Some notes on this nation:
-- Weaker industries here, but extremely industrialized. This government is making a lot of money.
-- Discontent is on the rise due to a multitude of things: No organized police force, an unrestricted press that can freely criticize anyone.
-- The military for the Empire is almost non-existent, but with plenty of cash flow coming in, that can change if they wish.

Fixed. Also, I guess it should say "National Police." There would almost certainly be local police enforcing local laws, which means a lot of laws are being broken that the regional people don't really think are laws. Example: In Sicily, before Mussolini -- murder was illegal, but if the mafia killed someone, the cops there never went looking to solve it.

On Page 1, I have added the Saurilian Designs to the end of your ledger. Check them out if you are interested. I have also added the Estaratian Designs as well.

I'd like a few more players to join in Centran before I add too many NPCs.

A rating of 0 does not mean an absence. It's just the base. It would probably have a battery of like 4 12" guns, give or take for fluff.

Best is subjective. I don't think either of the other two player nations have a dreadnought with a better battery. In that circumstance, the Lorcan-class would be on par with the other nations.

Whether or not you need bigger guns is also subjective. Nations usually up gunned their ships in response to a rival upgrading their own guns or armor. But in game terms, a 2 rating for Battery would be larger guns than a 0 rating.
