Chikako stands at a short 5 feet tall, weighing in at 158 pounds putting her physique more on the chunky side. Her hair is straight and colored an eggplant shade of purple; Going slightly past her shoulders. Her large round eyes have brown colored-irises behind large, round-rimmed glasses. While not very specific villain attire she is almost always in a white labcoat with a large black undershirt, along with a black skirt with matching, knee-high boots.
-WEAPONS-
A syringe gun. Not of her own creation, but rather gained through black market trade. While she's more inclined towards making serums to cause positive growth for her own benefit, she's not against making something of the opposite effect in order to disable someone who reaches her safe space.
-VILLAIN EQUIPMENT-
An entire chemical lab devoted to pumping serums into creatures and people to mutate and ascend them beyond regular human potential. It's a slow and daunting process to create even small samples, and even when it's finished, testing is still a necessary phase to ensure whatever is injected isn't killed within hours of injection.
-COMBAT STRENGTH-
Chikako is nothing but an ordinary and somewhat overweight human. Easily overpowered by even the most minor of heroes, she has no good reason to be on the front lines unless her intellect is necessary.
-COMBAT ENDURANCE-
Chikako could die as reasonably easy as any human could. Gunshots, blunt trauma, you get it. She's padded, not armored.
-COMBAT WILLPOWER-
She is likely to avoid any straight-forward confrontation if at all possible, but will try to defend herself if necessary. She'll surrender if presented with a situation that doesn't at-all go in her favor, but may attempt to backstab and win back the fight if someone lets their guard down.
-COMBAT SPEED-
Chikako isn't exactly speedy. She can run for a short time, but not at any unreasonable speed beyond any regular bystander. She's rather out of shape.

Her reaction speed probably peaks at grabbing a drink someone knocked off a table right next to her. Yeah.

-BIOGRAPHY-
Chikako was one of two twins born on a particular day to two quirk-powered parents, along with her brother Keiko. Chikako came out healthy as could be, while her brother seemed to suffer from a few complications after he was born. He ended up not being taken home for months after she had already made her mark in the family home: But once he arrived he required extra care that Chikako never needed.
This would continue into their future years.
Chikako had a high intellect; She was a top student in her class and a (perhaps self-proclaimed) genius of her agegroup. Meanwhile her brother was somewhat challenged in his schooling, being on the slow side: And physically inferior to those in his age group in practically every way. He always required extra time from their parents; From doctor's trips to just spending time with them instead of their parents being with her. While Chikako was a smart girl, she was also somewhat vile with her brother due to the lack of attention and love she'd get.
One day, her brother developed something strange: It started with a scream that lead to their parents running into his room. Chikako followed and found her brother foaming at the mouth, scratching at his own face and lashing out at any object within his reach: Chikako watched him smash his fist straight through his dresser, strength he had never displayed beforehand. Especially with such ferocity
Keiko managed to injure their father before being taken back to the hospital; Not fatally, but multiple ribs were broken and their father's hospital stay led to Chikako feeling more alone than ever.
According to the doctors, it had something to do with a developing Quirk. While others got things like stretching arms or fire control, he ended up producing some sort of chemical in the foamy stuff coming from his mouth that caused a change in his bodily functions. Tests showed an increase in strength and speed, but the chemical seemingly damaged, or disabled, portions of the brain. While he was fully functional and stronger than he ever had been, the chemical in the foam, when produced, turned him into nothing more than a confused animal it seemed.
Keiko spent months in the hospital, slowly learning to stop his own Quirk when he managed to escape the state the chemicals put him in. While he was eventually allowed home, he was forced into home-schooling and heavy-handed supervision wherever he went. More time in the shadows for Chikako.
Throughout the years, she focused on her studies. Family meant almost nothing to her at this point; She had to make her own success and notice since none of her loved ones seemed to care. She began to disregard her family as she grew older, only pitying her brother when he tried to be nice to her; Giving him the cold shoulder usually, though he never really got it.
