Essentially, I had a "Hacker" in mind, who was arrested, and instead of going to prison, was sent Daedalus Corp under the pretenses of "community service". But, then one thing leads to another and she is now theirs. If I crank it out in the next couple of days then great, if not, no biggie. I still like my original concept :)
Okay. Here we go, round 1 of CS reviews coming up. Apologies if I come off as harsh - I've got a bunch to do, so I'm only really hitting the areas that might want a tune up. If I don't mention it, chances are high that I liked it.
@MissCapnCrunch A very unique idea! Clockpunk has always been a favorite aesthetic of mine. I have three main notes that you may wish to address - the first being that her appearance doesn't seem to match with her nature as a clockwork girl recreated from a mangled body, unless Daedalus did an absurdly good job fixing her up to be normal. Second, her powers could be massively improved, if you wanted; this is, though a dark one, something of a superhuman RP, and I am worried that Charlize might be left without much to do if her only enhancements are 'permanent homeostasis'. Finally, her backstory at the moment reads a little more 'magical' than sci-fi, in that it seems like her father's efforts to rebuild her with random garbage actually had some effect, which is a stretch even by the incredibly stretchy sci-fi rules we've made here. An option you could consider is having her father actually have been a Daedalus Corp employee, which would explain not only how she passed into their possession but also how / why / if his attempt had any success. Something to consider.
@TheGrundlesnart The Dog! I really like how you played with the CS format to make it seem more like a document. Don't really have any specific notes, so, well done.
@Ever Alice is interesting - definitely an especially dark character. I think the CS could benefit from a bit more specific detail about her modifications as well as the experiences she's had growing up - she's come very far from the five year old that was stolen, so seeing some events from her life since then that lead to her development might be interesting.
@Hellion I only have one real note about Sam, which is that I'm not entirely sure what her powers can do - is 'manipulating tattoos' purely affecting the way they look, or something more? If the former, you could certainly put a bit more juice into it, if you want - your choice, of course.
@GingerBoi123 Gotta love a good cyber-soldier. The Ronin is great - I think he'd do well as a contrast to the other characters and work with the 'revenge' narrative well. My only note is that he seems very rooted in the trope of cyberpunk style soldier, and while there's nothing wrong with that I think he could benefit from some specific backstory elements or personality traits to set him apart as 'unique' (the 'favorite thing to do' is a good opportunity for this - the question is on the sheet because it can make characters feel more 'alive', if that makes sense).

Backstory Subject 825 was homeless and residing in the Philadelphia area with his twin brother, Evan Wharton, when first identified by Daedalus agents. Both twins were identified as having high latent psionic potential, and a capture team was deployed. While the capture team succeeded in incapacitating Subject 825, his twin managed to evade capture.
Due to his high psionic potential, Evan Wharton is marked as a high-value target. He has evaded multiple capture attempts, and his current whereabouts are unknown. Subject 825 has proven unwilling to divulge any information regarding his brother's possible location.
This interview was conducted three days after initial capture. Subject 825 is marked with S, and the interviewer is marked with I.
I: Hello, Jared.
Subject does not respond.
I: I need you to cooperate with me, Jared. We're not going to get anywhere otherwise.
S: How do you know my name? Who the hell are you people, anyways? CIA? KGB?
I: That's not important.
S: Not- not important? I think it's pretty fucking important, considering you fucking kidnapped me!
I: I'm not here to talk about us. I'm here to talk about you.
S: Why would I tell you anything?
I: I just want to know a few things about you. I'm trying to be nice here, Jared. If you won't tell me, then I'll have no choice but to make you to talk.

I: We're worried about your brother, Jared.

I: You don't get it, do you? You both have so much potential, so much power! We saved you! And we could save him, too, but you'd rather see him die on the streets! The psionic power in your brain...you have no idea what you are capable of!
Security staff enter the room, and pull the interviewer away from Subject 825.
SECURITY: Doctor, that's enough!
I: Alright...I'm sorry, I got out of hand. But this isn't over.
The interview is ended. Subject 825 is escorted back to his cell.
Personality Subject 825 is generally outgoing, and tries to make connections with other subjects. He tends to use humor as a means of dealing with his problems. He often shows disdain for Daedalus personnel, but is generally compliant with orders, most of the time.

