"What will it take to save what remains?"


Plot: In 2001, an operation known as "Dark Winter" was launched which was a real-world exercise that tested the emergency response to a bioterror attack on the United States. The simulation spiraled out of control within a few days, and predicted that a "breakdown in essential institutions," civil disorder, and massive civilian casualties. It revealed how vulnerable the United States become. Their lifestyle, security, and safety depend on a delicate and unstable economy. In 2007, a new Presidential directive was secretly signed that was put into law. This executive order, known as Directive 51, was created to respond to a national crisis such as "Dark Winter." Rumors such as sleeper cells, shadow agencies, and covert operations relating to the directive was spread. Seven years later, on November 23rd, the day known as "Black Friday," a virus began spreading through banknotes that started to spread through human skin, food and toys, causing millions of people to become infected. Some said the virus started as a bioterror attack by the terrorisms or by an enemy country. Within five days, the virus causes the United States to break down and fall apart. The first day: Hospitals reached full capacity panic had struck. Second day: Quarantine zones had been established all over America, resources became rationed, transports had gone into lockdown. Third day: international trade stopped, the oil dried up and gas stations became wastelands, and the stock market collapsed. Fourth day: The power failed, shelves became empty, and taps ran dry. By the fifth day, hunger and despair took hold, people will do anything for survival and everyone will be a potential threat. The president activated Directive 51 and the classified unit of highly trained, self-supported tactical agents known as "The Division" were in New York City to prevent society from falling and restore hope.

TL'DR Summary: In 2001, an operation was to test out how America can handle a virus but it failed. And it's proven how vulnerable America is. So, the president signed an executive called Directive 51 in case of a virus outbreak. But seven years later, another virus was hit on "Black Friday" and caused New York City to fall in five days. The first day is when hospitals are full and the panic began. The second day is when quarantine zones were made, resources became rationed and transports are on lockdown. The third day is when trade around the world stopped, oil disappeared, and the market was gone. The fourth day is that power is gone, shelves of supplies and water is gone. And the fifth day is when hunger and despair took place and drove everyone into apeshit crazy and everyone was a threat. The president activated Directive 51 and the group of agents were called "The Division" and they are here to save New York City and save society from falling.


"We've created a house of cards. Remove just one, and everything falls apart. And what's fueling this system? Money."


Quarantine Zones/Safe Zones: Quarantine Zones was established by the Mayor of New York City on the second day of the outbreak. They house anyone from citizens to soldiers within a famous landmark or a park. Soldiers will warm citizens with weapons to turn it in to them or they'll be fired on, they'll give your weapons back once you leave the zone. But they'll not fire on "The Division" agent and let them in with their weapons (if they don't cause any problems). The agents will have to speak to the commander of a Quarantine Zone for anything that they can do to help around the zone (I'll be the commander(s) of the zones).

Safe Zones are like safe houses, but they don't have a lot of room for tons of people and supplies. They are rooms within an abandoned hotel, or a room within an apartment, but the Safe Zones are all over New York City. Gangs usually makes Safe Zones their base, so watch out before entering one. But, Safe Zones have supplies useful to survival or to Quarantine Zones. Safe Zones are abandoned thought New York, they are mostly abandoned with no supplies at all. You can make a base out of a Safe Zone, if you're a "The Division" agent.

Police Stations/Hospitals/Fire Departments: Police Stations are hubs for police officers, it houses resupplies, amour, magazines, and weapons. Stations can be also raided by gangs and taken by them. In order to restore a station to the police, you must kill all of the gangs within the area of the station and must free the remaining officers. The station also contains a board with the map of New York City, warrants, missing people, quarantine zones, and important locations. You can get supplies and one weapon from the police station once you help them. Citizens can also go to the police station to ask the officers for any help, report something, or have questions. The main police hub for all police officers is 1 Police Plaza, it houses the commissioner (I'll play as the commissioner). Officers can report to him/her for anything within New York City and the commissioner will update the status of New York City. "The Division" agents can also meet with him/her for anything that they can do to help out. The 1 Police Plaza serves as a Quarantine Zone for the citizens. Police Stations can be abandoned for many reasons.

Most of the hospitals were full on the first day of the outbreak and now the hospitals are abandoned. Hospitals houses supplies and medicine that can be useful to Quarantine Zones. They also house flies on people that other hospitals need, so giving the files to them can be helpful. The one of the remain hospitals were hotels and large stores, the main important one is The W Hotel. They house the sick, nurses, doctors, soldiers, and scientists. The scientists are there to research a cure for the virus, "The Division" agents can ask the head scientist for anything that they can help (I'll play him/her as well). Their more hospitals, but they are mostly in the downtown area due to there being larger buildings.

Fire Departments are mostly abandoned due to having no running water, but they have supplies. The Fire Department's main HQ is at the Nine MetroTech Center and it has been turned into a Quarantine Zone. They can become Safe Zones and gangs can live there.

