Something that huge, as big as the biggest polar bear, should be slow.

I posted my incomplete but WIP Nation Sheet. Considering it is a city state, I realize the claim is somewhat large, but much of this land is uninhabited, and what is (like the port) are de-facto members of the city-state for obvious reasons like protection and economic stability. I also know the social structure can be slightly confusing, but just know that while wealth is seen as power, this is only the case because of the people. There is no official democracy, but the people have the means and the power to overtake the current aristocrats at any time. Think of an unofficial type of ochlocracy working in conjunction with an aristrocracy. Make sense, or should I restructure part of my NS?
