It's not a matter of who decides, it's a matter of how much can reasonably be used. Hoarding food you can't possibly hope to eat until it goes bad while others starve, just as an example. Holding onto resources greedily that you won't use is why so many suffer.

What if having that much is part of what brings them joy? Taking that away would rob them of that.

It's not as important as necessity. But to find joy from that and only that would be a problem.

Because not living in poverty doesn't directly cause the misfortune of someone else. Someone being so far from trouble that they have the luxury to waste food is a good thing.

Maybe, but then you're asking them to go out and make that change themselves. It's not as simple as throwing an apple to someone instead of throwing it away.
