Personality: Opper's role as a bureaucrat should not demean him to be heartless. While he does follow rules and guidelines, he is prone to bend them to suit the interests of those he deals with. With that being said, he will bend the rules to his favour if you annoy him. Opper does prioritise his work over his relations, he has had this role for years and is not giving it up for anyone.

Notes: Reginald has a tight group of friends whom he works with. After work he can be seen at the local bar, while he doesn't drink much he smokes a lot. Will die within 3-5 days during a terrorist attack.