Misson Statement
After the discovery of psionics in the year [REDACTED], Project TEMPLAR was created with the goal of researching psionic phenomena. The three main objectives of Project TEMPLAR are:
1. Understand the nature and root causes of psionic phenomena. 2. Identify individuals with high latent psionic potential. 3. Discover means of utilizing psionic abilities.
What are Psionics?
The true nature of psionics is shrouded in mystery. It is believed that almost all living beings possess psionics in small amounts. 'Psionic energy', the mysterious force behind psionics, is found in the brains of humans and other animals. It is unclear what purpose, if any, psionics plays into the function of the brain. Some theorize that psionic energy is necessary for higher brain function, but there is currently no way to test this hypothesis. The amount of psionic energy that most humans produce is so miniscule, it is nearly impossible to detect.
However, there are exceptions. Certain individuals have been found with an abnormally high amount of psionic energy. The root cause of high psionic potential is believed to be genetic. A notable case is Subject 825 and his fraternal twin brother, who both have high latent psionic potential. Another notable case, and the first time the Daedalus Corporation encountered psionics, is the case of [REDACTED]. [REDACTED], a rural village in England, was discovered to have an abnormally high level of high-potential psionics among its population. While Subject 825's biological parents have not been discovered, one theory is that they originated from [REDACTED], and tests of Subject 825's DNA seems to prove this hypothesis.
After years of research, Project TEMPLAR scientists have developed a cybernetic network that has succeeded in interfacing with a subject's brain, and allowing them to actively control their psionic energy. While abilities differ between individuals, telekinesis is a common ability. Our most recent subject, 825, has had wires installed that run to his hands, allowing him to project pure psionic energy from them.
Subject 825 has a very high level of psionic potential. A grid of wires and microchips has been surgically implanted into his brain and skull, along with wires flowing to his hands, to allow for use of psionic abilities.
To prevent incidents, Subject 825 must wear earphones when outside of his cell, and not in testing. These earphones constantly play a high-pitched buzzing sound that prevents Subject 825 from focusing long enough to use his abilities.
Modifications Subject 825 has had implants installed that allow him to access his latent psionic abilities. This has given him: -Telekinesis. He is capable of lifting objects several times his body weight, and throwing them. -The ability to shoot pure psionic energy from his hands. This can take several forms, from a focused, laser-like beam, to a flamethrower-like spray, to a broad 'wave' attack. When focused and powerful enough, these attacks can melt through metal, break bone, and burn flesh.
During testing, Subject 825 should be allowed to rest after significant use of his powers. Extensive use will cause migraines, and it is believed that severe overuse will lead to strokes.
Talents Having spent several years on the streets, Subject 825 has experience with survival techniques, and some knowledge of hand-to-hand combat. However, his formal education is near a middle school level.