Though Keiko did give her thoughts. She saw the power Keiko was able to have with his quirk, but couldn't control it. What if he managed to control it? Was there a way to do so? Such thoughts carried her into the science field throughout years in college: She wanted to know how the body worked, and how it could be improved. Her ideals of chemical enhancement drove her into many sleepless nights after college, between her jobs and studies with other scientists in her field.
Others thought too small: She wanted to go further than small performance enhancements! She wanted to make people truly strong, smart, and able. To make her brother like that! She was warned that such things were immoral and dangerous to test, but that simply drove her underground. She would theory craft, get what she needed, make her latest concoction, and test it on whoever she could get her hands on.
Sure, a few deaths got in the way. But what's a few lives to what could be the ascendance of human performance, right? She wasn't quite she when her regard for human life went out the window, or if she had a regard for it in the first place, but it wasn't there now, that's for sure.
She never really considered herself a villain. At first she sold to athletes, or people who just wanted a boost. But as time went on, more and more powerful folk seemed to be interested in her product. And who was she to refuse money to fund her efforts to go even further beyond? So she sold it off. Even the smallest samples were worth more than she could make with an honest job, it couldn't be beat, honestly.
"Supremacist" was a codename she used for herself during deals. But it eventually came into real circulation and that title stuck with her forever. All the deeds lead to funding an even more advanced, perfected formula: No more mutating muscles and horribly painful transformations of mass, this serum seemed almost perfected. And she knew exactly who she perfected it for:
Her 'dearest' brother, Keiko. He had to move on with his own life without his sister, but never forgot about her. When Chikako confronted him, she claimed to want to 'catch up' and invited him to her home. He accepted, and the plans were made for the next night.
Rather than a cozy home, Chikako had Keiko strapped down in a lab instead. She subjected him to tests with the serum, and they had an effect she had... definitely not intended. His panic from the injections caused him to use his quirk and begin his mouth foaming... And it seemed to cause a reaction with her serum that lead to him ripping himself from the chair and smashing her lab apart, thankfully leaving her intact with whatever intelligence he could muster during his rage.
The only difference was, unlike when he previously recovered from an incident like this, he seemed much more braindead. Almost like a puppy that could barely speak. She had caused some sort of damage to him and now he couldn't even function in society anymore.
So, she did the only reasonable thing: Kept him with her.
But she also did the most unreasonable thing: And continued using him for testing.
The story of Keiko's tests go much farther than anyone would want to read, however...
Fastforwarding, Chikako had usually sold or made deals with randoms that happened to have the money she desired. But she ended up making enough of a name for her serums that she was presented with a generous offer: To join an organization. A 'family' that understood her desire for success and could offer her all the time she ever wanted to work on the ultimate enhancements if she just offered her product only to them.
In the multiple years she had been at this, never had anyone tried to make a connection like this with her. And she didn't see a downside if she was able to continue her research under a group that would pull in research funding. Becoming a full-on Villain wasn't in the plans, but with an offer like this...
It truly was time for codename "Supremacist" to take it to the next level.
This arrangement was recent, but thankfully she didn't need to relocate. Her lab was positioned not terribly far from the location of this 'group' she was with. And she had just the personal busybody to send as a physical helper to help promote her products!
-PERSONALITY-
Chikako is a very personally-fueled person: She has an idea, she acts on it to see if it works. She doesn't really care if someone ends up hurt along the way, as long as she gets the results she wants. Generally enthusiastic and positive about her studies, she tends to get a temper with simpletons, preferring explaining things her way instead of watering it down for inferior-IQ individuals, but mostly does so anyways if she has to get her point across.
While she isn't very affirmed in "loving family" or "friendship" she does get along with some people, based on their reactions to her and their own antics and intellect. Despite her disregard for human life if she was to lose someone she regarded as a friend or comrade she would find herself oddly devastated when compared to her usual emotions: She is unfamiliar with loss, and would not react kindly to it.

