My CS submission does not count towards the two CSes I'm waiting on. I am dropping my character in here in the case anyone wants to build character relations. He already has a roommate (actual player) for his apartment, but the more the merrier. Whatever helps make the rent cheaper.

Character Name
Bolt's real name is Carrot, the name given to him by Cabbage Patch his Mama. Because he thinks the name is stupid, he nicknamed himself "Bolt" after the lightning tattoos on his arms. Nobody knows his true name for it's a closely-guarded secret. Only his family is allowed to call him "Carrot." He is often nicknamed: Carrot Top, Farm Boy, or Bumpkin.
Bolt’s most iconic trait is his hair. He has thick long hair that he keeps tied behind his head in a hair tie. Not only is his hair wild, it is orange, which is why he was named Carrot as a child by Mama Patch and why he is often nicknamed Carrot Top. On top of his head is Carrot’s lucky cap to include the symbol of a Carrot on the front. He always wears it except when he decides to get serious. He wears a blue denim jacket over a white tank top, and he wears faded-black denim jeans. A pair of black and silver suspenders hold up his pants even though his pants still pool over his Timberland-style work boots. Down his left and right arms are the black lightning tattoos that he has coined the name “Bolt” from. Beneath his layer of clothes, Carrot’s solid build is well-hidden. His always smiling and boyish mannerisms make him an easily underestimated character. However, when Bolt decides to remove his hat and jacket and throw-down. His enemies are often surprised to see his buff working man’s build. Bolt's aura when he's charged up is Orange.
Personality
Bolt is your typical Southern boy. He is quite the bumpkin, but as much as he seems simple, he’s actually smart. His personality is somewhat deceptive. It is easy to treat Bolt like a simpleton or a joke, but the boy’s actually as smart as a whip. He can always be expected to crack a joke in an unsettling situation or brighten anyone’s day with laughter. While he rarely seems serious, Bolt does know when to put all jokes and antics aside. He is a gentleman—always saying “Please” and “Thank you.” He doesn’t like when others are picked on or when women are assaulted in his presence.
Bolt doesn’t like being called “Carrot” by anyone but his family members. They’re the only ones allowed to call him that and so if someone insists on using it, they’re going to get a fight. As nice as Bolt is, he isn’t afraid to punch someone deserving in the face. He loves his family with all of his heart and especially Mama Patch’s southern cooking.
As a fighter…well…Bolt can be rather special. He might run away from battle and frustrate his opponents. It’s difficult to say if he’s really a coward or has some sort of a plan. However, when the boy is serious, he can be pretty frightening. A good sign that Bolt is serious is when he throws off his hat and jacket.
Background
Carrot was born to Bean and Cabbage Patch on a farm in the grassland west of East Capital. Because of the distance and the amount of hands needed to run the farm, Carrot was home schooled by his father Bean...like the rest of his siblings who were born after him: Potato, Tomato, Lettuce, Bean Jr., Cauliflour—Carrot has lost count. He has a very productive family. Regardless, Daddy Patch preferred to raise his children himself. For you see, Daddy Patch was once upon a time a soldier in a certain army, and has since retired but that’s a story for another day.
Carrot’s relationship with his father is one mostly of pure respect and a dash of love. While Cabbage was the one to coddle her children, Bean was not. When Carrot wasn’t studying, his father was putting him through rigorous training. Carrot had to run—a lot. He felt that he ran more than any all-star athlete has ever had to. Sometimes he even had to run from Bean. Bean’s paranoia was having him prepare his children for whatever would one day come their way. Carrot never quite learned what that was, but his father’s training has since paid off. Carrot grew up to be a strong and disciplined boy. At ten-years-old, he was able to lift the family cow with one hand and hand-pull a cart overloaded with staples to East Capital.
With the Patch family becoming more and more productive, the Patch home was running out of space and Carrot was getting too old. Once he turned eighteen-years-old, Bean kicked Carrot out of the house and told him to find a job so that he can help him and his mother out. Carrot was free, and he wanted to get outside his father’s cross-hairs. He got an apartment in Central Capital and a job as a construction worker.

