i wouldnt say they live in the coldest areas of the world(the entire world is ice) but the only place they would be able to hunt whales near the equator where the ice is thin enough to brake through.

Nation name: Ku (Pronounced "coo")

Race/Races: The "Cavr" are a small human like creature with two arms. One arm sports a sharp axe like blade and the end, and the other has 7 of the most delicate fingers. Their name drawn from the word "Carver". They have scale like coverings over their skin that traps a layer of warm air around their bodies, allowing them to survive in cold temperatures, but they are as risk in severe storms and wet weather where their "air barrier" can be broken.

Population: About 800,000

Key Leaders: The Foreign Ambassador "Twiala Cann" and Trade Diplomat "Monfus Dwiin"

Location: In a colder area, the Cavr tend to carve cities and homes from huge ice towers.

Resources: Carv's are crafters, they excel in creating tools and clothing. They also do well breeding a large moose like creatures called Guro which are good for riding, hauling, and milk, they can be processed for meat, but the meat is generally gristly and tough. Clothing can be created with the thick fur and hide of the Guro.

Imports: Materials for tools (Iron), Meat and/or Fish, Crops
Exports: Milk, Clothing, Advanced tools
Other: Live Guro's for use as tools (ie, For riding or hauling goods)

History: Carv's are artistic by nature, and tend to evolve their environment to suit them. This is what lead them to carve their houses out of large ice blocks (they add additional materials internally to keep their home warmer). They used their abilities to carve shelters which attracted one of the areas only wild animals (the Guro), who they tamed and now breed as their main export.

Culture: Carv's are family focused, it is very rare for a child in a "Tool maker" family to ever work in another area. The Carv are delicate creatures, weak to the elements, but clever. They are peaceful, and focused on developing an advanced culture. The have no army and would not survive should they be attacked, they rely on allies who use their tools to be their defence.

Nation name: Graval

Race/Races: Tran (A cat like race whose claws on the feet create retractable skates they use to move across Ice)
They are a fierce race and are split into those who are warriors or those who are scholars. they have very little creativity as far as the arts but those who are scholars and master chemists.
they do not build most of what they have instead they tend to creat trade agreements to get their tools and weapons.

Population:650,000

Key Leaders: Touro(High Elder) Karn (Tran King)

Location: Their nation is near the equator and features flatland around it with a large mountain range in its center there the capital city sits.

resources:In the flat lands there are many places where the ice has been cut through and are used as fishing holes. they also mine in the center underneath the capitol extracting copper and Iron.

Imports: They import luxury goods, Furs, Oil, Crops, Tools/Weapons
Exports: Liquid fire( created by the nations chemists), Fish, Metals, stone.
Other: Blasting powder used in their mining and being researched to be weaponized, gemstones found in mining and used as currency.

History:The Tran started as many tribes warring with each other, however 300 years ago they were all united as the elders claimed that the gods had spoken and issued the a King of the people should be crowned on the high mountain. This is when they capitol came to be built on the mountain in the center of their land and a King was chosen by the elders (from a pool of the strongest warriors.) and a high elder was chosen to advise the king. from then on the tribes have been united.

Culture: Warrior like culture that values strength, however they also value knowledge It is said the greatest warrior is bound to be king and the wisest and brightest is bound to be the high elder. with this mix of values they nation has become one of the strongest military forces in their area and the greatest innovators for some technologies... however they are not very creative and lack and sort of art or crafting skills.

Nation name: Skandos.
Race/Races: Wargs - bipedal wolf-like men. They are smaller than a normal man, it is rare for a Warg to reach 6' in height. They are also less heavily built, although they are faster. Wargs are covered in thick fur that can be any colour from white to grey to black, and any combination.
Population: ~450 000.
Key Leaders: Skandos has at all times two kings, currently King Torak and King Thorn.
Location: -
resources: The nation of Skandos lies on a huge buried forest, and this forms the basis of their resources. They extract from the dead forest wood, peat, and amber. However, although it is huge, the dead forest is a finite resource and so they are careful to only take what they need. They also fish and hunt seals, and whales if they can, although it is a risky and difficult task.
Imports: Metals, oil, tools.
Exports: Timber, peat, amber.
Other: Wargs keep the fur of their dead and use them (this is not considered taboo, although cannibilism is), but they would never consent to trading them.
History: The Wargs were originally split into different tribes, generally with poor and often hostile opinions of other tribes, and fighting over sparce resources were common. However, this changed when one tribe discovered the dead forest. The tribe was too small to extract the timber, so they invited a larger tribe to help and share the resources. When the size of the forest was realised, other tribes came, and it was decided to form the tribes into one in order to share this resource. Eventually the tribes were replaced with clans inside the Skandos society, with the first two clans forming the royal houses.
Culture: The Skandosi try to live in caves wherever possible, but if it is not they built houses out of whale bones or timber with a sod roof. They are a warrior society, but are different in that they value cunning and leadership above strength. Their sagas and stories tend to revolve around battles and victorious armies, rather than individual heroes, and the heroes they do worship are mostly leaders and strategists.
