because if they do Idolize the Sith, the need a good reason to not become Sith since that's what they Idolize. And a reason not to call themselves some goofy name like "The True Sith".