Bob & Weave
Bolt demonstrates his superhuman reflexes and agility with his technique Bob & Weave. He can just about dodge nearly anything thrown at him with this technique, sacrificing his offensive opportunities for a defensive strategy. While the technique is mostly designed to dodge punches, kicks and certain ki attacks aimed above his hips are also avoidable. The action of Bob & Weave requires Bolt to remain stationary. He then will lean in whatever direction necessary to dodge the intended assault.
Just as awareness for anyone still doing a sheet, I would like a sparring partner so feel free to be a top student at my characters fathers dojo. Whether as a rival or friend, whatever really I have no preference. Feel free to just post something or if you don't feel comfortable doing that PM me.
This is a summary of the first saga of the game. Players can sandbox and will be able to see this plot gradually unfold as they play.
Mayor Nicholas Budds is the newly elected mayor of Central Capital (refer to the map). As he promised during his election, Mayor Budds said he would clean up the crime that has been increasing in the city. His solution to the problem was to subjugate the entire city under an army of robots known as “Budd Bots” or “Budds” among the citizens. These Budds are programmed to arrest anybody who their scanners recognize to be a threat. Their scanners aren’t perfect. A citizen holding a knife at a restaurant could be scanned and arrested for wielding a violent weapon. A citizen speeding through the streets in their vehicle could be arrested for not only reckless driving but endangering the lives of citizens. A mother spanking her child could be arrested for child abuse. The citizens of Central Capital go about their day in fear, afraid to even speak for fear of saying something that might be deemed a threat. As citizens start to go missing and become replaced by robots, our heroes grow suspicious of a fouler plot.
Writers can create common locations, whether they be movie theaters, restaurants, cafes, bars, fight clubs, etc. Whatever location a writer creates will be listed here for all writers to refer to. These locations will be able to be visited and appreciated by all characters. PM the GM once you create an establishment or place. I won't always see that you've done it.
Writers can create NPCs that are either well-known owners or workers of the locations listed above, or a face characters may commonly see around the city. The NPCs of writers will be listed here. PM the GM if you want to add a NPC to this list.

He has never revealed his true capabilities to anyone, not even Tiberius. He only ever entered the World Martial Arts tournament once and was victorious. He stands at 6'0" and 200lbs and his demeanour is much like his appearance. He is a very stern, to the point sort of person and doesn't care for childish antics. (NPC by @Sudkurve)
Dragon Fist Dojo - Located in Parsley City, the dojo features a World Tournament regulation arena behind it's main building. In addition to being a dojo it is also where Tiberius and Ulysses call home. Writers are free to explore Dragon World and make what they want of it. Just don't forget to inform the GM of any locations you discover. These are locations that you think other players would use. You can create drama for yourselves, but don't try to destroy the world or do anything that would summon a legion of cops or the army. Leave that sort of drama to the GM as the GM uncovers the plot.
Street Gangs, Mafias, Store Owners, NPCs other players may run into, etc. are people worth adding to the "Notable Characters" list.
Font Color Discipline Again, do not use neon or somber colors. We want to be able to comfortably read your work, so don't do it.
No Large Pics If you want to use pics to jazz-up your posts, large pictures that take up the screen are not permitted. They look very bad and they don't make your posts look better. Shrink them, link them, or hide them.
No OOC in the IC No OOC chatter in the IC. We have an OOC for a reason. Keep your fourth-wall dialog out of the IC. Thank you.
Police Each Other If you see a player violating these rules, please inform them that they are doing so. If they blow you off, then tell me. I'll deal with it. That's what I'm here for. My purpose is to make sure this game moves and is enjoyable for the players. I get rid of drama queens in a heartbeat. Also be sure to let me know if we have some "Bad Ass vs The World" types of writers. You'll know them when you see them. They are obvious, and I will get rid of them.
You can design this however you want as long as we understand this basic information. Name Your character's name Race Your character's race. Example: Human/Cyborg or just Human if there is no sub-race attached. Power Level Your character's Power Level. When you learn Hide Ki, then you will hide this. When you learn False Power Level, then you can put whatever misleading power level here. Location Where in the world is your character? Be specific down to the building they are in or if they are on the street of whatever city. Tagging Who is your character talking to or even thinking about. You use the @Mention here.

As we are in Central City you probably wont need these in the post above but either way, i've typed them out just in case they are ever needed in the future.

