Yo, I just thought of something interesting. Would sand skimmers, that is, ships that more or less sail over the sand be in the realm of Rune ships?As in do even small single man sand skimmers need a magic rune?

The main thing I want to know is my Large Coastal City, does it require the full 6 or 5 provinces?Also, I noticed that if I havent fucked somethign up I will have one of the largest Regiment Points
