Well another week and any civilians not directly hit by the radiation will have died from radiation poisoning where the melted ones will eventually die out when the food and victim count drop. To take care of a few loose ends in the lab, the overseers of Westman Chemicals used a compound to alter the villain Tox's DNA further when the villain was due for transport resulting in his death raining over Carter Hills.