Subject was raised in a suburban environment in a traditional nuclear family setting. Subject was the youngest of four siblings, and reports suggest the parenting style was 'hands off' as both parents worked (See Appendix 872 for detailed family history). The children were expected to contribute to household chores and perform well academically, although undue pressure was not applied. Teachers describe subject in childhood as being independent and keen to try new things. Subject engaged in numerous hobbies, focusing on several outdoor pursuits such as fell walking, rock climbing, and bird watching. Subject enjoyed biology in school, and indicated an interest in entering the field of conservation science after graduating college, possibly ornithology. Subject also was greatly interested in music.
Subject was recommended for the 'Daedalus Scheme for Gifted Youth' at the age of sixteen by his manager at work. This scheme was a front for PROJECT ELEPHANT recruitment, and promised professional mentoring alongside money for college. Following recruitment, Subject's family received mind alteration therapy, and a story painting the subject as having being involved in a motor vehicle accident was spread.
Subject 8712 shows high level of social awareness, and is highly interested in other people. From the beginning of the interview, subject's outward demanour did not indicate discomfort or anxiety. Reports from staff state that subject engages with others to a high degree during recreational time, particularly those who appear unwillingly isolated.
Subject seems to have a concerning level of curiosity, and will frequently enquire about things that Deadalus staff would rather remain confidential. Staff are encouraged to ensure that subject is supervised in order to maintain security. Fortunately, the subject appears to have developed an interest in programming by television personality 'Gordan Ramsay', and spends a large portion of his rec time when not socialising watching reality style television. Staff should encourage this behaviour, as it does not seem to be harmful, and reduces risk posed by subject's observational skills.
Intake reports indicate that subject was previously highly creative and engaged in numerous activities. Subject still expresses interest in these activities, however this has been fleeting at best. In interview, subject still appears to posses a high degree of creative thought, however, this is clearly no longer expressed to the degree it once was.
Subject may often seem unfocused and disorganised. Despite keen observational skills and curiosity, subject has difficulty maintaining concentration for extended periods of time. Subject reports feelings of tension in regards to the highly structured regimen maintained at this facility and the levels of organisation enforced. Emotional regulation appears to be an area the subject struggles with significantly - whilst no such events occurred during the interview, staff have reported extreme emotional outbursts such as episodes of tearfullness, panic, and anger towards staff and self. Subject expresses guilt and remorse following these episodes, and appears to want to gain better control over them. It is unclear at this time whether this is related to PROJECT ELEPHANT, although it appears this is likely the case.

11/03/2014 - Subject A entered status epilepticus following the Enchanced Neo-Cortex - Stem integration procedure. Upon failure of benzodiazepine therapy, barbiturates were administered. Familiarity with the target appears to increase the accuracy of this 'telepathy', and a large amount of it appears to be based on microexpressional inference combined with the subject's emphatic sensing and processing. The subject does not appear to be able to apply the skill on retroactive targets.
Subject has demonstrated skill in a remarkable variety of activities. Upon intake, interests ranging from piano to sports, and self identifying as a 'twitcher' [NOTE - TWITCHER. NOUN. COLLOQUIAL TERM FOR SOMEONE WHO WATCHES BIRDS]. This is unsurprising, given that subjects for Project Elephant were deliberately selected from a pool of psycologically stable high achievers.
Following the pliability priming phase of project elephant, subject has expressed little interest in engaging in most of these activities. It is unclear whether the subject retains these cultivated abilities following neurological alteration.

No worries, I realized that it was a bit convoluted. Essentially, I like to think of her tattoos as "coming alive" in a sense, but the ink itself acts almost like Venoms tentacles, whereas they can lash out and attack. The tattoos can also act as sort of shield, hardening and mitigating damage in the affected areas.
Whelp, I'm just gonna go ahead and pretend our CSs aren't really similar... I would change mine, but I spent to long working on the damn thing to redo my whole concept =/

@NorthernKraken No problem! I actually had a similar reaction earlier on- I had an idea for a character, then when I looked, someone had made a character with a very similar idea, and I had to go back to the drawing board.
It was a character that used nanomachines to create weapons and armor. I decided that it was too similar to @TheGrundlesnart's character, in that he would have nearly the same abilities, but with nanomachines instead of biomass.

