The Battle of Chicago, 2015. 72 civilian casualties, countless others injured, 80 billion dollars in collateral damage. The most destructive superhuman event in Earth's history. It started with a mad scientist unleashing an army of genetically engineered kaiju onto the city. Naturally, the superhumans of Chicago banded together to help defeat the monsters. However, these individuals were not trained, and due to their lack of coordination and skill, they leveled an entire city block. It was this event that set in motion the Superhuman Accountability Act. Vigilantes had been a problem for decades, but Chicago was the final straw. They had to go.
The Superhuman Accountability Act decreed that all known superhumans must wear power dampening bracelets, a new technology that had been in the making for years. Any superhumans that wished to put their powers to good use must work for the newly formed Superhuman Defense and Management Sector, a branch of the government/military that deploys superhumans as they see fit. All superhumans, upon discovering their powers, must attend The Academy. There, they learn to control their powers before they decide to reintegrate into society, or join the SDMS.
It is now 2045. Thirty years of fear and slander has ruined the lives of superhumans everywhere. They can't find jobs, they face harassment in the streets, family and friends abandon them at the first sign of powers. Rumors of abuse, prison-like confinement, brainwashing, and torture within the Academy float around the tight knit superhuman circles. The world is not a nice place for those who are different.
Naturally, superhumans aren't exactly lining up to get registered. Most try to hide their powers, sometimes with disastrous consequences. To combat this, superhuman seeking technology has been developed. It still has room for improvement, but it can detect an active superhuman within a half mile radius. To capture these rogue individuals, SDMS has recruited and trained Superhuman Recovery Squads. These are superhuman individuals given the specific task of searching out and hunting down other superhumans. Being a recovery agent is just about the only promising job a superhuman can get, aside from being a soldier for the Management Sector. But just because they're on the 'right side' of the fence, doesn't mean these agents escape all prejudice.

Setting:
Chicago, 2045.
It's only fitting that the SDMS headquarters and the Academy were built in the same neighborhood that superhumans destroyed years prior. Technology has advanced at a steady pace, and rapidly in the last few years. But human nature never changes. The world is still at war and full of hate, anger, and poverty.
Rules:
1: Try to limit yourself to four characters, as a soft limit. If you have a reason for wanting more, we can talk about it.
2: Try to include reasonable limits to powers. Also please avoid making your powers overly complicated. Remember to ask yourself if your character would be useful in a fight scenario. It they aren't, you may want to reconsider. Sitting on the sidelines during the action kinda sucks.
3: I'd like to avoid having too many teenaged characters. I'd say one or two, tops.
4: The 18+ rating is for potential dark themes and adult situations, but no hanky panky in main, please.
