Would the organzation make the apartments off limits to anyone other than a kamen rider? Or, if they are still open to the public, would they be running background checks to make sure that no shady people, like, say, a fugitive Orphenoc would be able to rent an apartment there?

Hmm...I'm thinking that they probably just rented a few apartments near each other and left the rest of the building open to the public. In part because they don't want things to seem too suspicious and in part because with a bunch of Riders in fairly close proximity, they should be able to handle themselves if something attacks them in the building.
