Would how about 30, 23 are just people with basic healing knowledge, nothing else. 7 are like average combat magicians compared to the rest of the world. When you said rare I didn't think they were that rare.

30 are too many. How many magicians are there in middle earth? Gandalf, Saruman, Sauron, Galadriel... There are a few more, but they're not institutionalized, they're unique and legendary. A handful (max) per nation is adequate, like the 7 combat magicians (who could also have healing abilities).

I think I'd put in my NS that my Easternmost city was "progressive" and they were a liberal-ish trading hub. Which is really convenient, considering it is bordering your land. My nation has no navy, and since we share an East/West border, it'd make sense to trade directly.

@Fallen Muse: Your nation and mine are bordering, and it just so happens that your northeast border is quite close to Tammarid, the largest trading hub in my nation. You need some of my exports, I need some of yours. Our nations should trade :)

@Lord Coake: What do you think our history should look like? We're both successor kingdoms of the Ta'hamurg. There should either be intense rivalry or an alliance between our peoples.

@Jonesy: We're not neighbors but... I think a trade agreement could be mutually benefitial, don't you?

We require fish, fruits/plants, and food preservation items (salts). Exchange for iron and pottery? (As long as the route between myself and Muse's country stays open, or you wanna sail around Menora xD)

Golem, I'm curious. If mages are supposed to be like single-digits rare, how are we supposed to make a nation that goes with magic over technology? I think I may not have made things in my nation sheet clear if you accepted it. Because all of the clergy of Kant are technically mages. Granted most of them are healers and they can't do much aside from dull pain and maybe help people get over illnesses sooner (if it's something that can kill you, they can't do anything but make your death painless and comfortable), but they're still technically mages.

I also have smalll contingents of battle mages all over my country and i was accepted o.O, and I don't think you can really compare the tolkien wizards to this because Gandalf Ratagast Saruman, Pallando and Alatar are all Istari and not really 'Humans' in the first place. Sauron could do magic but he was a Maiar, All elves in tolkien lore can do magic to some extent even if it is a passive magic. The ring wraiths were all able to use magic (though they are technically undead) Numenoreons at some point were able to wield magic as they constructed magical blades and were able to lay curses (such as on the men of Dunharrow), The Pukel men created living statues to fight their enemies, and the men of Forochel had prophetic powers. Also it is suggested the Mouth of Sauron was a mortal man who was under the tutelage of Sauron and learned grey and powerful sorcery.

I know but I'm just saying nobody is going to take the stone-age option if magic is that rare. And maybe you should actually say how rare rather than comparing it to Gandalf, because I'm not a Lord of the Rings fan and I didn't actually know how rare that was until you actually said it.

First about the rarity of magic - we don't have elves and we don't have numenoreans (who aren't really humans with their longevity and shit). Even if you count all of those other fellows you just brought up, how big a percentage of the entire population of their respective countries do they represent? I want mages to be unique and legendary (I must've written it several times by now), not uncommon and boring like in ES or its likes. I don't see the problem with conforming to this.

Second about the magic vs tech idea: I've never stated that a nation can't have both magic and tech. The cardinal rule was more tech = less other stuff.

Maybe we should restrict population size to technological development? Renaissance era = small nation, medieval era = medium nation, ancient era = large nation. Is that a viable idea?

I'm not complaining, I'm fine with it. I'll just edit my nation sheet. But I do think you should state in the first paragraph that they're legendary and unique, not just rare. Because 80 mages in a population of several hundred thousand is still technically rare.

Seriously though, I don't see the problem here. People can build and shape their countries as they please. If we all have a similar level of technology it makes sense considering we are near each other and trade is, or should be, quite common. Honestly the idea of a few nations being extremely under developed while countries near it are extremely developed would make no sense.
I would say try and base your countries off of real world counter parts. Try and come up with something similar to your nation and build upon that. This doesn't seem that hard.

Sorry about that weird paragraph I'm really really tired. To sum it up, keep it as it is. Let people make their countries as they please.
