Maybe some are more obedient and cooperative (which is a given that grazers would be so easily tamed by the outsiders without professional assistance on taming them, because they are far less aggressive) while carnivores are much more difficult to train. Dominique could have raised Xavier since an egg, but you could mention or incorporate that he had to take Xavier to taming classes or taming professionals to break him in and to teach him how to behave around other human beings. These taming professionals would only exist on the inside or in other kingdoms who could afford them since they are expensive and gain great profit from their profession.
