He doesn't use gunpowder. He prefers non-lethal yet still insanely powerful energy blasts. How? Well, it's powerful against nonliving things so can obliterate shields and such while just knocking out the person behind the shield.

Oh, then his weapons are useless as hell.

He'd be reduced to a low tier, which could be funny when he tries to zap the bad guys unconscious and then finds out his weapons don't work, causing him to run away in a panic with his arms flailing around. Of course I'd have better things to do with him, but it would still be funny.