Keiko stands at six feet four inches tall, weighing in at 197 pounds. He has a scarred body but muscly physique with stretch marks commonly spotted on his flesh. He has short, eggplant-shade purple hair and brown irises in his strained eyes that express a constant pain. His clothing consists of a brown leather vest with white undershirt along with ripped jeans and sneakers. He has a thick heavy metal collar around his neck, and a visible communication device in his ear. When standing or walking he tends to have a bit of a slouch.

-VILLAIN EQUIPMENT-
The large metal choker-like object around his neck is filled with chemical injections that Chikako can activate at will. These cause temporary physical enhancements to Keiko or draw him out of his Quirk, Rabid Rabies. These non-permanent enhancements only last a few minutes each but there's also multiples of them in his choker for more than one burst. Multiple can be injected for a larger dosage and therefor longer duration. Chikako believes too much would kill him, so she prefers him using the short bursts.
(Effective gain explained in COMBAT SECTION.)
-COMBAT STRENGTH-
Normal Keiko has the strength potential to punch through rock, and put dents in somewhat stronger materials. He can pull things like city streetlights out of the ground, even if he can't fully swing them When injected with a dosage of Chikako's enhance serum from his choker, his body visibly grows bulkier in a painful manner, but allows him to pummel through steel and give him enough strength to lift small vehicles with some strain. So around a 2,000lbs. He can't throw the car far but could move it short distances. When the serum is combined with his Quirk, he could definitely throw the car a fair distance at somebody, or barrel someone through a building. Or just smash them with the car.
-COMBAT ENDURANCE-
Normal Keiko can withstand quite a beating: He can withstand blunt attacks from weapons and hand-to-hand combat, but can definitely still be damaged by strength-quirk heroes and he can't shrug off things like bullets. When enhanced by serum, his bulk allows him to more easily endure heavier blows while also giving him the capacity to take hits from something like a speeding vehicle (Combined with strength he could probably stand in front of an escaping vehicle at around 60-75MPH and get pushed back while it crashes into him but eventually it'd come to a stop.) His quirk does not aid in extra endurance.
-COMBAT WILLPOWER-
Keiko mostly runs off of commands from Chikako. If she says something, he does it without question. He almost never hesitates, though children are a weakness of his. Some part of his remaining mind tries to avoid killing kids whenever he can. This can be overridden by Chikako with enough effort, probably. Upon activation of his Quirk, he loses any hesitation he has for using violence: He won't hesitate in his assaults on groups of mooks and has much better focus against a more powerful one on one opponent.
-COMBAT SPEED-
Keiko isn't very good at navigating obstacles, but he can sprint at fast speeds in a straight line with minor movement to the sides while barreling items out of his way at around 40MPH. While having to navigate difficulty terrain, his speed is around half. When affected by serum, he doesn't gain alot of ground speed (50MPH) But the muscles in his legs allow him to make large leaps which aid in much faster traversal or delivering devastating attacks as he crashes down from above. Mixing the serum with his quirk causes him to gain stronger leaps and slightly higher speeds.
-REACTION SPEED-
Keiko's reaction speed is reasonable. He follows movement well and can catch a physical attack from an opponent of average ability when compared to himself. If someone was to draw a weapon directly in front of him, he'd be able to deliver a punch before they were properly wielding it: Depending on distance he may be able to dodge bullets if there's cover nearby. He loses area awareness when using his Quirk: Instead focusing on the defeat of his current target. This causes sneak attacks to be more effective on Keiko but whoever he's targeting will find themselves being blocked and countered more often due to his deepened focus on combat.

Rabid Rabies
-ABILITY OF QUIRK-
Enhances physical capabilities while raising the aggressiveness of the user. Causes the user's bites to infect victims, causing damage while also sending them into a frenzy.
-QUALITIES OF QUIRK-
Keiko can release the foamy substance from his mouth at any time, but was raised to restrain from doing so almost entirely. It usually only happens during spouts of anger or at Chikako's command, but also activates at the fear of death. While being released, Keiko gains increased general physical capabilities and an increase in his tendency for violence: He narrows his focus on an opponent or closed-in group and ignores mostly everything else.