Written Appearance Finn wears very basic clothing that is common for humans who live in the big cities and he likes to blend in. His clothing is a sky blue hoodie and navy blue sweat pants. His hair is golden blonde and his eyes are sea blue.
Personality Finn is very dualistic when it comes to his personality. There is his social side when he is interacting with others and his friends and is happy and a loyal friend. And then there's his vigilante side where he is serious and determined in carrying out his hero work. He tries very hard to keep his powers and hero work a secret from others. Although his powers are weird, Finn isn't afraid of them and tries to control them and develop them.
Background Finn was born like any other normal human being and he never showed really any potential for Ki power. He lived in South Capitol and went to school and made friends like any ordinary child. This all changed when he turned ten and his mutant powers manifested. Unlike the abilities granted to martial artists through Ki, Finn's powers derived from his mutated biology.
His powers was the ability to create and manipulate bubblegum for various effects. It was a strange ability, but Finn didn't take long to gain some understanding of his abilities and he kept them a secret since he didn't feel like having to constantly explain them.
He never really thought about using his powers for hero work until one of his friends was beat up badly and had his money stolen. Finn managed to track down the thief and take him down. After this Finn decided to try out fighting crime and despite his young age, he kept very careful with handling small time crime.
At the moment Finn is still in school and trying to balance his life as a hero and life as student.

Techniques Bubblegum Blast: Finn shoots a jet bubblegum goo that hits strong concussive force and is very adhesive and sticks to objects. It is mainly used as a way to stun and trap enemies under the goo.

Cello is a very toned Namekian, physically fit as any Warrior Clan Namekian would be. Like many Namekian, he carries their usual appearance with the exception of being a darker shade of green around his head and chest area. Cello does not own other pieces of clothing beyond his training gi and a robe passed down to him from his former mentor. He constantly wears the hood to avoid unwanted attention in his mind despite the fact his arms are showing.
Personality
A very atypical main character, Cello is headstrong, crude, impulsive, violent, arrogant, and very aggressive (a stark contrast to his younger brother, Fiddle), this leads to people viewing him as more of an anti-hero type of person and sometimes even a villain. Having an attitude reminiscent of a teenage delinquent who causes a lot of trouble. He will throw himself into battle at first opportunity regardless of who is in his way. He hates being insulted and will attack any who offends him. Cello is frequently described as morally ambiguous. A frequent issue he has to deal with is the dark aspects of himself and how they negatively effect his life. He is brutal and bloodthirsty, smiling eerily when finding himself in the middle of a battle where he enjoys proving his power to other's by physically beating them. He has displayed no issue with killing people. His personality reflects his fighting style: mercilessly assaulting the opponent and having no regard for nearby objects, merely destroying them with his power and skill. Despite this, he's very talented at fighting. He has also shown to become extremely exited at the prospect of fighting someone with a great level of skill often becoming reckless in the heat of a battle with someone who's skills appear to match his own. He is incredibly persistent, even when he realizes that the opponent is much stronger than he is he will continue to attack the target, with everything he has.
Cello has displayed a softer side around his brother. Fiddle is a very good role model for Cello and has shown to positively influence Cello and his actions. However Cello's love for him has shown to have a dangerous affect on him and his personality. His already prominent anger issues intensify when Fiddle's well-being is threatened. Becoming a violent, psychopathic avenger upon learning of his beating by a gang of racists. Cello flew into a unquenchable rage and become solely, obsessively focused on killing them.

Other moves or technique slots can be purchased in the Power Level Shop (to be posted). If you are role playing a sub-race, then spells (one spell not two spells in one. One spell), mutant ability (you can only pick one and then you must forever stay within that theme. One ability not two abilities in one. One ability.), upgrades, etc. would go here. Everyone starts off with ONE. You will have to earn more.
Could the Male Saiyan slot still be apped over? Curious, as I might try for it. I'm a long time veteran of Dragonball Z and related content/games/roleplays, and might try and swoop in and nab that Saiyan Slot.
@Holy Soldier I have an idea for a character. Who is it that is getting the Top Saiyan slot? I'm not making a Saiyan, but I was planning on making my character potentially linked to them.
