Elande Slums


Size: Large tower(s) and surrounding area.
Description: An ancient city of slums that has been build and rebuilt over centuries. The houses stacked together so high that you can barely see the sky. Made of scrap metal, half rotten wood, and poor quality mortar and bricks this arena is actually quite destructible. However much is destroyed will simply be "repaired" in time by the countless slum dwellers. Many wires connect the multileveled buildings like zip lines, but it is anyone's guess as to if they will hold.

Few slum dwellers are in the arena scattered throughout the towers and area. They are a race of human like bipeds with little ability to speak. It is unlikely they will interfere in the fight, but might attack feebly if confronted.

Becoming a chunin was a feat that he was rather proud of, it was one of many steps the young shinobi would have to face in order to continue to thrive in what was left of a world. If you could even call it that. The race to modernize left some countries lush in resources while others were left to become hollow husks. Luckily for Kasumi, the smog that clung to the skies of the slums had no effect on his health. If anything, it only empowered his abilities, a crutch he could conveniently stand on. Venturing out to the outskirts of the town where there was much less scrap, Kasumi found some quiet. His hands shuffled under his robes before a white box appeared. A long white stick popped out from the open slit, his lips wrapped around the edges freeing it from its prison. A flame danced to life on his fingers after snapping, closing in on the tip of the cigarette.

A sharp inhale dragged the flame through the cigarette creating a mix of red and oranges. The sound of crackling reactions settled the boy’s nerves before letting out a smooth exhale and with it a cloud of smoke. “Well I guess some things never change.”

He had been sent to carry out a specific mission in this locale, but the longer he had staked things out the worse he realized the situation was. Firstly the place smelled terrible--and while ultimately not a huge deal, it made a difference in the long run--but more importantly...the enemy was here.

A shinobi from Amegakure was here as well and even if they weren't after the same things as Koutaku, well...they had to be dealt with. While he wanted to take them out from the shadows, it turned out that it had been quite awhile since he'd gotten to test his mettle against someone who would not then spread rumors about his capabilities. This, it appeared, was perhaps going to be one of his best and only chances to do just that.

So it was that, rather than simply get within his kill range and then throw a single well placed kunai from a blindspot, Koutaku stepped out from cover and spoke.

"Well aren't you the unlucky one," he said audibly even as he flexed his chakra subtly, keeping his distance from the shinobi and remaining roughly 15 meters away from him. While he had yet to draw any weapons, the way he moved revealed the threat that he posed. Every movement was measured, controlled, evoking a predatory grace.

Koutaku had been practicing.

Blowing arrows through smoke rings was still entertaining to this day, of course he had replaced arrows with smoke kunai and several other tools. Who said you couldn’t teach an old dog new tricks…errr that wasn’t right since he was still as green as the earth. His midnight stroll turned to smoke session had been interrupted by some passerbyer. The smoke evaporated as he shook his head turning to the voice calling out to him, “Hmm, what? Who are you?” he said finally facing the boy.

They couldn’t have been too far off in age, but their power level had yet to be seen. Clans, names, and villages had no real merit to the boy as most adolescence had quite the symptom of not caring. Before he could say anything else a sudden spike in charka could be felt emanating from the strange boy looking to pick a fight. His eyebrows creased before a sigh escaped, “Listen man, I don’t get what you want. I’m not looking for trouble or anything. Here” the shinobi said exposing a cigarette, “You smoke?”