Dark Zones: They're areas where the virus took a lot of people's lives and the sick people live there took until they drop dead. You should wear a mask before entering this area, but it has the most supplies than in the Safe Zones. You can get the virus if you got shot, bleeding, or wearing no mask near a dead/infected person. The zones will house abandoned buildings, that could house supplies and even weapons. This is where you will most likely die at and gang activity is the highest within these areas.


"When everything collapses, your mission begins."


IC Rules
1) For your first post, I would love you to post what were you doing for the first five days.
2) Post around one-four paragraphs per post.
3) Post once a week, I understand everyone has a life and you'll be busy but please follow this rule.
4) If you don't tell me that you're going to busy or don't post for a week, your character will die or become a NPC.
5) Gore is allowed, but romance must be PM, hugging and kissing is fine but the rest will be PM.
6) You can try to escape New York City, but the remaining Navy and Army will shoot at you until you die (besides what's the point of leaving the fun).
7) There are no zombies in this RP, this is a virus that kills people not turn them into the undead (think of the Black Death, if you have to).
8) You're allowed to be groups of two-ten, but no more than that.
9) NPC are allowed and the NPCs are going to be citizens, gangs, officers, etc.
10) Check your grammar and spelling errors before you post.

OOC Rules:
1) Don't fight with each other on this thread, go to another thread if you want to do it.
2) Don't cry that you have died, make another character sheet and I'll most likely accept it.
3) You can go off topic and take about you day or something else.
4) If you're planning to be gone or you're leaving, tell me and we will talk about it.
5) If you break the important rules, you'll be given a warming; if you break them again, you'll be kick out of this RP.

1) You can only have one character for now, later on you might have two or more.
2) Your character's age must be reasonable, 15-50.
3) You must have something to carry all of your stuff with.
4) Your character's inventory is limited (you can't carry like five rifles within a backpack).
5) Be realize about your character's inventory and weapons.
6) On the backstory, you must tell about you character's currect area, what did they do before the outbreak,
7) No mary sues, godmoding, etc. (you know what you can do and can't do).
8) No electronic stuff (phones, laptops, etc.).

Sounds like a really cool idea. If I understand the subtle part of it, you were hinting at the fact that Division agents could recieve quests from certain people for items. But, I am only partially sure that you didn't say if regular people could do the same. Also, about how many quarantine zones will there be? Will it be a very packed place with little room or a bigger place with room to hold a large amount of people?

*Well I didn't say that, but you just gave me an idea! I'm thinking that the zones will send out scouts to get their supplies, but most of them (because they suck xD) will get lost, die, or capture by gangs. The agents will have to find them dead or alive and being back them supplies that they found.

***The zones will be different from each other in size and the people in it. Think like this: Central Park is 1.317 sq miles and is where the rich, tourisms, and the middle class had gone with some homeless people in it. While Yankee Stadium can hold up to 50,291 (and more if they make room of them), It will house the middle class, poor, and the tourisms.

Yes, you don't have to be in groups, but groups will protect your back and help accomplish the objectives/quests better and faster.

Backstory:
Conti really did want to let go of the streets but the streets didn't want to let go of Conti, born in an italo-american family, his siblings always had trouble with the law but Christian himself managed to remain relatively clean or rather he was never caught. His father was a mafia though guy involved in extortion, racket and drug trafficking, he only saw him between his stays in prison and although his father encouraged him and his 2 brothers to join the family business, introducing him to some players and offering him jobs in exchange for pocket money (The police didn't suspect 12 years old to smuggle crack), his mother, Eleanor Conti, always pushed them to have an honest job. His older sibling, Gino Conti, went on to become a gangster and the younger one went to study law. Christian himself had brawn but lacked the brains, or so they say, he wasn't dumb but struggled in the academics. When his father invited him to officially join the mafia, be introduced to the family and all that, his mother stepped in and said that 1 son was enough, he wouldn't get the others. The old man reacted by beating her for talking back and when Christian tried to stop him he received the beating of his life as well. It was soon after that Christian went with his girlfriend to live away and work a small job as cook in a McDonald's. It didn't satisfy him and after he broke with his girl he decided that it would be ironic if he joined the police. A respectable job like his mother always wanted for him. He could barely believe it when his candidature was accepted and he went to the academy.

And so he became a NYCPD officer. It wasn't long until he had run ins with his family and although he resented his older brother and father, they were still family and thus, he used his connections to keep them out of trouble, even help them out once in a while, his dedication being rewarded with cash and sometimes, info on other gangs so he could bust them and impress his boss, earning him the rank of sergeant. He did what he could to bring his family together, trying to hide the fact he was a dirty cop from his mother and trying to get his family under legality. And then, the plague stroke.