Keiko can bite while Rabid Rabies is activated to infect people with his quirk and cause intense burning pain: After a period of time based on the victim's endurance, they will become rabid and violent. Bites from these individuals will also spread Rabid Rabies. This is not a permanent state.
-STRENGTHS OF QUIRK-
Keiko becomes a physical monster and can wreck face in close combat. His deep focus on singular opponents or being able to be sicced on groups makes him a great defense buster or distraction when less physically inclined Villains can't handle the situation. His bite can also turn enemies against one-another, causing a chain reaction of Rabid Rabies if not checked by his opponents that could leave them in utter shambles. The general time for the frenzy to begin starts 10-20 minutes after the initial bite on weaker individuals and quirkless humans. Most heroes, especially the capable, can take up to and even past an hour before the infection causes a frenzy.
-WEAKNESSES OF QUIRK-
Rabid Rabies reduces the user's stamina more than normal fighting would: While his damage potential is higher, he definitely tires easier in this state if going through a full brawl. His focus on certain opponents also leaves him heavily open to sneak attacks without support, that can cause him to be cornered by groups of intelligent heroes.
While his bite is extremely dangerous, the time it takes to cause a frenzy does give opponents a chance to find a way to remove Rabid Rabies despite the pain it causes. These means are up to the individual attacked.
-LIMITS OF QUIRK-
Rabid Rabies' infection bite is not indefinite: It'll last a period based on the endurance of that individual's system and is never certain. (This is basically a way for the GM to shut it off at any time. Assume the infection lasts for around twenty minutes regularly.) Keiko himself cannot produce foam forever; As he tires himself and becomes dehydrated it begins to lessen and therefor Rabid Rabies will end.
As stated above, Rabid Rabies' frenzy effect from a bite wound takes time to activate. But it's also not a permanent state after a frenzy starts: Depending on the person(and the GM's decision) the period of time the effect lasts can vary.
-BIOGRAPHY-
(Keiko's early years are mostly told in the CS above. This Biography basically spans the few years before Chikako joins the organization but can be changed if a biography from his perspective is needed.)
After reuniting with his sister Chikako after years of no contact and being tested on like an animal, Keiko suffered from a tragic event that caused his already slow mind to become a bit slower. Chikako had thought this was permanent damage, and while it mostly was, he has gained enough of himself back to talk and think for himself: But his years after the incident were spent in the captivity of his sister where he was locked away, tested on, and slowly broken in his own mind to become a willing subject.
He became her ultimate project: She enhanced him with serums that caused increased height, more muscle mass, among other things. He often followed her everywhere as a bodyguard to protect her in shady dealings of her serums: But what he really was... Was more of a preview. He'd display his strength and speed, and it'd impress buyers. And if they tried to cross Chikako? Keiko would make them disappear.
The recent change in Chikako's loyalties made a change for Keiko, too. While she worked on serum behind the scenes, he was to be sent as a sample soldier to help a local villain group. A sort of 'gift' to the organization for their opportunity. Keiko is in constant contact with Chikako however, and often carries around a laptop for when Chikako needs to communicate with the group, or vice-versa. Keiko's own comm is in his ear, where commands are given to him; And a camera is placed in his choker so Chikako can see what he's up to.
In all ways except looks, intellect, taste in any decent, and physique, he was an extension of her. He'd do what she told him to, even if it would cost him his own life.
It would have to be seen if anybody considered this demented or not.
-PERSONALITY-
Keiko is kind of a zombie. he speaks slow, often in a confused or simplistic nature. He's not a bad person; Actually, he's quite nice. It's a huge contrast with his sudden will to beat someone to death for Chikako at a moment's notice. He tries to not step on any toes and tends to just listen to commands of his superiors as it's easier than angering people.
While he's seemingly too friendly to be a villain, it all goes out the window with his Quirk. When Rabid Rabies is active, he screams insanity and doesn't regard the enemy casualties as much. He'll beat the hell out of someone, and yell about how much he loves doing it. It's sort of unnerving. Chikako finds it charming in the "leaving everything as a blood puddle" kind of way.