Backstory Olivia never really knew her father, with as much time as he spent at the office doing whatever scientists do, the only real time he spent at home he spent watching old black and white horror movies. Her father always had a fascination with Dracula and other vampire themed creatures. When asked about it, he would always try to explain himself as if there were some way that the fictional creatures could benefit society, if only they were real for study.
Olivia herself hated horror in any form, and was very content to sit in her room and pretend to hate her father while perhaps being a bit too active on the internet. She had no real idea who her father really was or what he did at his job but as far as she was concerned it had nothing to do with her. Then again, based on recent events it was about to have a whole lot to do with her.
Joseph Hare was a lot more than just a scientist, though much of his job even he barely understood. What he did understand was that his unnatural obsession with recreating vampires, and his considerable results with speeding up the natural healing process of the human body (especially when provided with Corporation materials) was what attracted their interest and allowed him to continue with his pet project. However not everything was as it seemed.
Apparently according to The Daedalus Corporation, Joseph's pet project was picking up a lot more results than they expected. When they spoke to Joseph about turning his project into a weapon, he did not react as favorably as they had hoped. Following multiple threats from his employer, Joseph formally resigned and returned home to his family, unaware that The Daedalus Corporation was not just about to allow any of their secrets go so easily.
Joseph never made it home though, ambushed on the road hours from home. He would later wake up back in his old office, where his former employers informed him of the passing of his wife, and his daughter's acceptance into the program, specifically to test the latest developments in the Scientist's own pet project.

Olivia never understood what really happened, all she remembered was going to sleep and waking up handcuffed to a table in a very lab-like room. She had been 17 at the time, and over the year she spent in constant pain as her body constantly rearranged itself in subtle ways due to the exposure to her father's project, she began to develop a sort of apathy for it all. Though disliking the changes to her body, in time she learned that complaining only lead to much worse than genetic experimentation, somehow.
Personality Before the whole Daedalus disaster, Olivia was a mostly antisocial girl in person, but somehow very outgoing when she is not face to face with somebody. She will always try to keep out of somebody's way, and when it comes down to it she has a soft spot for people in trouble or that need help, something that can be easily exploited.
Procedure Besides being injected with her Father's original project, (from here on referred to as "Project Ichor") Olivia was subject to a number of successful iterations of the original Project Ichor, most all involving forcing her body to adapt at a molecular level to try and balance out the many flaws displayed by the original project. Results often involved much pain, as her body gained attributes over a set of weeks at a time that otherwise should have taken hundreds of years of human evolution and careful select breeding.
Modifications
The original Project Ichor was meant to allow humans to safely consume human blood, and even possibly gain from it. This resulted in Olivia being able to consume human or animal blood that her body then strips of nutrients that would have otherwise been transported through the original subject. However the Project had it's drawbacks, drawbacks that began to accumulate as Joseph went on to add a bit more Aesthetic to his Project. Daedalus over the year, had added a few _____________
Night Vision - Subject (Referred to as Alpha) Develops a sort of natural night-vision, but as a result has an extreme aversion to bright light, and in later iterations brought on by unsuccessful attempts to tone down it down, instead worsened the condition, further spreading said aversion to include skin extremely sensitive to UV rays.
Fangs - nearly half an inch longer than the normal canine teeth of humans and considerably tougher and sharper (at this point essentially fangs) Alpha has four fangs, replacing where her original canine teeth had been. These fangs are quite obviously used to manually puncture the skin to retrieve blood. The teeth themselves are an issue however as they are larger than normal, and while Alpha is able to fully close their mouth (Closed being able to comfortably keep lips together) their newfound fangs now rest upon their other teeth, preventing her jaw from completely closing and leaving a half inch gap between her incisors.
Blood Consumption: The main issue of Project Ichor, this went through several iterations since Alpha's original exposure to Project Ichor. Currently, Alpha is able to consume the blood of nearly any animal (human included) and her body extracts the needed nutrients from the blood. However as a result of this Alpha's body has begun violently rejecting normal food, having long since lost the capability of properly digesting it.
Going for longer than half a day without blood begins causing the effects of normal hunger. After two days hunger pains set in, causing the brain to panic and send itself into overdrive and causing the production of large amounts of Epinephrine (Adrenaline) Alpha is able to resist the negative effects of this chemical for a short duration, but during this 'starving' period the body near continuously produces Adrenaline, and after a day of this Alpha is subject to heart arrhythmias, strokes, and heart attacks.
Further advancements in Project Ichor has done little other than further the starvation period, and other subjects infected with Project Ichor tended to die of strokes or heart attacks before starvation.