His father was one of the first to die and Conti began to struggle to keep the population under control on one side and on the other, he helped his brother now more than ever. Sending patrols down the right alleys to chase other gangs so his brother and his guys could move in right after it was cleared, warn them in case of government operations in a sector as well as smuggling contraband in city zones as to 'Keep up the moral' of the poor sods and trade for the items needed for survival, canned good being in high demand in the gangs. He spent his free time away from the police to 'Take care of his mother' and that he did, but he most certainly didn't do so legally and the police is way too busy to inquire about a guy in riot gear and gas mask tagging along with a gang.

Scavenging is a need, the dead don't need these items anymore, but taking things from those who need them is not. Kind of an asshole, styles himself gang leader after the mob boss died of the sickness and no suitable replacement was found, the italian mob was split in multiple factions but considering his father was one of the most loyal Capo of the old boss, he has a certain legitimacy. He and his gang, commonly referred to as the Napolitans, have taken control of the Plaza Hotel where they pose as just another group of people defending themselves. As of now, the police didn't want to stir up a hornet's nest and attack the place since they're pretty certain the Napolitans have a snitch in the police which would probably warn them. Plus, they've been doing well for themselves and have several police grade weapons and armor. The Napolitans also control some areas of New York, demanding money or supplies for protection from other gangs.

That is better. I love the Napolitans, could you describe more about the gang? How many people are in it, what areas do they control, was the gang set up before the plague. That stuff, if you want to. Don't put it in your CS, just post details about them. I might add them to the list of gangs once the OOC is made.

Important locations:
-Plaza Hotel, main HQ and also location of the main vault and armory. Overlooks central park and is a well known sniper nest when the Capos feel like shooting stuff.
-Weill Cornell Medical Center, the court is a 'Public charity helping those in needs in difficult times by handing out what food can be found as well as medical services', the truth however is that the place is tightly controlled as to prevent infected entrance and only serves those that are willing to be manpower for the Napolitans, the site is its largest recruitment post. Underground, the facility's incinerator's are still active day and night in an effort to burn the bodies around the place. This 'special service' makes their extortion more bearable to those forced to suffer their presence.

Units:
-Capo: Always italian american, these are the core of Conti's mob, those who were expert criminals even before everything went to shit. They are generally not all that equipped, only a suit with the Napolitan red tie and a handgun, but they know how to fight and in close, are deadly switchblade masters. They'll generally run away and let enforcers handle things however. MOST of them are loyal and also huge hypocrites, saying things like they thought the policemen were raiders in disguise, that they have no warrant and that they have no idea what they're talking about when being accused of being criminals. The Omerta and all that.
-Enforcer: Well compensated, they are trained individuals, often ex-military or police with good equipment and body armor. They know how to fight but while they are mercenaries before anything, they won't break ranks since they know its the best way to die on a battlefield.
-Specialists: Mechanics, locksmith and other, well, specialists, they have non-combat oriented skill sets that are hard to come-by and are compensated for their exclusive services. They're paid to only work for the Napolitans but not to fight for them and will always flee or surrender. If asked if they knew they worked for a gang they'll deny it and say they didn't know anything about that.
-Punk: Equiped with what they brought with them, they are the heavy lifters of the Napolitans and aren't really affiliated with the gang in any other fashion that they do the hard work and take the loses while in exchange, the gang feeds them and give them a place to sleep. It's dangerous work and when you can't do it anymore, you're thrown out, this provides very little incentive for them to actually stand and fight and more often than not they'll flee in a situation where it seems they can't win.

Goals & Practices: Their Boss, Gino Conti, is quite certain that order will be restored and that after that, under the weight of the actions that had to be done for survival, very little judiciary efforts will be placed to discover what happened to the tons of jewelry, the millions of dollars and the thousands of luxury items that he is hoarding in the Plaza hotel. The Napolitans don't just seek to survive, they seek to thrive in this environment and thus far, due to their expertise at handling defenseless people, they have managed to become an important faction in this mess, the police not daring touching them since after all, their actions keep the streets they occupy mostly quiet and they have come to the point where they could put up a significant fight against even military opponents should a move be made against them.

Backstory:
Frost is an old school war dog, pre-outbreak frost served in Afghanistan with 1para in the British army, he was a Sargent in a small strike team who operated along side special forces such as the SAS, SBS and sometimes in coalition with American spec ops. Frosts primary role was a sniper, after spending 5 years of active tour in Afghanistan and Iraq he was put forward for spec ops selection, he passed at the age of 25 and pulled his wait more than any squady.
He served with the SAS for 6 years until he was picked up for an initiative set up by the UN and other NATO states, a "dark winter" response team as it was called, also know as The Division, he was picked for his "special" skill set of operating in the field for fighting in guerilla warfare and anti-insurgence ops, this was a perfect puzzle piece for The division teams. After finishing his final tour in non-disclosed locations Frost was immediately shipped to New York, where he was stationed as a call operative, waiting for a call to come to action and carry out his orders, till then...he had to wait.

Wernher: Thanks for posting that. Also in hospitals, they have the highest amount of the virus so your crew members must wear masks all day and all night or burn all of the bodies that you can find.
