Basically, the idea is that Nazi Germany has technology one hundred years in advance of the rest of the world, and Lovecraftian Occult power. It has energy weapons and we're basically cavemen in comparison. The setting is based in The United States, and we're in the most powerful bastion of resistance against the Nazi occupation in the world. A random omnipotent being has given each player some kind of uniqueness, usually some kind of power, competency or strength that is based on fictional people in comics, video games, books, movies, etcetera.
For example, I'm planning on having someone with the power of a god from a D20 setting. Maybe Takhisis from Dragon Lance, or Rovagug from Pathfinder, or maybe even Mystra from the Forgotten Realms. "Lesser" gods, like Zeus, Ra, Odin, etcetera, and non omnipotents are allowable to have, as well as characters like Alpha Level Mutants. (Storm, Apocalypse) Jedi and Sith like Mace Windu, Palpatine, Darth Vitiate, etcetera.
