Because it would be what Zoe would want, and Magnus has already annoyed her enough hasn't he? They were told not to go, and Magnus is apart of her pack-so he shouldn't disobey her orders, especially when it has to do with a rival werewolf.

It's more to do with the pack hierarchy.

By technicality
Magnus is with the pack not a part of the pack

He technically shouldn't be taking any orders nor should he be quite so active with it

At least from what I gathered from the last time I watched the teen wolf show
The Druids didn't tell the pack they were the emissary
They were advice givers and such
With the main Druid helping the main character when they really needed it but did such in a way that didn't fully interfere

Magnus is trying to be more active because when he followed that way last time he watched his pack die

So.....is it more of a control issue? More of a not wanting any other character to do it because there's something important coming up? Would it be messing up a plan?

Again I'm not saying I'm going to have him go and do it just trying to fully understand the dynamics of it in such a way that I can make it make since with Magnus
Ordering him is probably going to have him doing the opposite right now

Duncan wasn't with the pack, he helped them out every so often because he wanted to-he was Scott's friend. He wasn't an emissary... because his pack had died. He hadn't chosen to be an emissary for Scott.

Just a friend.

It's not an issue about control, it's an issue about Pack, and Magnus is apart of the pack.

Not to mention, it is an issue with Callies coven-Leo may be her right hand in it, but she is still the coven leader. She doesn't want Leo to go into any danger, and she wants to see the site herself, with him first, after Zoe allows them to. Why? Out of respect for Zoe, but also because she wants to see Leo's first impression as well as her own.

From my understand of Druids and packs is that Druids become a part of the pack, simple as that,
